1.1.1 Objectives: The Government (193d Air Operations Group) intends to enter into a Blanket Purchase Agreement (BPA) that will consist of a three-year ordering period.

This synopsis/solicitation is being used to set up agreements that will be used to place orders for lodging. The resulting BPAs are not contracts but agreement of pricing, terms and conditions for quick and efficient delivery orders of lodging to benefit Air National Guard members in Regularly Scheduled Drill (RSD) status. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Lodging Services, as defined in this PWS. The contractor shall also maintain conformance with Air Force Manual (AFMAN) 34-135 – Air Force Lodging program, and 193d Special Operations Wing Lodging Policy (local guidance). Awarded BPA shall be made to the contractor(s) who offer the lowest rate pricing and meet/exceed the technical requirements of this solicitation.

1.2 Background: The Pennsylvania Air National Guard (PAANG) has a primary requirement for commercial lodging and associated support services to house 193d AOG personnel on Inactive Duty for Training (IDT) status. IDT status may fall on any day of the month for select individuals, but generally the requirement for lodging exists over the course of one (1) weekend per month. Required nights of lodging for eligible personnel may occasionally increase or decrease significantly, depending on mission requirements. As previously identified, requirements may exist for lodging military members on IDT status outside of the primary RSD weekends throughout the course of any given month.
