2023 HERITAGE RESOURCE SURVEYS, WITH OPTION ITEM SURVEYS HURON-MANISTEE
NATIONAL FOREST.
1.0 Background and Purpose
Base Contract Project includes a total of 22 survey items consisting of individual timber stands associated with timber sales located on the Cadillac-Manistee, Baldwin-White Cloud, Mio, and Huron Shores Ranger Districts of the Huron- Manistee National Forest.
The names of the Timber Sales are as follows:
GNA 24 Sales -3,496 acres
GNA 1-4.
FY 24 Sales -7,700 acres
FY24 1-9.
FY25 Sales - 4,458 acres
FY 25 1-9.
The total number of acres requiring inventory surveys for heritage resources is 15,654 acres. This survey will involve a combination of pedestrian walkover and shovel testing of high probability landforms.
Option 1: Project includes a total of 49 survey items consisting of Lands, Silviculture, Wildlife, Recreation, and Aquatics programs located on the Huron-Manistee National Forest. The names of the projects are as follows:

The total number of acres requiring inventory surveys for heritage resources is 763 acres. This survey will involve a combination of pedestrian walkover and shovel testing of high probability landforms.
Option 2: Project includes a total of 2 survey items consisting of individual timber stands associated with timber sales located on the Baldwin-White Cloud and Mio Ranger Districts of the Huron-Manistee National Forest.
The names of the Timber Sales are as follows:
GNA 24 Sales GNA 5 and 6.
The total number of acres requiring inventory surveys for heritage resources is 2,312 acres. This survey will involve a combination of pedestrian walkover and shovel testing of high probability landforms.
2.0 Definitions
Huron-Manistee National Forest (HMNF) Archeological Resources Protection Act (ARPA) National Historic Preservation Act (NHPA) Global Positioning System (GPS) Environmental Systems Research Institute (ESRI) Universal Transverse Mercator (UTM) North American Datum (NAD) Area of Potential Effect (APE)- The geographic area within which an undertaking may directly or indirectly cause changes in the character or use of historic properties.

3.0 Technical Requirements / Tasks
(a) The Contractor shall consult with Forest Service personnel prior to initiating field work for the purpose of:
(1) reviewing the undertakings;
(2) reviewing Forest Service cultural resource inventory information;
(3) examining pertinent natural resource data, reports, maps, including compartment (timber type) maps;
(4) discussing field plans and coordination with the Forest Service; and
(5) becoming acquainted with the natural and cultural features of the project area, and
(6) Contractor must submit an Application for Permit for Archeological Investigation (FS-2700-32), and obtain a Permit for Archeological Investigations (ARPA permit) prior to starting field work on federal surface.
(b) With regard to historic sites, emphasis for all items will be placed on using the results of archival and informant data searches to identify previously recorded or reported cultural resources within the project areas. Sources shall include:
(1) Forest Service inventory information, which includes a site file and atlas;
(2) historic and modern aerial photos and remote sensing imagery;
(3) National Register of Historic Places;
(4) State Historic Preservation Officer;
(5) informants, including local residents and Forest Service District personnel;
(6) historic cruise books and maps, as well as GLO survey notes and maps.
(c) The survey shall consist primarily of walk-over coverage, supplemented with systematic shovel testing in areas located near major riparian and lacustrine features. Areas which display identifiable late Pleistocene and Holocene coastal and fluvial landforms shall be shovel tested, even if terraces or other related features such as beach ridges or strand lines may not be associated with modern bodies of water. Additional shovel testing should be employed as needed and as directed in task order.
(1) Walk-over coverage on the Huron Manistee National Forest (HMNF) will consist of intensive survey of 15 to 30 meter transect interval survey of individual bid item units identified as high probability for prehistoric/precontact cultural resources. A reconnaissance survey/sampling survey can be used on bid item units identified as low probability for prehistoric/precontact cultural resources. The reconnaissance/sampling survey will consist of walking the approximate boundary of the area of undertaking, inspecting the margins of all two-tracks, abandoned railroad grades, and gravel/paved roads within or directly adjacent to the area of undertaking. Inspections will utilize a single transect down center of two-tracks and railroad grades, and along edges of gravel/pavement of paved roads. In addition, a transect will be surveyed along each side of the transportation route, set approximately 40 meters from the road or grade edge.
