Performance Work Statement

(PWS)

For:

AFLCMC/WAM Bldg. 1224 FALCON Conference Room

19 July 2021

1. Introduction:

1.1. The objective of this PWS is to replace the existing Video Teleconference (VTC) suite. The contractor shall Design, Engineer, Furnish, Install, Test, and Maintain (EFIT&M) one fully functional Video Teleconference (VTC) suite for VTC room Falcon in Building 1224, at Hill AFB, UT to include point to point and multipoint VTC capability, through IP unclassified network.

1.2. The contractor shall provide personnel, materials, and resources to accomplish the terms and conditions of this PWS. The Contractor shall provide the primary subject matter experts, analysts, and ancillary staff to perform the duties as described below. Contractor may identify deficiencies, provide suggestions, equivalent or alternative solutions to the work described in this document. All suggestions must be approved by the government before implementation.

1.3. All equipment, firmware, and software must be approved and listed on the Department of Defense (DoD) Unified Capabilities (UC) Approved Product List (APL) (https://aplits.disa.mil/processAPList.action) and comply with Video Tele-Conference Security Technical Implementation Guide.

2. Specific Task and Requirements

2.1. VTC Building 1224 Falcon Conference Room (Non-Secure)

1. Required Capabilities:

a. System capability for VTC facilitator to support VTC sessions using IP for non-secure VTC sessions GVS.

b. Utilization of a single codec to support non-secure VTC functionality.

c. Touch screen audio and visual system controller shall be installed at the operators station and allow for control of all associated system components. Functionality shall include:

i. Independent control of each display screen input source control.

ii. Operator’s PC can output to any of the displays.

iii. Operator’s PC can control all inputs from touch panel and can project any combination of operator PC.

iv. Operator shall be able to place a separate voice call thru touch screen to a normal pots phone line. Conference in an individual during a VTC session.

d. Replace existing audio input and output devices, including speakers and microphones. Audio equipment shall have noise cancelling capability and feedback elimination. Participants must be able to mute/unmute and adjust audio at main table.

e. Video camera to capture the participants in the room. Camera shall have pan, zoom, focus and tilt capabilities.

f. Must have Zoom, and Teams integration. Both video and sound thru the VTC.

g. Will need to have external input of a laptop to display external content.

h. Replace both projectors with LED projectors.

i. Integrate the lighting system into the touch panel

3. Proposal Requirements:

3.1 The proposal shall include a narrative describing the proposed solution and description of equipment recommended (including all model numbers, manufactures, software versions and required licenses, firmware version, pricing, and specification of equipment, warranty information, and required certifications).

3.2 Proposal shall include Past Performance and Professional References. The Contractor shall list in their quotation all similar contracts currently in progress. Offeror's shall also list at least three government contracts involving work similar in nature to that required under this solicitation either currently being performed or having been completed within the past three years. The Contractor shall include the name, address, and phone number of the main point of contact as well as a brief description of the contract. Offeror may also provide other information that would aid the Government in evaluating its past performance.

3.3 The proposal shall inform the government of all steps it will need to take to create a functional system in addition to the work that the contractor will perform.

3.4 Contractors will be afforded the opportunity to attend a site visit at Hill AFB, UT as required, to develop proposals. Those desiring to attend a site visit shall notify Randall Williams via email: randall.williams.1@us.af.mil, phone at 801-777-8650 not later than two (2) calendar days prior to the scheduled visit.

4. Installation:

4.1 Installation Plan: The Contractor shall provide an installation plan with schedule NLT 10 days after contract award. The installation plan shall be approved by the government prior to on-site arrival. If there is a deviation from the proposed solution, the contractor shall implement design changes only after government approval.

4.2 Turn-Key Operation and Testing: The contractor shall EFI&T and perform all necessary efforts to ensure successful completion of this project and make operational the equipment in all locations. The contractor shall provide all hardware and software necessary to support this requirement. The contractor shall submit industry standard and site specific test and acceptance procedures for government review and approval. The government has final say in testing acceptance. Successful will be defined at a minimum but not limited to; install, user and functional check of touch screen panels, non-secure GVS test connections as specified by the VTC Facilitator at the time of testing.

4.2.1 The contractor shall provide all necessary hardware, software, equipment, mounting hardware, cable assembly, and all cables to install all proposed equipment required to meet requirements.

4.2.2 All wiring shall be concealed in a manner that matches existing color of walls/conduit or otherwise stated by customer. Carpet will not be used to conceal any wiring. The contractor shall furnish all required wiring, cables, connectors, and components necessary to connect the various components of the integrated system as required for a complete operable system. The contractor shall dispose of excess or replaced wiring.

4.2.3 The contractor shall remove and dispose of all hardware and equipment being replaced.

4.3 Hardware and Software: The contractor shall provide all hardware, software, licenses, and test equipment necessary to support this requirement. All hardware/software provided shall be new. All Hardware and Software will be property of the United States Air Force.

4.4 Warranty, Service, and Maintenance: One-year warranty, service, and maintenance coverage shall be provided from the date of acceptance. Warranty, service, and maintenance shall cover all new equipment, software, and all installation related to cabling and physical workmanship.

Contractor shall provide total system support during normal business hours. Total system support includes on-site service and unlimited phone support. Maintenance shall include firmware and software updates for any part of the system.

4.5 Configuration Management: The contractor shall perform configuration management of all equipment associated with the conference room equipment and VTC systems. The configuration management information shall include, but not be limited to, a list of all components installed by system serial number (hardware), all passwords, if applicable software/IOS and rack elevation drawings.

4.6 Training: Upon completion of the installation process, the contractor will provide user training to the designated site staff in accordance with the customer requirements. User training will include step-by-step instructions on the utilization of all features of the VTC system as well as basic system troubleshooting. The contractor shall provide operational training to the users and system training to the operators/maintainers as needed. Any applicable training material will be provided to the Government with Commercial of The Shelf (COTS) documentation. The Government shall retain the right to duplicate and distribute the training material for future training purposes.

4.7 Manuals and Practices: The contractor shall provide at least one paper copy and one soft copy of the latest version of operation, installation, maintenance manuals and directions, and a user guide. Material should include recommended Preventive Maintenance Inspection (PMI) for all equipment.

5. Additional Requirements:

5.1 Contractor Project Management: The contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure the necessary processes and activities are performed to provide an effective and acceptable system. The contractor shall employ effective management tools and methods to assure control of cost, schedule and performance. As needed, the contractor shall conduct, support, or participate in program management and technical reviews, system tests, meeting, and conferences to ensure effective and efficient project execution. The contractor shall be responsible for storage, staging and deployment of any equipment and materials provided as part of this project unless otherwise mutually agreed upon by the Government and the contractor.

5.2 The Government retains the right to all documentation and data generated by the contractor as a result of this project. The contractor shall provide COTS products with the appropriate licenses. The Government contracting officer shall have final authority for resolution of any contradictions within the proposal.

5.3 Government Project Management Support: The government shall provide a PM to oversee the planning and execution of the contract terms. This government PM does not relieve the contractor of any requirements to design, engineer, furnish, install, test, and maintain a fully functioning Unsecure Video Teleconferencing (VTC) System. The government PM role is to facilitate communication and interaction between the contractor and government POCs that may have information relevant to the successful turnkey delivery and maintenance of the functioning system. The government will make a reasonable best effort attempt to get the necessary POCs, but to aide in this all contractor request for interaction with the government need to be scheduled ahead of time (at least 4 hours lead time for interactions solely with the designated government PM, and at least 24 hours lead time for other POCs). Again, interaction with the POC does not relieve the contractor of any responsibilities to provide and maintain a turnkey system.
