PERFORMANCE WORK STATEMENT (PWS)
MVP and SSSV Equipment Calibrations and Repairs
Part 1
GENERAL INFORMATION
1 GENERAL: This is a non-personnel services contract to provide servicing, calibrations, and repairs to Moving Vessel Profile (MVP) and a Sea Surface Sound Velocimeter (SSSV) equipment.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform servicing, calibrations, and repairs to MVP and SSSV equipment as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in this Contract.
1.2 Background: The Naval Oceanographic Office (NAVOCEANO) has technical control over a fleet of TAGS 60 Class Oceanographic Survey Vessels (OSVs) and Hydrographic Survey Launches (HSLs). Each one of these platforms use a MVP system and a SSSV system to collect physical oceanographic data. The MVP system uses the following equipment, but not limited to, Controller Interface Box, Controller Unit (Main Control Box), Towfish, SV•Xchange sensors, C•Xchange, T•Xchange sensors, P•Xchange sensors, MVP•X instrument, Micro CTD sensors, Micro SVXPT sensors, Data Telemetry Module (DTM), and winch hydraulic power unit. The SSSV system uses the following equipment, but not limited to, a SV•Xchange sensor, T•Xchange sensors, SVT•Xchange sensor, AML-1 RT instrument, and Smart•X instrument.
Some of the equipment listed above requires to be calibrated and/or serviced on a scheduled basis in order to provide acceptable data. Therefore, NAVOCEANO’s Physical Oceanography Support Branch, N723, rotates the required equipment on each platform by sending the equipment that has recently been calibrated and/or serviced out into the field, while sending the equipment that has been returned from the field to the manufacture for calibrations, standard servicing, and/or repairs.
1.3 Objectives: NAVOCEANO shall request routine calibration, standard servicing, and repair services to be accomplished through individual task orders.
1.4

1.4.2 Repair of MVP and SSSV Equipment
See Section 1.5.2
1.5 Scope:
1.5.1 The contractor shall calibrate and/or apply standard services to C•Xchange, T•Xchange, T•X2change, SV•Xchange
SV•X2change, P•Xchange, P•X2change, CT•X2change, SVT•Xchange, MVP•X, MVP•X2change, and AML-1 RT sensors/ instruments.
1.5.2 The contractor shall repair all NAVOCEANO MVP systems and SSSV system equipment per section 5.17. These repairs cover all equipment listed in “Section 1.4.1” along with Single Sensor Fish (MVP30), Remote Pendant, Remote E-Stop Pendant, Metering Sheave Sensor, Hanging Overboarding Sheave, MVP30 Winch Assembly, Levelwind Fairlead Assembly (MVP30), Dual Sensor Fish (MVP300) Cable Counter, Load Cell, Hydraulic Manifold, Linepuller Assembly (MVP300), and Metering Sheave Assembly.
1.5.3 The contractor shall also return all serviced, calibrated, and/or repaired MVP and SSSV equipment back to the its original specifications and functionality in accordance with the manufacturer's original and/or revised specifications.

1.6 Ordering Period/Period of Performance:
1.6.1 The ordering period shall be one (1) five-year ordering period.
1.6.2The period of performance will be provided at each task order.
1.7 General Information
1.7.1 Place of Performance: The work to be performed under this contract will be performed at contractor facility.
1.7.2 Security Requirements:
1.7.3 The overall classification of this contract is CUI (Controlled Unclassified Information). Contractor does not require access to classification information in the performance of this contract. All contract personnel shall comply with the directives and policies established in 2 CFR Part 117 “National Industrial Security Program Operating Manual”, DoD Instruction 5200.48 (Controlled Unclassified Information) and SECNAVINST 5510.36B “Department of the Navy (DoN) Information Security Program The contractor does not require access to U.S. Government Information Technology (IT) systems.
1.7.4 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer and/or the Contracting Officers Representative (COR) may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer may apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
1.7.5 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI.
The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2. DEFINITIONS AND ACRONYMS:
2.1 DEFINITIONS:
2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the Prime Contractor.
2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government designated and authorized in writing by the contracting officer to perform specific technical or administrative functions in accordance with FAR Part 1.602-2.
2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1 The Government shall provide and is responsible for shipping of all equipment (GFE) for calibration service and/or repairs to the Contractor’s facility. All GFE must be returned to NAVOCEANO’s possession.