Survey will also include all clearings within and adjacent to the area of undertaking. Shovel testing may be conducted from 5 to 15 meters to delineate surface archeological sites (such as artifact scatters) to further establish the vertical and horizontal limits of the potential site.
(2) Shovel testing on the HMNF is done at 15-meter intervals, with some select high potential areas tested at 10-meter intervals. Shovel testing may be conducted from 5 to 15 meters to delineate archeological sites once discovered. All soil from shovel tests shall be passed through hardware mesh with maximum dimensions of 1/4 inch. As a minimum, shovel tests shall be 35 centimeters in diameter and 40 centimeters deep with some landforms requiring 1-meter-deep shovel tests. Shovel test units will be backfilled. The interval between units specified above can be maintained by pacing but intervals may not ordinarily vary by more than one meter. Shovel test unit locations will be adjusted perpendicular to the transect line to the nearest excavatable soil in the event the original location is not excavatable (for reason of tree, standing water, etc.). Shovel test unit locations may be deleted only in the event that non-excavatable soil is encountered for a distance of five meters on either line perpendicular to the transect line. It is recognized and considered likely that some areas may not be accessible due to standing water, extreme slope, etc. Survey intensity shall be sufficient to identify those cultural resources that may be eligible for the National Register of Historic Places
(NRHP).
(3) Basic historic site inventory data from a detailed search of archival and informant sources are available for a large number of sites on the National Forests which have not yet been field checked. An attempt shall be made to locate all previously recorded, non-field verified sites through intensive parallel walkover of a 40-acre area covering the purported site location.
Development of a strategy limited to the inspection of transportation features, dune ridges within wetlands, edges of wetlands and riparian features, and openings, and the field verification of potential historic sites identified from archival and informant sources, aerial photos, Forest Service timber type maps, and other non-field sources, is encouraged for use in any areas where this can reasonably assure the location of all sites eligible for the National Register of Historic Places.
(4) In addition to the above, the proposed field strategy shall include the following elements:
(i) Previous research within these National Forests has identified a number of pre-European contact Native American sites associated with dune ridges located within interior swamps and wetlands. Formulation and execution of a shovel testing methodology for the identification of pre-European contact sites within swamp dune settings is required for all applicable areas.
(ii) Older logging camps, sugar bushes, and other early historic sites on these National Forests may not be associated with identifiable transportation features. Therefore, certain items having a higher probability of such sites, including those items close to the shores of the Great Lakes, involving riparian features and wetlands, or located in extensive stands of maple forest near concentrated areas of Native American settlement will require special methodologies, such as parallel intensive walkover transects, metal detector use, soil coring, etc.
(iii) Research on the pre-European contact use of former coastal settings within these National Forests has identified a settlement pattern closely associated with post-glacial relict shorelines .
Ancient beach ridges, barriers, and spits, as well as other coastal landforms appear to have been used extensively by pre-European contact people. Consequently, a strategy involving the shovel testing of former coastal landforms is needed for all applicable items.
(d) The Contractor shall keep standard field records including field notes, field maps, photographs, and subsequent laboratory analysis records. All field crew members shall keep daily field notes. However, crew member's notes may be less detailed than team leaders, crew chiefs, and supervisors.
All records shall be legible, shall clearly identify authors, dates, items, and sites, and shall fully document the work done. This shall include coverage maps showing the location of areas actually examined and variation in the intensity of survey coverage within each item. Special emphasis shall be placed on recording detailed information on the location and intensity (number of transects, etc.) of shovel testing, the location of areas with good surface visibility (such as primitive roads), and other aspects of survey coverage.
Documentation shall be kept updated as field work proceeds, allowing for periodic inspection of coverage and findings by Forest Service personnel.
