PERFORMANCE WORK STATEMENT

FOR

AIR COMPRESSOR, FILTERS AND AIR DRYER

MAINTENANCE SERVICES

96 MXG, EGLIN AIR FORCE BASE, FLORIDA

7 August 2022

SECTION 1.0

SERVICES

1.1. OVERVIEW.

1.1.1. The contractor shall supply equipment, tools, personnel, training and technical support necessary to service Air Compressors, Air Dryers, and In-line Filters as required by manufacturer’s recommendations in support of the 96 Maintenance Group Compressor Contract . The contractor shall ensure work, services, and operations are in compliance with local, state, and federal laws and regulations. Additionally, the contractor shall comply with security and environmental requirements applicable to the state of Florida and Eglin Air Force Base.

1.2. GENERAL DESCRIPTION OF SERVICES.

1.2.1. The contractor shall accomplish applicable tasks in accordance with manufacturer’s recommendations: however, the listed equipment will be subject to change if the compressor is replaced.

1.2.2. Above and Beyond maintenance is to be performed as required on all air compressors, air dryers and in-line filters listed in Attachment 1 equipment listing.

1.2.3. Provide manufacturers required annual maintenance intervals for equipment listed in Attachment 1 with the exception of compressor models, Kaeser SM15 (Bldg. 106), and Kaeser ASD 25T (Bldg. 455).

1.2.4. The contractor will provide the Contract Management Office (CMO) with a list of all materials to be used during the contract period. This list will be provided to the Haz-Mat Cell office on base prior to the start of the contract. The contractor shall maintain current Material Safety Data Sheets (MSDS) documents for all chemicals used in maintaining and operating the system, and shall provide copies to the CMO (see Appendix A #0004). Any changes to the materials during the contract period shall be reported to the CMO. The contractor shall not use any materials on Eglin Air Force base until notified by the CMO that the materials are allowed to be used on Eglin Air Force base. Disposal of any oils, coolants, filters, and separator elements as required by federal or state environmental regulations will be at the contractor’s location.

1.3. ANNUAL AND QUARTERLY MAINTENANCE.

1.3.1. Compressor Maintenance The contractor shall perform one (1) annual inspection on Air Compressors, Air Dryers, and In-line Filters listed in Attachment 1 as recommended by the manufacturer. Provide quarterly air Compressor maintenance as recommended by the manufacture.

1.3.2. Lubrication equipment The contractor be responsible for all the service, maintenance, and repair of the lubrication equipment on the compressors, including the oil pump and oil pressure regulator. The contractor shall clean, repair, or replace all parts as required. This service shall include but is not limited to: change/clean air filters, inspect/change oil and oil filters, inspect/change coolant level and fill to required levels, inspect separator elements, inspect/change fan belts, inspect oil coolers and check all components for proper operation.

1.4. MAINTENANCE SCHEDULE.

1.4.1 The contractor should provide the government with a maintenance schedule for the annual inspection. This will allow the government time to coordinate facility downtime and schedule accordingly. The schedule will include date, time, building number, compressor model number and date to be completed as specified in Appendix A, #0001. Maintenance shall be scheduled between the hours of 7 A.M and 5 P.M Monday thru Friday. The Contractor shall perform scheduled maintenance and Preventive Maintenance (PM) for the compressor system and all subsystems in order to maintain a fully functional compressor system as determined by the Contractor, and as outlined in the Scheduled Maintenance Work Plan. The scheduled maintenance work shall include annual periodic inspection;

replacing or replenishing lubricants, and repair or replacement of parts due to normal wear and tear. Field engineering changes or upgrades to the equipment shall be installed during scheduled maintenance. Minor problems, occurring since the last scheduled maintenance or Preventive Maintenance (PM), shall be corrected. Preventive Maintenance (PM) includes a Service Report that shall include information on the compressor inspection and service (see Appendix A #0003). Scheduled Maintenance Work or Preventive Maintenance (PM) that does not affect personnel shall be performed during normal work hours.

1.5. ANNUAL REPORTING.

1.5.1. The contractor shall provide a written annual report to the 96 MXG CMO as listed in Appendix A, 0003. The report should include the following:

A. Verification of all items worked and/or inspected.

B. Any safety conditions which may require immediate attention.

C. All deficiencies and recommended corrective actions.

D. Cost estimates for any additional unscheduled maintenance.

E. Oil and Water Analyses Reports.

F. Inspection Report with Compressor Preventative Maintenance Checklist.

1.6. FREQUENCY OF TASK.

1.6.1. This maintenance service contract will begin with one (1) annual service being completed on each component listed in Attachment 1 of this PWS. Although the three Ingersoll Rand models one SSR-EP300, two 15TE15 inspections are based on hourly usage, there will be an annual inspection required.

