Performance Work Statement (PWS)
Antenna Installation 16 May 2024 C.1 Background:
The Government has created a suite of specialized communication solutions to meet critical mission needs for secure, worldwide communication, circumventing regional infrastructure. These systems utilize a range of terrestrial, wireless, and space-based resources to fulfill mission objectives. To accommodate these networking and communication assets, secure facilities within the continental United States (CONUS) are necessary. The Contractor shall install the antennas for system integration, as directed by the Government.
C.2 Objective:
The objective is for the contractor to install an antenna tower along with a Rotating Log Periodic (RLP) antenna at a government site, facilitating High Frequency (HF) Communications to support secure senior leader global communication. Both the antenna tower and the RLP antenna are designated as Government Furnished Equipment (GFE) and have already been transported to the government installation location.
C.3 Requirements:
C.3.1 The contractor shall provide all labor, equipment, and travel expenses to install the HF antenna tower and the RLP antenna.
C.3.1.1 The Government Furnished Equipment (GFE) RLP antenna is manufactured by US Antenna Products and bears the Part Number LP-1005.
C.3.1.2 The GFE Antenna Tower is produced by Valmont Industries and is identified by Drawing Number 252568.
C.3.2 The contractor shall perform the following construction tasks in association with the antenna tower foundation installation (reference attachment 1 – Foundation and Structure Layout for Tower).
C.3.2.1 The contractor shall clear and level the proposed area for the tower installation.
C.3.2.2 The contractor shall layout and excavate foundation for the placement of antenna tower in accordance with the approved plans. The plans for the antenna tower foundation are titled: Gettysburg Tower Foundation Design 03-22-24 (reference attachment 2). These plans provide the requirements for grounding and bonding, rebar, concrete and attachment points.
C.3.2.3 The contractor shall provide two (2) three (3) inch conduits, one for power and one for signal cabling from the middle of the antenna tower pad to two (2) electrical vault boxes that are provided and installed as GFE equipment. These electrical vault boxes shall be the demark between the contractor’s effort and the government’s effort.
C.3.3 The contractor shall install the Valmont antenna tower in accordance with the Valmont Industries Drawing Number 252568.
C.3.4 The contractor shall assemble and install the RLP antenna in accordance with the instructions provided by US Antenna Products.
C.3.5 The contractor shall provide testing and calibration of antenna rotator system.
C.3.6 The contractor shall provide a final grading and placement of grading cloth and gravel around tower base.
C.4 Non-Personal Services:
ARL/ALC/GARRISON NON-PERSONAL SERVICES (JUL 2012)
The contractor, as an independent contractor and not as an agent of the Government, shall provide the necessary resources (except those furnished by the Government) to accomplish tasks of the type set forth in the Performance Work Statement.
Contractor employees performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor. The contractor's management shall ensure that employees properly comply with the performance standards outlined in this PWS and as required by the Contracting Officer (KO) or the Contracting Officer's Representative (COR). Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government shall control access to the facility and shall perform the inspection and acceptance of completed work and tasks.
C.5 AT-OPSEC Requirements:
ANTI-TERRORISM (AT) – OPERATIONAL SECURITY (OPSEC) REQUIREMENTS
The following AT-OPSEC requirements apply:
C.5.1 For contractors that DO NOT require Common Access Card (CAC) but require access to a Department of Defense (D0D) facility or installation. Contractor and all associated subcontractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commanders installation/facility access and local Security policies and procedures (provided by Government Representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
C.6 Distribution Statements:
C.6.1 DISTRIBUTION STATEMENT A
Determination of contract submission documents are approved for public release; distribution is unlimited.
C.6.2 DISTRIBUTION STATEMENT B
Determination of information generated from the performance of the contract. Distribution authorized to U.S. Government Agencies only for administrative or operational use 09 May 2024. Other requests for this document shall be referred to FCDD-RLA-CIA – Context Aware Branch at Adelphi Laboratory Center.
C.7 Place of Performance:
The services to be provided under this contract shall be accomplished at an undisclosed research site in Fairfield, PA 17320.
C.8 Period of Performance:
The period of performance of this contract will be six (6) months from date of award.