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract.
4.1.1 Upon GFE arrival at contractor’s facility, the Contractor shall return all serviced and calibrated GFE back to the Government within 75 days. The shipment tracking number will be used to determine the exact date in which the equipment arrived at the contractor’s facility. This requirement does not include GFE that has been determined by the Contractor to be in need of repairs per Section 5.17.
4.1.2 The Contractor shall be responsible for the return shipment for all GFE that is sent to the Contractor’s facility including all shipping charges, fees, etc... All equipment shall be shipped from the Contractor in its original re-useable transportation container provided by the Government. Return shipments shall be made FOB Destination to the following address:

PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Service: The Contractor shall provide services for servicing, calibrating, and repair MVP system and SSSV system equipment.
5.2. General:
5.2.1. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform standard services, calibrations, and repairs to MVP and SSSV equipment as defined in this PWS. The Contractor shall calibrate all requested equipment to its original specifications and functionality in accordance with the manufacturer's original and/or revised specifications.
5.2.2. The Contractor shall repair all requested equipment back to full operational capability. The repaired instrument shall meet the manufacturer’s original and/or revised specifications.
5.2.3. The serviced instrument shall be able to receive any manufacturer upgrades or alterations added to improve system performance. Consult with NAVOCEANO COR before performing any upgrades and/or alterations.
5.2.4. Perform all other typical Original Equipment Manufacturer repairs and/or standard services that are required to return equipment to Manufacturer's original and/or revised specifications in accordance with Section 5.17.
5.2.5. Once Services are complete, the contractor shall provide a status update/overview results on all equipment serviced per awarded task order including any equipment issues or concerns. This information shall be emailed to the COR
5.2.6. The contractor shall notify the COR thru email before any equipment is shipped back/returned to the government.
5.3. The contractor shall provide Certificates, Documentation, Data Management, and Labels to the government for all equipment that was serviced per awarded the task order.
5.3.1. Calibration Certificate
5.3.1.1. The Calibration Certificate shall report: Type of Calibration; Sensor Serial Number; Calibration Date; Calibration Range;
Sensor Range; Calibration Data; Sensor Coefficients.
5.3.1.2. The Calibration Certificate shall show the following tabular Calibration Data with units when applicable: Reference (mS/cm, m/s, °C, or dBar), Sensor Output, Sensor Calculated (mS/cm, m/s, °C, or dBar), Residual (mS/cm, m/s, °C, or % Full Scale (% F.S.), and other data considered relevant.
5.3.1.3. The Calibration Certificate shall report any other relevant calibration data normally published by the OEM on the calibration sheets.
5.3.2. The Conformity Certificate shall report all relevant data normally published by the manufacturer which includes, but not limited to, the Depth Rating (dBar/Meters).
5.3.3. The Calibration Certificate shall report all relevant calibration data normally published by the manufacturer.
5.3.4. Service Reports shall include, equipment diagnostics, equipment status, all special notes, comments, recommendations, and all other relevant information normally published by the manufacturer.
5.3.5. The Contractor shall provide the following, Documentation and Data Management in a digital/electronic file:
Calibration Certificates (.pdf) Conformity Certificate (.pdf) Service Reports (.pdf) Text Document that includes all related sensor information (.txt) Any other relevant calibration and/or service information normally provided the OEM.