1.7. OVER AND ABOVE MAINTENANCE AND REPAIR.

1.7.1

The contractor shall complete Over and Above maintenance/repairs as a result of discrepancies noted during the annual inspection assessment or emergency repairs needed on listed air compressors, air dryers and in-line filters; this includes all maintenance/repairs not associated with the annual preventative maintenance, which encompasses unscheduled maintenance and emergency maintenance and repair work.

1.7.2. Service Calls. The contractor shall respond to service calls to provide repair to the compressor system. Contract Management Office (CMO) will be authorized to place Unscheduled and Emergency Service Calls to the contractor. The contractor shall respond to emergency service calls within 24 hours of notification to conduct an assessment.

Emergency service calls shall include calls by the CMO to the contractor for performance of service or maintenance work in the event of an unscheduled shutdown or imminent failure of the compressors. Service calls shall be worked continuously during regularly scheduled work hours until complete. Estimated completion date/time shall be provided to the Management Office (CMO) at least daily. Parts required to support Service Calls shall be obtained in the most expedient manner available.

1.7.2. Unscheduled Maintenance Work. The contractor shall perform unscheduled maintenance as needed.

Unscheduled maintenance work is maintenance or preventative maintenance that needs to be accomplished out-of-cycle with respect to scheduled maintenance work or preventative maintenance, but is not an emergency. Unscheduled maintenance and repair shall include fixing problems found during scheduled maintenance that are not a part of the scheduled maintenance being performed.

Unscheduled maintenance may include compressor system unit disassembly, repairing, replacing, or rebuilding parts, assemblies, subassemblies, components, and end items, plus testing, Unscheduled maintenance for a compressor subsystem may include rebuild of the air-end, single stage overhaul, complete field overhaul, 1st stage intercooler replacement, 2nd stage intercooler replacement, after-cooler replacement, oil cooler replacement, oil pump replacement and motor overhaul and air compressor or air dryer replacement. Testing of completed end items shall be in accordance with applicable technical data.

Unscheduled maintenance and repair shall include all actions required to restore the compressor and cooling system to a serviceable condition. Unscheduled maintenance shall be invoiced using the Over and Above CLIN.

1.7.4. Exclusions.

Maintenance Service under this contract shall not include; a) electrical work or utility changes external to the equipment disconnect switch;

1.7.5. Invoicing Over and Above Maintenance/Repairs

The fixed hourly rates, contained within the invoice for above and beyond maintenance and repairs, must be in accordance with the labor rates provided per base and option years in Attachment 3. These fully burdened labor rates are listed by category/s for work hours and include G & A, overhead, travel and profit. Invoices for materials must include a breakout cost of equipment, material, and supplies. A commercial price list must be provided if available. Concerning the materials for CLINs 0002, 1002, 2002, 3002, & 4002, prices for parts shall be at manufacturer's invoice cost; itemized receipts/invoices must be provided for reimbursable parts. The acceptance of the proposal for invoicing for Over and Above work will require a written or electronic (via e-mail ) notice submitted to CMO and contracting for determination of “fair and reasonable.” Should the contractor proceed to accomplish the effort without the approval of contracting; it is on their own risk.

1.7.6. Spare Parts and Material. The Contractor shall use only new Original Equipment Manufacturer (OEM) parts or parts of equal quality in making repairs. In no case shall the contractor use any replacement parts in repairing equipment that would result in the original equipment manufacturer refusing to support the equipment or void any warranties.

1.7.6.1. Replacement of Spare Parts. Spare parts and material to accomplish maintenance and repairs must be readily available to the contractor for the necessary repair of the equipment for scheduled annual maintenance. The contractor shall provide only new standard parts such filters, belts, and oil for annual maintenance.

1.7.6.2. Disposal of Replaced Parts. Non-consumable parts that have been removed from the equipment and replaced are the property of the Government. The contractor shall dispose of non-consumable parts removed from the equipment after receiving approval for disposal from the CMO. The contractor shall dispose of consumable parts, such as gaskets and filters, in accordance with applicable Municipal, State, and Federal Regulations.

