About this file
This document is a Performance Work Statement (PWS) for a wireless network study in support of training for the United States Marine Corps Training and Education Command (TECOM). The scope of the work is to assess available wireless capabilities, including 5G, and determine the most effective way to employ them to support the integration of live, virtual, and constructive training on Marine Corps ranges and training areas globally. The PWS seeks to ensure the Marine Corps remains ahead of the technology curve and aligns with Training and Education 2030 (TE 2030) objectives.
The key tasks include a digital wireless network study of six designated installations, an estimated lifecycle cost implementation plan for 5G wireless solutions, and various analysis and recommendations to support decision-making. Additional ancillary support may be required, such as communications, training, and change management. This work is being procured through a pre-solicitation (Solicitation Number: M00264-24-RFI-022) issued by the United States Marine Corps.

TRAINING AND EDUCATION COMMAND (TECOM)
RANGE AND TRAINING PROGRAMS DIVISION (RTPD)
LIVE, VIRTUAL, AND CONSTRUCTIVE TRAINING ENVIRONMENT BRANCH (LVCTEB)
WIRELESS NETWORK STUDY IN SUPPORT OF TRAINING
PERFORMANCE WORK STATEMENT (PWS)
1. Scope and Objectives
The training of Marines, from a rifle squad to the Marine Expeditionary Force, must rapidly adapt to the new and changing environments to maintain the highest level of combat readiness. A Live Virtual
Constructive – Training Environment (LVC-TE), as cited in Training and Education 2030 (TE 2030), is the
“cornerstone” in building and maintaining combat readiness. The LVC-TE must provide current and future
Marines with the ability to train as they will fight, operating in all-domains, from disparate locations, and at multiple echelons across each Marine Air Ground Task Force element. In envisioning future training within the LVC-TE, Marine Corps ranges and training areas (RTA), both in and outside of the continental
United States, require a digital wireless infrastructure to meet the objectives of TE 2030.
The scope of work is to assess available wireless capabilities and determine the most effective way to employ them to support the integration of live, virtual, and constructive training on Marine Corps RTA globally. The assessment of 5G capabilities and their ability to support and integrate not only existing training technologies and systems but future capabilities both near term and far. Analysis will focus on key performance parameters of training systems and the specific requirements of the diverse RTA throughout the Marine Corps. The exploration and integration of 5G will not only enhance training and operational capabilities but also enable the MariFne Corps to remain at the forefront of technological innovation in modernized training efforts for current and future training systems.
The PWS seeks to ensure the Marine Corps remains ahead of the technology curve and aligns with TE 2030 through the following professional services activities; Digital Wireless Network Study and Ancillary
Support.
2. Description of Work
The contractor shall provide professional services and subject matter professionals with the expertise, capability, and resources to effectively furnish a comprehensive research study of the assembled policies, orders, and regulations relevant to the development of 5G wireless implementation on designated Marine
Corps bases. The contractor shall provide professional services and shall act under the guidance and at the behest of the government. The Contractor shall have knowledge, skills, and experience with the Marine
Corps RTA program mandates, polices and laws related to wireless network support tasks identified in the
Performance Work Statement (PWS). The contractor shall stay abreast of changing laws, policy, and directives.
3. Performance Requirement
The work described in task areas 3.1 through 3.3 below is representative of the type of requirements that may be anticipated throughout the life of this contract. Expected tasks will be initiated under this contract.
The Contractor may be required to perform the following Tasks:
• Task Area 1: Program Management
• Task Area 2: Digital Wireless Network Study
• Task Area 3: Ancillary Support
2.1 Program Management
This task area includes support to overall program management support needs. Such needs may include development and maintenance of integrated program schedules, organizational charts, cost and invoice management, and various management tools. The role may also encompass providing operations Program
Management Office (PMO) support, which includes the development of detailed project plans, workflow analyses, and coordination meetings to facilitate smooth and effective program/project implementation.
Additionally, there is a commitment to drafting, updating, and maintaining an array of work products such as standard operating procedures, reports, briefing materials, articles, and white papers.
3.2 Digital Wireless Network Study
This study will include digital surveys of six designated installations for 5G equipment installation based upon the digital analysis of unclassified geospatial data provided by the government. Additional analysis will be conducted for training use cases and Key Performance Parameters for the proposed 5G network at each of the surveyed installations. The study will include the production of an estimated life cycle cost implementation plan of 5G wireless solutions, and the operations and maintenance for each designated installation. Tasks and deliverables may include developing a cost estimate for fielding wireless networks on designated Marine Corps RTA and other programming considerations, including course of action options and tradeoff considerations to provide the government decision making support. Tasks and deliverables may include various gap analysis, analysis of alternatives, cost trade off’s as well as the use of data visualization, automation, final technical report(s), and final technical recommendations to communicate findings and program recommendations aligned to the goals and aspirations of TE2030.
3.3 Ancillary Support
Additional professional services support may be needed to help facilitate the completion of Task areas.
Tasks may include managing logistics such as travel and accommodations for personnel, procurement of specialized materials and equipment necessary for project execution, and the engagement of subcontractors for specialized knowledge, skills, and/or abilities. Additionally, to support TE2030 and establishing a wireless network(s) in support of RTA, tasks and deliverables may include items similar to communications, training, and change management support, event planning and logistics, meeting(s) and meeting minute(s) support, graphic development, working session support, and after-action reports.
