DEFENSE THREAT REDUCTION AGENCY (DTRA)

PERFORMANCE WORK STATEMENT (PWS)

For On‐Site Inspection and Building Capacity Directorate Treaty Training Logistics and Administration Support

1. Scope

1.1. Background

The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard America and its allies from Weapons of Mass Destruction (WMD) (chemical, biological, radiological, nuclear and high explosives) by providing capabilities to reduce, eliminate, and counter the threat, and mitigate its effects. The On‐Site Inspection and Building Capacity Directorate (OB) supports the Agency's mission through arms control treaty monitoring and on‐site inspection and by providing technical advice and support on WMD and nonproliferation matters. The mission of OB is to: conduct U.S. Government (USG) inspections of foreign facilities, units or events under arms control treaties and agreements; coordinate and escort foreign inspections of U.S. facilities, units or events; plan and prepare for future agreements; execute tasks furthering USG arms control and threat reduction initiatives; organize, train, equip, and deploy inspection, audit and examination, monitoring and escort teams; and accomplish other tasks requiring the unique skills resident in this directorate.

1.2. Objective

Provide services required for presentation of treaty or mission‐related training courses, seminars, and meetings. Training may include language, military or civilian training, and may include course presentation, instruction, development or revision. Services may be technical, administrative or general support services (facilities, equipment, materials, etc.).

2. Applicable Documents

2.1. Class Description and Schedule

2.2. Program of Instruction, student handouts, slides, and lesson plans for each course.

2.3. Text and protocol(s) for each treaty, agreement, and convention addressed in treaty training courses.

3. Performance Requirements

3.1. Performance Requirement #1 ‐‐ Project Management

The Contractor shall be responsible for management, supervision, and inspection of all tasks required by the contract. The Contractor shall provide DTRA with effective and timely information regarding project status, subcontractor management, issue identification, and mitigation strategies. The Contractor shall submit an activity Status/Progress Report in accordance with CDRL #A001. Additionally, the contractor shall conduct and prepare a comprehensive analysis of student responses to the course evaluations.

The analysis shall be quantitative and qualitative in scope, and provide trend analysis that can be used to adjust course curriculum if needed. Submit the course analysis in accordance with CDRL #A002. The Government will provide the Contractor with comments regarding issues with the facility or services provided (A003) after each course.

3.2. Performance Requirement #2 ‐‐ Training Facilities

The training facility must be located within a 32 mile radius of the Defense Threat Reduction Agency (DTRA), Fort Belvoir, VA and within a (5) to (10) minute commute, during morning (0700‐0900 EDT) and evening (1600‐1800 EDT) rush hour from lodging and dining establishments within U.S. Government per diem and miscellaneous and incidental expense limitations.

Lodging establishments that provide shuttle services to the facility are preferred. Facilities that have a cafeteria that can offer a variety of dining options and times may disregard commute times. The facility shall have an auditorium and break‐out rooms capable of holding classified discussions/presentations up to the SECRET level to meeting requirements shown on the class schedule. The Contractor shall provide an area where students and cadre can place cell phones, or other digital devices. This area should be accessible to students and cadre throughout the day. The facility parking lot should be able to deal with an influx of 50‐100 vehicles during course days (Depending on course type and student registration).

The auditorium shall provide theater‐type seating to comfortably accommodate 90 personnel at a minimum and able to deploy social distancing for up to 90 personnel in times of public health crisis.

Preference is to have seating with an attached hard surface area for each student to take notes. The facility shall be able to provide DoD CIO compliant virtual training for both unclassified and classified simultaneous to in‐person instruction as a partial solution to COVID compliant training solution.

A total of four breakout rooms are required (varies depending on course type and student registration).

Each breakout room should comfortably accommodate up to 20 students. Each breakout room will be required to have tables and chairs that can be reconfigured. It is preferable to have the breakout rooms located in the same general area (Distances less than 75‐100 yards within the same building are preferred) and one of the breakout rooms shall have a phone available to hold discussions with students and the Lead POC.

3.2.1. Rehearsal/Set‐up

A rehearsal/set‐up session for each class will be conducted at the Contractor's facility. The auditorium will be used for rehearsing presentations. All equipment, furniture, computer, and audio‐visual requirements will be confirmed at this time.

3.2.2. Equipment/Furniture Support

The Government anticipates that the following equipment and furniture may be required for each course: rear projection or theater‐type front projection system for audio‐visual presentations; computer equipment capable of presenting both unclassified and classified Microsoft PowerPoint presentations (developed using Microsoft Office, to include CD‐R/W capability; DVD; vu‐ graph/overhead projector;

laser pointer; sound amplification system, to include lectern, lapel, table, and/or hand‐held microphones; lectern(s); and table(s) and chair(s). Breakout rooms should be equipped with electrical outlets, one computer (with MS Office), large dry‐erase boards, an in‐Focus or similar projection technology capable of displaying audio/visual presentation from a computer. The Contractor shall have pens, highlighters, and Post‐it Flags (25.4mm x 43.2mm) available for student use.