1.8. Operation and Maintenance Manuals. The contractor shall obtain manufacturer's maintenance instructions for each piece of equipment and assemble the data into an Operations and Maintenance Manual. The Operations and Maintenance Manual shall include manufacturer’s and/or industry standards for the material and operational requirements of the compressor oil. The Operation and Maintenance Manual, scheduled maintenance lists, historical records should be available for review by the CMO upon request. Operation and Maintenance Manual, scheduled maintenance lists, historical records should be provided to the CMO thirty (30) days from contract award and as revisions dictate. (see Appendix A # 0002).

1.9. Mandatory Certification and Training. The contractor shall provide certified personnel to maintain the equipment within this PWS. Contractor personnel shall be a

Journeyman level or equivalent and possess a minimum of 3 years experience servicing Ingersoll Rand and/or Kaeser Compressors. The contractor shall possess professional factory training certifications from either Ingersoll Rand or Kaeser Compressors Incorporated to maintain the Government’s current compressor system. Contractor personnel should have a certificate stating factory certified training in servicing Ingersoll Rand compressors and/or Kaeser Compressors. The contractor should provide copies of all certifications to the Contract Administrator with their proposal (see Appendix A, # 0005).

1.9.1.1. The contractor’s service field technicians shall possess certifications from one or both of the following companies;

1.9.1.1.1. Completion of Training classes from C302 Customer Basic Rotary Class or equivalent IR course, and AST576 or AST580, or equivalent IR courses

SECTION 3.0

GENERAL INFORMATION

3.1 CONTRACT MANAGER. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and alternate shall be designated in writing and provided to the Contracting Officer prior to contract start date. The contract manager or alternate shall have full authority to act on all contract matters relating to the contract.

3.1.1. CONTRACTOR EMPLOYEES. The selection, assignment, and management of contractor employees is the responsibility of the contractor; however, the contractor shall not employ any individual who is identified as a potential threat to the health, safety, security and general well being, or operation of the installation’s mission or personnel.

Contractor employees shall present a neat appearance and be easily recognized as contractor employee by displaying the proper security identification. The contractor shall be responsible to ensure that all Federal, State, County licensing and certification requirements are met and kept current. The contractor shall provide documentation of employee licensing and certification upon request.

3.2 CONTRACTING OFFICER. Any matter concerning a change in the scope, price, terms or conditions of the contract shall be referred to the Contracting Officer.

3.3 PROGRAM MANAGER/COR CONTACTS. The Government Program Manager or COR will be responsible for overseeing the performance of the services in general and take action for arranging Over and Above maintenance or emergency repairs.

3.4 QUALITY CONTROL. The contractor is advised to implement procedures to identify, prevent, and ensure non-recurrence of defective services.

3.5 QUALITY ASSURANCE. The Government will inspect the services provided to ensure compliance with this PWS. The Government will accept the services prior to acceptance of the invoice in Wide Area Workflow (WAWF) by the contractor.

3.5.1. CONTRACTING OFFICER REPRESENTATIVE. The COR will notify the contract manager and the Contracting Officer when the service is not satisfactory. The COR will make a written record of the problem and have the contract manager to acknowledge it in writing (can be by electronic mail digitally signed), and request a corrective action. If the problem is not corrected, the COR will give a notice of non-compliance to the contractor and Contracting Officer.

3.6 HOURS OF OPERATION. The hours of operation shall normally be between the hours of 7 A.M. to 5 P.M. Monday through Friday. Specific exceptions to these hours are listed in paragraphs 3.6.1. and 3.6.2.

3.6.1. Recognized Holidays. No service will be scheduled on recognized federal holidays to include New Year’s Day, Dr. Martin Luther King Jr. Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.

3.6.2. Hours of Operation for Above and Beyond Efforts. The contractor shall work between 7 A.M and 5 P.M to resolve Above and Beyond maintenance issues within his or her area of responsibility.

3.6.3. Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at the Contractor Manpower Reporting Application (CMRA) site: http://www.ecmra.mil.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

3.7 SECURITY.

3.7.1. Security Requirements. The contractor will provide the CO a list of individuals requiring access to the base. The 96th Contracting Squadron will then notify security forces.

Upon arrival to the base, the contractor employee will go to the Visitor Control Center located either at the East or West Gate of Eglin Air Force base to obtain their access card.

All contractor employees shall comply with current base access requirement operate their vehicles in accordance with Eglin AFB Base traffic rules and regulations. The Government reserves the right to limit or deny access to the installation as required.