(1) The contractor shall record each site on a Forest Service Cultural Resource
Record Form (R9-2300-8). Cultural Resource Record Forms shall be filled out completely for each site including UTM location descriptions. A site location map shall be attached to each site form, along with a new site map (if required). Site forms for previously recorded, non-field verified sites discovered during survey efforts shall be updated with any new information, but descriptions of the original inventory source and previous archival or other information or documentation shall also be retained. All previously recorded, field verified sites within item boundaries shall be monitored and site forms and maps shall be updated if there have been significant changes since last inspection; will use the HMNF Heritage Resource Site Update/Monitoring Form.
(2) A clearly drawn compass and pace sketch map showing internal features, major vegetation boundaries, and nearby landmarks shall be prepared for each newly recorded site and previously recorded sites that were poorly documented or never mapped. In addition, a unique tree or other prominent landmark will be established as a site datum using metal or plastic tags marked with serial numbers keyed to site maps.
The exact nature of these datums will be established after contract award. Sketch maps shall also clearly show site datums and the boundaries recommended for establishing protection zones. Final copies of sketch maps submitted as exhibits shall be drawn in black ink and neatly labeled with appropriate scale and North arrow. A minimum of one GPS location point will be recorded for each site, with the point clearly marked on the site map. The extent of all sites discovered shall be determined and accurately Global Positioning System (GPS) mapped and flagged on the ground with a 30-meter buffer (from the site boundary line). All previously recorded sites located within the survey area that have been determined to be eligible, or that have not received an eligibility determination, will also be documented. Any previously recorded site that has been determined to be not-eligible for the NRHP by the Forest Service will not require any additional work, flagging, or avoidance.
The projection of the shapefile should be in UTM meters, Zone 16 north, and NAD83 datum. Site location descriptions shall be delivered as an ESRI shapefile or other geodatabase format. 6.26.
A minimum of three digital photographs shall be taken of each site visited, including one general shot that shows as much of the site as possible. Any standing or partially standing structural features shall be fully documented with photographs. The Contractor shall also document a sample of unusual or distinctive sites and features with color photographs.
(e) Analyze resulting data to expand current site information to areas including but not limited to:
(1) extent and stratigraphic context of cultural deposits,
(2) features and artifact classes represented,
(3) time periods and cultural complexes represented,
(4) activities represented,
(5) site condition and integrity, and
(6) information and research potential.
(f) The Contractor shall provide a preliminary opinion on the possible significance of each inventoried cultural resource, including sites which clearly meet National Register criteria (36 CRF 60.6), sites which require further assessment, and sites which do not appear to meet eligibility criteria. Site significance shall be evaluated within the context of current research and applicable theoretical frameworks for archaeological investigations in the northern Great Lakes.
(g) The Contractor shall evaluate the potential direct and indirect impacts of the proposed undertaking on cultural resources.
(h) The Contractor shall recommend protective/mitigative measures to reduce or eliminate potential adverse effects on inventoried cultural resources and on possibly sensitive areas. The Heritage Program Manager will be available to assist in the formulation of protective measures and to help assess the impacts of various undertakings on sites.
(i) All cultural resource sites require a state trinomial in addition to Forest Service number on all final copies of forms and reports.
(j) The Contractor shall track each employee’s time spent in the field, in the office, and overall time spent on the project. Documentation shall be kept updated as work proceeds and will be submitted to Forest Service personnel as part of the draft report and final report.
4.0 Deliverable / Schedule
(1) The Contractor shall prepare the following separate reports:
(a) INTERIM REPORT. The Contractor shall deliver an interim report for the areas surveyed and/or site(s) evaluated. The report shall contain:
(1) the name and location of undertakings, including final draft report quality maps showing the areas surveyed/site(s) tested and the sites/features located;
(2) the dates of field examination;
(3) names of persons conducting field examinations;
(4) a summary of findings;
(5) a statement as to whether protective actions are recommended for any recorded sites/features/materials; and
(6) in the case of heritage resource surveys, draft versions of site forms and sketch maps.
All field work shall be complete when the interim report is submitted, and the interim report and the accompanying maps may be submitted digitally (e-mail).
(b) DRAFT REPORT. The Contractor shall prepare, furnish, and deliver three copies of a draft report for review by Forest Service personnel prior to submission of the final reports. Final versions of site forms and sketch maps will be submitted with the draft report. The draft reports shall be as complete as possible and be representative of the quality of the final report.