Specific requirements for each class will be identified by the Government not later than the day of rehearsal/set‐up.

3.3. Performance Requirement #3 – Training Logistics

3.3.1. Course Material Reproduction

The Government will provide originals of course materials in hard copy and electronically, along with any reproduction instructions, to the Contractor not later than 10 calendar days before the class start date. The Contractor shall reproduce the course materials and assemble them as required for each class into three‐ring binders (not to exceed 90 student binders) provided by the Contractor. The Contractor will prepare a cover sheet and an information paper ("welcome letter") giving course and facility information for each class and include these in the binders. The Contractor will include a copy of the course evaluation form (see Paragraph 4.8.) in each binder. The material will be organized with dividers to separate class materials as appropriate for each class. The Contractor shall prepare five (5) extra copies of the binders to be placed at a guest/observer table for each class.

3.3.2. Course Material Storage

The Contractor shall store excess course materials at their facility and shall perform an inventory of course materials stored at the training facility. The inventory of materials for each course shall be reported to the Contracting Officer’s Representative (COR) on a quarterly basis during the period of performance. CDRL #A001

3.3.3. Class Registration

The Contractor shall provide class registration services, to include a badge for each student and instructor. Registration shall be conducted on the first day of class. Badges will be distributed and collected daily or whenever the students leave the training facility. Badges will include, as a minimum, the student's full name, the course name, and course dates.

The Government will provide a class schedule and the DTRA Course Manager/point‐of‐contact to the Contractor not later than the day of class rehearsal/set‐up, and will provide updated schedule information as required. The Government will provide a list of students, instructors and guests (e.g., observers, panel members) (name, social security number, and clearance) to the Contractor seven (7) days before the class start date, and will notify the Contractor immediately of any changes as they occur.

3.3.4. Course Certificates

The Government will provide the Contractor with signed certificates for each class. The Contractor shall complete a certificate for each student. Certificates returned for correction shall be corrected by the Contractor and given to students, or if unavailable, to the COR, within seven (7) days after completion of the class.

3.3.5. Course Evaluations

The Contractor shall provide a course evaluation form to be completed by each student at the end of each class. Format and content will be provided by the Government. The Contractor will deliver the original evaluation forms to the COR or the COR’s designee at the end of each class.

3.3.6. Other

The Contractor shall provide additional administrative services as required, such as mailing classified and unclassified materials, working papers or notebooks to students following class completion. The Contractor may be required to provide last‐minute support such as reproduction, collation, etc., of instructor/student materials. The Contractor shall provide access to the classified storage as required, per Paragraph 3.4. below.

The contractor shall provide placards depicting instructor title and name, as well as the classification of the presentation being given (Unclassified and/or Secret). Dimensions for these placards shall not be less than 6” x 32”.

Contractor personnel should be made available throughout the course day to assist the government representative with administrative support as needed.

3.4 Performance Requirement #4 ‐‐ Security Requirements

Contractor personnel must be cleared to at least the SECRET level. Course information, course documentation and other course related products shall be marked, classified and handled in accordance with the Contract Security Classification Specification, DD Form 254, or accompanying published guidance. Classification guidance not already addressed in the Contract Security Classification Specification (DD Form 254) for this contract will be furnished, as required, by the Contracting Officer’s Representative.

3.5 Administrative

The period of performance for this effort shall be for a base period for twelve months with four (4) one

(1) year options. All references to days are calendar days.

4. Deliverables

The Contractor shall provide all deliverables according to the schedule described in paragraph 3.0 on the previous pages to the COR (or as noted) as follows:

• Status/Progress and Inventory Reports: submitted quarterly (A001).

• Analysis of student evaluations (A002).

• Course material handbooks: submitted as required template/sample handbook to the DTRA/OB‐ ISP Course Manager at rehearsal/set‐up or at a date/time mutually agreed upon; final handbooks to each student and for guest/observer table on class start date (A003).

• Course Evaluations: submitted as required (A004) Completed evaluation forms (original documents).

When necessary, specific deliverables will be identified by the COR and provided by the Contractor according to mutually agreed schedules and methods. All deliverables shall be provided in hard copy (paper) and/or electronic format using Microsoft Word, Excel, or PowerPoint, or other software available on the DTRA local area networks (LANs) unless otherwise specified.

5. Travel

Limited local travel within the Washington, D.C., area may be required for the successful performance of this training requirement. The Contractor may be required to pick up course materials and/or reference materials from the DTRA Course Manager at Fort Belvoir, VA.