3.7.2. Restricted Areas. The service provider will not be allowed to enter any restricted areas unescorted.

3.7.3. Government Facilities Access. The Contract Administrator shall provide the contractor AF Form 496 for access to Eglin Air Force Base (AFB). The 96 MXG building custodians will provide access to the buildings where the service will be provided based upon the days and times when the access is required on a non-interference basis.

Required Reports

The contractor shall prepare a Scheduled Maintenance Work Plan. Two copies of the Scheduled Maintenance Work Plan shall be supplied to the CMO and the Contract Officer

(CO).

The contractor shall obtain manufacturer's maintenance instructions for each piece of equipment and assemble the data into an Operations and Maintenance Manual. Operation and Maintenance Manual should be available for review by the CMO.

The contractor shall be responsible for creating, maintaining, and disposing of only those Government required records that are specifically cited in this PWS.

Two copies of the contractor completed, required reports, listed with in this PWS shall be supplied to the CMO and Contracting Officer. These reports shall include costs, and listings of all parts and materials provided by the contractor under the "Full Service Firm Fixed Price" agreement, including but not limited to, Oil and Water Analyses Reports, Preventive Maintenance Plan Check Lists, Material Safety Data Sheets, Chemical Transport Documents, and any other documents which are required by State, EPA, OSHA or other outside regulatory agencies. Each report shall include contractor Summary and Recommendations and /or applicable comments. Contractor Format is acceptable. All replacement parts and materials shall first be approved by the Contracting Officer.

Appendix C

A. Safety Program Requirements.

In context with AFMC Acquisition Reform initiatives, contract language will now focus on ensuring safety objectives are met through contractor risk management rather than the traditional method of providing specific government guidance for risk elimination. With this new “performance-based” language, the government will provide the contractor with areas of concern (Protection of government personnel and property) and the contractor will be free to meet those objectives in a manner that is consistent with corporate standards. The contractor will implement safety measures that ensure the protection of Government personnel and property. The program will consist of, as a minimum:

1. Mishap reporting, as defined in paragraph B1 below.

2. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.

3. All contractor personnel shall be trained and qualified to perform their duties safely.

4. The contractor shall include a clause in all subcontracts requiring the subcontractors to comply with the safety provisions of this contract, as applicable.

B. Mishap Notification

1. The contractor shall notify 96 MXG/MXQCB who in turn will notify AAC/SEG ((850) 882- 7358) or Safety AAC/SEG (Phone (850) 882-1582) after normal duty hours, and the designated Government Representative, i.e., the CMO, within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract, even if the government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the Contract Management Office (CMO), who will forward it to AAC/SEG Safety. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the CMO.

Mishap notifications shall contain, as a minimum, the following information:

(a) Contract, Contract Number, Name and Title of Person(s) Reporting

(b) Date, Time and exact location of accident/incident

(c) Brief Narrative of accident/incident (Events leading to accident/incident)

(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)

(f) Nomenclature of equipment and personnel involved in accident/incident

(g) Corrective actions (taken or proposed)

(h) Other pertinent information

2. Ensure government contract lease agreements determine convening authority prior to executing the contract/lease agreements, and that all contracts ensure the following, in accordance with OSHA:

The contractor will support and comply with the safety investigation and report requirements of OSHA

A record of all mishaps involving Air Force resources will be entered into the Air Force reporting system

A record of mishaps involving other DoD resources will be forwarded to the involved agencies

3. Ensure contract/lease agreements for aerospace vehicles state: The Air Force is responsible for the investigation of mishaps involving aerospace vehicles. The Air Force is authorized to investigate mishaps involving non-accepted Air Force aerospace vehicles (Non-delivered vehicles for which the government has accepted responsibility; DD Form

250. Material Inspection and Receiving Report, HAS NOT been executed).

4. If requested by authorized government personnel (CO, safety representative, Fire Department, and Security Forces), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.

C. General Safety Requirements:

Follow all applicable federal, USAF, state, and local safety directives outlined in Section II below.

Ensure assigned personnel are adequately trained and qualified for the task being performed. Brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.

Contractor personnel must receive Explosive Safety Awareness Training if their duties require entry into the Explosive Clear Zone. This training will be provided by the AAC/SEG Safety Office.

For emergencies on Eglin AFB contact 911 ask to be transferred to Eglin AFB 911 to report any emergency.