(c) FINAL REPORT. The Contractor shall prepare, furnish, and deliver three copies of a written report describing the research methods, findings, conclusions, and recommendations, as specified below. The report shall, in form and substance, conform to recognized professional standards applicable to archaeological and anthropological reports. Citations, references, and other matters of style should follow that of the journal Historical Archaeology. The report shall be typewritten and bound in a durable cover with an identifying label. The paper shall be a good grade bond of size 8 ½ x 11 inches, and all pages shall be numbered, including exhibits. The report format and contents shall include the following:
(1) TITLE PAGE - This shall include:
(i) The name and location of the project area;
(ii) The name and address of the Forest unit to which the report is sent;
(iii) The name and address of the individuals conducting the research;
(iv) The date of the report;
(v) The author's signature and title;
(vi) The purchase order or contract number and date.
In addition, the contractor shall provide two thumb drives containing a PDF of the final report, site forms and maps, and separate shape files showing site locations and survey polygons.
(2) DISCLAIMER - This shall be a separate page that states: "The opinions, findings, and conclusions expressed in this report are those of the author and not necessarily those of the USDA Forest Service."
(3) ABSTRACT - This shall be a one-page summary of the research objectives, methods, and findings. It will also contain total number acres surveyed and a summary of the unique project funding.
(4) TABLE OF CONTENTS - This shall be arranged in accordance with the sequence of topical headings with corresponding page numbers. This shall include a list of figures, tables, and appendices.
(5) INTRODUCTION - This shall include a general description of the project and its objectives.
(6) CULTURAL-OVERVIEW – This section shall provide an overview of the cultural history of the project area, the environmental setting, and previous archaeological work conducted in the area.
(7) METHODOLOGY - This shall be a general discussion of the methods and techniques utilized in accomplishing the research. This shall include a discussion of prefield research, field survey, preliminary evaluation strategy and methodology, and analysis procedures.
(8) PREFIELD RESEARCH - This shall be a discussion of pre-field investigations conducted by the Contractor. This shall include but not be limited to:
(1) dates of the various pre-field research,
(2) National Register of Historic Places,
(3) Forest Service Cultural Resource information,
(4) archive and record information,
(5) pertinent publications, and
(6) informant (In- Service and Out-Service) interviews.
Relevant data derived from these sources shall be discussed.
(9) RESULTS - This shall be a summary of the results of the field investigation and subsequent analysis, by survey item, and shall include:
(i) date(s) the item was surveyed, and person-days devoted to survey.
(ii) description of the physical setting of each survey item, including topography, soils, water features, ground cover, and evidence of past land use or disturbance.
(iii) cultural resources identified in prefield research.
(iv) description and rationale for field methods used, including placement of transects, areas shovel tested, transect and shovel test intervals, and description of any areas not examined. This shall be keyed to coverage maps.
(v) description of cultural resources identified along with the methods utilized in the preliminary evaluation.
(vi) Locational information will include Township, Range, Section and ¼ Section information.
For previously recorded sites, a detailed description of the original inventory source and any prior field verification or documentation shall be included.
(vii) Evaluation - this shall include a discussion of the potential significance of each identified cultural resource and provide a preliminary opinion on the eligibility of each site for the National Register of Historic Places, e.g., sites which clearly meet National Register criteria, sites which need further assessment, and sites which do not appear to meet eligibility criteria.
(viii) Impact Evaluation - this shall be a report on the expected direct and indirect impacts of the undertaking on cultural resources which may qualify for the National Register of Historic Places.
(ix) Site Specific Recommendations - This shall include any protective measures recommended, such as avoidance of site areas and buffer zones. Any changes in recommendations from those made in the interim report shall be clearly noted.
(10) ARTIFACT ANALYSIS - For ease of presentation and facilitation of comparison and generalization, detailed discussion of artifacts shall be presented separately from the site descriptions included in the previous chapter. However, an index shall be provided as an appendix to the report which for each site lists all pages which include any discussion relating to that site. A statement on final disposition of collections will also be included in this section.
