GENERAL REQUIREMENTS

1. Objective

1.1. The objective of this project is to acquisition and install BDA’s to expand Little Rock AFB’s Enterprise Land Mobile Radio (ELMR) coverage for buildings 1401-1420, 1428, 1431, 1435, 1437, 1377, and the immediate surrounding CWL area.

2. Project Site

2.1. The project site for work will be buildings 1401-1420, 1428, 1431, 1435, 1437, 1377, 1398, and 1397. Little Rock AFB in Jacksonville, Arkansas.

3. Operational Requirements

3.1. The vendor/contractor shall provide all personnel, equipment, materials (plentum cable, connectors, antennas, etc.), and tools necessary to install fully operational BDA’s to extend radio coverage throughout the entire CWL area to include buildings 1377, 1397, 1398, 1401-1420, 1428, 1431, 1435, and 1437. This coverage will include communication from handheld radio within the interior of the CWL buildings to first responders located on the exterior of the CWL buildings and the Base Defense Operation Center desk located in building 481. The area of coverage map is identified in Appendix

1. A map of the interior of Camp War Lord buildings is identified in Appendix 2.

3.2. This coverage will include communication from a handheld radio to first responders on the Arkansas Wireless Information Network System (AWINS). See Appendix 4 for information concerning the

AWINS.

4. Item Specific Requirements

4.1. BDA design should be based on a duplexed path configuration with sharp out of band attenuation allowing improved isolation between the receiving and transmitting paths. Standard applications should allow 5 MHZ separation between uplink and downlink frequencies with a 2 MHZ uplink and downlink passbands. In addition the BDA requires 19” rack enclosure, universal power supply backup, surge protection, and lightning protection.

4.2. System and installation will be in compliant with:

IEEE Std C95.6(TM) 2014 IEEE Std C95.7(TM) 2014 APCO International Project 25

4.3. The BDA specifications will include the following:

Gain (minimum attenuation) (dB) 50-70 Gain (flatness) +/-1.5 (Max.)

Noise Figure 6.0 (Max.), 5.0 (Typ.)

Manual Attenuation Range (continuous) 0 to 30 in 2db steps Power Output @ 1db compression (dBm) +41 (Typ.)

Output Power ALC Set (dBm) +31 +/- 1 Output Composite Power (dBm) +31 (Typ.)

3rd Order Output Intercept Point (dBm) +53 (Typ.)

Power Supply 110V to 220V (Autoranging) 50 to 60 Hz Input/Output Impedence 50 ohm VSWR In/Out <1.5:1 Propogation Delay (uSec) <0.25

5. BDA Testing

5.1. The contractor will perform operational checks on system assets after work completion to ensure proper functionality and radio coverage on all talk groups identified in appendix 5. These tests will be witnessed by 19 CS personnel familiar with proper system operations.

5.2. If a system asset is found to be faulty, the contractor will troubleshoot and repair/replace asset.

Additional Information

AWINS Radios transmit on 700/800 MHz frequencies. All AWINS radios have common channels, specifically Mutual Aid Channels (MAC) which are used for interoperability.

These radios may also be programmed with common talkgroups used for daily operations. Little Rock AFB First Responders utilize AWINS MAC channels communicate with local and state agencies in the event of ELMR system outage and mutual aid response. All LRAFB radios programmed with AWINS MAC channels are approved for operational use by the AWINS governing body.
