About this file

This document includes a Performance Work Statement (PWS) and notice of intent to sole source a federal contract opportunity. The PWS specifies requirements for a novel lightweight compact heavy-fuel rotary engine for future tactical unmanned aircraft to be developed by the DEVCOM Army Research Laboratory (ARL). Key requirements for the engine include an overall system weight under 150 pounds, capability to operate on JP-8 fuel, and a minimum continuous power output of 75 horsepower. The related sole source pre-solicitation notice provides additional context, indicating the Army Contracting Command Aberdeen Proving Ground intends to award a contract for the engine design and development work on a sole source basis using FAR 6.302-1. Interested parties can review further details in the attached synopsis and PWS documents.

Performance Work Statement (PWS) Heavy Fuel Wankel Rotary Engine Design and Development

31 May 2022

C.1 Background

The DEVCOM Army Research Laboratory (ARL) requires a novel lightweight compact heavy-fuel rotary engine for future tactical unmanned aircraft (FTUAS). The engine must meet the following minimum requirements:

Overall system weight: <20 pounds (lbs) max engine mass Power: 25 horsepower (hp) up to 20,000 feet (ft) Overall efficiency: <0.4 pound per horsepower-hour (lb/hph) Fuel types: Heavy Fuel - Kerosene Spark Plug Lifetime: 100+ Hours if spark plug is used

ARL identified that the AIE’s patented Self-Pressurizing-Air Rotor Cooling System (SPARCS), their unique dual spring apex seal system, and their unique dual spark system solved the inherent Wankel engine problems, and AIE has the potential to advance this base engine to incorporate turbocharging, direct injection, combustion chamber optimization, weight reduction and engine optimization to meet the Government requirements.

C.2 Objective

The objective of this procurement is for the Contractor to design, develop and deliver a novel lightweight compact heavy-fuel rotary engine, and engine design and technical data to the Government.

C.3 Requirement

C.3.2 The Contractor shall develop a baseline computational fluid dynamics (CFD) fuel model and perform one (1) dimensional sensitivity analysis.

C.3.3 The Contractor shall perform turbocharger matching and performance analysis for the new engine design, and perform turbocharger thermal balance analysis.

C.3.4 The Contractor shall perform a direct fuel injection system market research for the engine new design.

C.3.5 The Contractor shall develop one (1) dimensional model for direct injection and timing and perform its analysis, and perform one (1) dimensional spark timing analysis.

C.3.6 The Contractor shall perform one (1) dimensional analysis for direct injection geometry and injection timing.

C.3.7 The Contractor shall perform sensitivity analysis of one (1) dimensional and computation fluid dynamics (CFD) model correlation.

C.3.8 The Contractor shall design, develop and analyze combustion chamber geometries, and down select one geometry for the new engine.

C.3.9 The Contractor shall investigate the weight reduction strategy for the 225CS liquid-cooled engine.

C.3.10 The Contractor shall investigate the packaging and the weight reduction strategy for the 225CS air-cooled engine, and measure its performance.

C.3.11 The Contractor shall develop a scorecard of liquid- versus air-cooled engine configurations.

C.3.12 The Contractor shall build new engines using optimized direct fuel injection system, optimized combustion chamber, and an optimized and balanced turbocharger, on a lighter weight core engine. After the final design, the Contractor shall build three

(3) engine systems.

C.3.13 The Contractor shall develop a design of experiment plan for the new engine validation testing, and measure its validation test results.

C.3.14 The Contractor shall perform Initial Design Review (IDR), Preliminary Design Review (PDR), Development Design Review (DDR), Test Readiness Review (TRR), and Critical Design Review (CDR) with the Government.