(11) CONCLUSIONS - This shall be a discussion of the survey results in relation to current models and research questions relevant to the study area. Although it is acknowledged that project-related survey may not provide data appropriate for many forms of analysis, the following shall be included at a minimum:
(i) tabular summary of the ecological characteristics of the areas examined, with special emphasis on the acreage shovel tested in different settings;
(ii) characterization of the ecological settings of the sites located; and
(iii) consideration of site types in relation to their setting and a comparison of the results with existing models.
(12) REFERENCES - This shall be a list of the sources of non-field data incorporated in the report, including published and unpublished documents, records, and individuals interviewed or consulted.
(13) APPENDICES - Maps showing survey coverage and site locations shall be included in the heritage resource survey report as appendices. Map information will contain at a minimum project name, County, Township, Range, and Section, and topographic quadrangle name, scale, and legend. Forest Service topographic maps shall be used as a base for these maps. Appendices shall also include a tabular presentation summarizing site specific recommendations for each item (labeled by project name), and an index which lists for each site all the pages where the site is discussed.
CONTRACT TIME
(a) All field work shall be completed by November 1, 2023.
(b) The interim report shall be submitted by December 15, 2023.
(c) The draft report shall be submitted by March 1, 2024. The Forest Service will have 15 calendar days to review the draft.
(d) All necessary revisions or additions shall be made and the required copies of the final report shall be submitted by April 15, 2024.

The Contractor shall deliver the following Exhibits:
Two sets of Forest Service Cultural Resource Inventory Forms with site sketch maps attached (digitized), as well as a site location map with topographic background. One set of field notes (the originals), site photos, and other supplemental data that may not have been incorporated into the body of the report should also be provided.
CURATORIAL RESPONSIBILITIES
Collections from the Huron-Manistee National Forests are curated at the Supervisor’s Office, Cadillac, Michigan. All archaeological resources and records recovered or generated as a result of the archaeological function outlined herein shall remain the property of the United States and shall be relinquished to the Huron- Manistee National Forests Heritage Program Manager or Forest Archaeologist staff prior to final payment.

5.0 Government Furnished
The Government may provide the following items of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government-Furnished Property".
(a) Property, Data and Services. The Forest Service will allow the Contractor to review such information as it deems pertinent to the project, including National Forest Cultural Resource Reports, other archaeological and historical inventory data, environmental data and reports, aerial photos and remote sensing imagery, maps, GLO plats, compartment maps and other relevant information. Forest Service personnel, including the Heritage Program Manager, will be available and shall be consulted for technical information as needed for the orderly and efficient development of the project.
(b) The Forest Service will also provide the Contractor with four sets of topographic quadrangle maps of the areas of undertaking, if required.
(a) The Forest Service will also provide Cultural Resource Record Forms.
6.0 Travel

7.0 Contractor’s Key Personnel
(a) Qualified Personnel. Archaeological project design, literature review, development of regional historical contexts, site evaluation, conservation and protection measures, and recommendations for subsequent investigations shall be developed with direct involvement of an individual who meets the Secretary of the Interior’s Standards for Archaeology and Historic Preservation. Fieldwork shall be overseen by an individual who meets the Secretary of the Interior’s Standards for Archaeology and Historic Preservation.
(b) Terms and Conditions of Liability: The proviso of this contract is contained in the Archeological
Resource Protection Act and its permitting process.
(1) Reporting requirements. The Federal land manager may specify such terms and conditions as deemed necessary, consistent with this part, to protect public safety and other values and/or resources and to limit activities incidental to work authorized under this contract.
(2) Initiation of work. Initiation of work or other activities under the authority of this contract signifies the permittee’s acceptance of the terms and conditions of the permit/contract.
(3) The permittee shall not be released from requirements of a permit/contract until all outstanding obligations have been satisfied, whether or not the term of the permit/contract has expired.
(4) The permittee’s performance under any permit/contract issued for a period greater than 1 year shall be subject to review by the Federal land manager, at least annually.
(5) Suspension or revocation for cause:
(i) The Federal land manager may suspend a permit/contract issued pursuant to this part upon determining that the permittee has failed to meet any of the terms and conditions of the permit or has violated any prohibition of the Act.