5.3.6. The Contractor shall provide identification information for MVP•X, MVP•X2, AML-1 RT, and AML-3 instruments by placing an identification sticker or engraving the identification information onto each instrument. The identification information shall list the type of sensor, sensor serial number, and the sensor housing depth rating (In Units of Bar or Meters). All Identification stickers or engravings for the MVP•X, MVP•X2, AML-1 RT instruments shall survive underwater conditions up to 6000 meters. All Identification stickers or engravings for AML-3 instruments shall survive underwater conditions up to 500 meters.
5.4. Conductivity Sensor Services
5.4.1. Conductivity calibration of a C•Xchange sensors shall be performed over the range of 0 to 90 milliSiemens/cm. The calibration data shall be within an accuracy of plus or minus 0.01 milliSiemens/cm.
5.4.2. Perform all other standard comprehensive services that the OEM normally performs on C•Xchange sensors, these services include handling & inspection, cleaning, testing, and all minor repairs.
5.4.3. Upon completion of all services the unit shall still be able to withstand at least 6000 meters of ocean pressure.
5.5. Sound Velocity Sensor Services
5.5.1. Sound Velocity calibration of a SV•Xchange/ SV•X2change sensors shall be performed over the range of 1375 to 1625 m/s.
The calibration data shall be within an accuracy of plus or minus 0.025 m/s.
5.5.2. Perform all other standard comprehensive services that the OEM normally performs on SV•Xchange/ SV•X2change sensors, these services include handling & inspection, cleaning, testing, and all minor repairs.
5.5.3. Upon completion of all services the unit shall still be able to withstand at least 6000 meters of ocean pressure.
5.6. Temperature Sensor Services
5.6.1. Temperature calibration of a T•Xchange/ T•X2change sensors shall be performed over the range of -5 to +45 degrees Celsius.
The calibration data shall be within an accuracy of plus or minus 0.005 degrees Celsius.
5.6.2. Perform all other standard comprehensive services that the OEM normally performs on T•Xchange/ T•X2change sensors, these services include handling & inspection, cleaning, testing, and all minor repairs.
5.6.3. Upon completion of all services the unit shall still be able to withstand at least 6000 meters of ocean pressure.
5.7. Pressure Sensor 4000m Services
5.7.1. Pressure calibration of a P•Xchange/ P•X2change sensors shall be performed over the range of 0 to 4000 dBar. The calibration data shall be within an accuracy of plus or minus 0.05% Full Scale (FS).
5.7.2. Perform all other standard comprehensive services that the OEM normally performs on P•Xchange/ P•X2change sensors, these services include handling & inspection, cleaning, testing, and all minor repairs.
5.7.3. Upon completion of all services the unit shall still be able to withstand at least 4000 meters of ocean pressure.
5.8. Pressure Sensor 200m Services
5.8.1. Pressure calibration of a P•Xchange/ P•X2change sensors shall be performed over the range of 0 to 200 dBar. The calibration data shall be within an accuracy of plus or minus 0.05% Full Scale (FS).
5.8.2. Perform all other standard comprehensive services that the OEM normally performs on P•Xchange/ P•X2change sensors, these services include handling & inspection, cleaning, testing, and all minor repairs.
5.8.3. Upon completion of all services the unit shall still be able to withstand at least 200 meters of ocean pressure
5.9. Conductivity and Temperature Sensor Services
5.9.1. Conductivity calibration of a CT•Xchange/ CT•X2change sensors shall be performed over the range of 0 to 90 milliSiemens/cm. The calibration data shall be within an accuracy of plus or minus 0.01 milliSiemens/cm. Temperature calibration of a CT•X2change sensors shall be performed over the range of -5 to +45 degrees Celsius. The calibration data shall be within an accuracy of plus or minus 0.005 degrees Celsius.
5.9.2. Perform all other standard comprehensive services that the OEM normally performs on CT•Xchange/ CT•X2change sensors, these services include handling & inspection, cleaning, testing, and all minor repairs.
5.9.3. Upon completion of all services the unit shall still be able to withstand at least 6000 meters of ocean pressure.