The Federal land manager shall provide written notice to the permittee of the suspension, the cause thereof, and the requirements which must be met before the suspension will be removed.
(ii) The Federal land manager may revoke a permit/contract upon assessment of a civil penalty upon the permittee’s conviction under section 6 of the Act, or upon determining that the permittee has failed after notice under this section to correct the situation which led to suspension of the permit/contract.
(iii) Suspension or revocation for management purposes. The Federal land manager may suspend or revoke a permit/contract, without liability to the United States, its agents, or employees, when continuation of work under the permit/contract would be in conflict with management requirements not in effect when the permit was issued. The Federal land manager shall provide written notice to the permittee stating the nature of and basis for the suspension or revocation.
8.0 Security Requirements
9.0 Data Rights
The Contractor shall not divulge and shall take all reasonable steps to insure that no member of their staff or organization divulges, information on specific sites or their locations to any person other than a duly authorized representative of the Forest Supervisor unless otherwise authorized in writing by the Forest Supervisor. All services, reports, documents, and material required by this contract shall become the property of the Forest Service. The results of this research may be used for theses, dissertations, research projects and publications subject to prior, written approval of the Forest Service. Such authorization and prior approval shall be required only until acceptance of the Final Report.
10.0 Section 508 - Electronic and Information Technology Standards
11.0 Performance Requirement Measures
(1) The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires.
(2) The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections in a manner that will not unduly delay the work.
(3) If the Government performs inspections or tests on the premises of the
Contractor or subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, without additional charge, all reasonable facilities and assistance for the safe and convenient performance of these duties.
(4) If any of the services do not conform with contract requirements, the
Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in the contract amount. When the defects in services cannot be corrected by reperformance, the Government may
(i) require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and
(ii) reduce the contract price to reflect the reduced value of the services performed.
(5) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may
(i) by contract or otherwise, perform the services and charge the Contractor any cost incurred by the Government that is directly related to the performance of such service or
(ii) terminate the contract for default.
(6) All reports and exhibits will be inspected by the COR upon receipt.
The Contractor will be notified of any errors, omissions, or deficiencies within ten calendar days.
The Contractor will make needed corrections or revisions and return the report(s) or exhibits or part thereof within ten calendar days.
(7) Final acceptance of the contract will be made only after the COR has accepted all fieldwork, reports, and exhibits from the Contractor and has determined them to fulfill all specifications, terms, and conditions of the contract.
PROGRESS PAYMENTS
Progress payments for work completed will be permitted in accordance with the following requirements:
(a) Completion of field work. (70 percent). Payable upon receipt of the Interim Report.
(b) Submittal of draft report (20 percent).
(c) Submittal and approval of final report and all other submittals (10 percent).

Completion of Field Work
All walk-over field survey coverage, supplemented with systematic shovel testing in areas located near major riparian and lacustrine features.
Areas with additional shovel testing completed as directed Forest Service personnel.
Interim report submitted.
The entire APE has been surveyed to standard outlined in 3.0(C), and Interim Report meets the standard outlined in 4.0(1)(A).
Review of Interim Report by Forest Service personnel
Pay 70% of contract.
Completion of Draft Report
Final versions of site forms and sketch maps will be submitted with the draft report;
the draft report shall be as complete as possible and representative of the quality of the final report.
Draft report meets the standard outlined in 4.0(1)(B).
The Contractor shall prepare, furnish, and deliver three copies of a draft report for review by Forest Service personnel
Pay 20% of contract.
Completion of Final Report
The report shall, in form and substance, conform to recognized professional standards applicable to archaeological and anthropological reports. Citations, references, and other matters of style should follow that of the journal Historical Archaeology.
Final Report meets the standard outlined in 4.0(1)(C).
The Contractor shall prepare, furnish, and deliver three copies of the final report (report shall be typewritten and bound in a durable cover with an identifying label), and two thumb/flash drives containing a PDF of the final report, site forms and maps, and separate GIS shape files, to Forest Service personnel.
Pay 10% of contract.