5.11. MVP X Instrument Services
5.11.1. Perform all other standard comprehensive services that the OEM normally performs on MVP•X/ MVP•X2 instrument, these services include handling & inspection, cleaning, testing, inbound functionality check, outbound performance checks, and all minor repairs.
5.11.2. Upon completion of all services the unit shall still be able to withstand at least 6000 meters of ocean pressure.
5.12. AML-1 RT Probe Services
5.12.1. Perform all other standard comprehensive services that the OEM normally performs on AML-1 RT/ AML-1 RT (w/
Right Angel Connector) probe, these services include handling & inspection, cleaning, testing, inbound functionality check, outbound performance checks, and all minor repairs.
5.12.2. Upon completion of all services the unit shall still be able to withstand at least 6000 meters of ocean pressure.
5.13. AML-3 Instrument Services
5.13.1. Perform all other standard comprehensive services that the OEM normally performs on an AML-3 instrument, these services include handling & inspection, cleaning, testing, initial functionality check, outbound performance check, and all minor repairs. This Service shall cover AML-3 LGR, AML-3 RTS, and AML-3 XC instrument types.
5.13.2. Upon completion of all services the unit shall still be able to withstand at least 500 meters of ocean pressure.
5.14. Main Control Box or Power Box Services
5.14.1. Perform a comprehensive diagnostics service/ test of a MVP 300 Main Control Box, MVP30 Control Box, or a MVP300
Power Pox in order to determine why the unit is not working. This diagnostics service includes all minor repairs.
5.14.2. The Contractor shall install an equipment Label/Sticker that states the equipment’s Serial Number (If applicable). The
Label/Sticker shall be able to withstand a marine environment.
5.15. Controller Interface Box Services
5.15.1. Perform a comprehensive diagnostics service/ test of a MVP 300 Controller Interface Box or a MVP 30 Controller Interface
Box Assembly in order to determine why the unit is not working. This diagnostics service includes all minor repairs.
5.16. Data Telemetry Module Upgrade
5.16.1. Upgrade the Data Telemetry Module (DTM) to be able to be operate Orange Line MVPX2 sensors/ equipment.
5.16.2. Perform the following services handling & inspection, cleaning, disassemble towfish, disassemble DTM, initial performance checks, replace fuses, testing, reassemble towfish, replace bad/ corroded hardware, rethread screw holes if required, clean/ shine the towfish body, outbound performance checks, and all minor repairs.
5.16.3. Perform all other all other standard comprehensive services that the OEM normally performs on a Tow Fish and DTM instrument.
5.16.4. Once the upgrade it complete confirm the DTM is still able to operate/backwards compatible with all Blue Line MVPX sensors/ equipment, Micro CTD Sensors, and Micro SVXPT Sensors.
5.16.5. The Contractor shall install an equipment Label/Sticker that states the equipment’s Serial Number (If applicable). The
Label/Sticker shall be able to withstand at least 6000 meters of ocean pressure.
5.17. Repairs
5.17.1. The contractor shall identify needed repairs and recommend corrective action with a proposed price proposal.
5.17.2. The contracting officer and contracting officer’s representative will review proposal for acceptance.
5.17.3. Period of Performance will be determined at time of acceptance.

5.10. Sound Velocity and Temperature Sensor Services
5.10.1. Sound Velocity calibration of a SVT•X2change sensors shall be performed over the range of 1375 to 1625 m/s. The
PERFORMANCE REQUIREMENTS SUMMARY AND QUALITY CONTROL
6.1 Performance Requirements Summary
6.1.1 This PWS not only discusses work to be performed, but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the Government uses to measure level of performance. A standard is an optimum performance level against which actual performance can be measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days actually taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Statement of Work. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs.
Each performance standard contains standards for both quality and timeliness
6.1.2 Quality Assurance. The COR will inspect for compliance with Contract terms throughout the Contract period.
Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Performance Requirements Summary (PRS). The Government will monitor the Contractor's performance under this Contract by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service
6.2 Quality Control
6.2.1 The Government shall rely on the contractors’ existing quality assurance systems as per customary industry practices for the commercial item being acquired. The quality control plan shall ensure configuration, maintenance and repair services are performed in accordance with manufacturer’s recommendations and generally accepted commercial practices. The plan shall identify procedures to identify and prevent defective services from recurring.
6.2 The contractor shall provide a copy of their quality control program to the Government within 30 days of award.

The Contractor shall provide repairs of equipment, PWS Paragraph 4 & 5.

The Contractor shall provide delivery of equipment, PWS Paragraph 4.
The Contractor provided GFE equipment free from damage upon return to Government.
The Contractor provided equipment shall be delivered by the established delivery date.
Delivered equipment shall not have any new damages upon arrival to Government.
Upon arrival at contractor’s facility, GFE shall be returned to the Government within 75days. This does not include GFE that has been determined by the Contractor to be in need of more than just typical repairs.
