About this file

This is a Performance Work Statement (PWS) for a Blanket Purchase Agreement (BPA) establishing mold remediation services at Al Udeid Air Force Base in Qatar. The contractor shall provide comprehensive mold remediation including equipment, tools, materials, personnel, labor, management, supervision, and quality control necessary to remediate all mold from surfaces, rooms, corridors, and entire HVAC systems. The remediation must follow a phased approach consisting of: a comprehensive mold and moisture assessment to determine contamination extent and root causes of moisture intrusion; a contractor-developed, government-approved remediation work plan; remediation execution consistent with UFGS-02 85 00 and ANSI/IICRC S520; and independent post-remediation clearance verification confirming spaces meet the mandatory "zero visible mold" habitability standard established in UFC 4-721-01. The contractor must identify and correct moisture intrusion sources (roof/envelope failure, plumbing leaks, HVAC condensation, inadequate ventilation) as a prerequisite to or concurrent with remediation.

Key deliverables include a Mold and Moisture Assessment Report, Remediation Work Plan/Site-Specific Health and Safety Plan with containment classification and air-change calculations, daily containment and quality control logs, an independent Post-Remediation Verification Report, and waste manifests. The contractor must establish appropriate containment levels and HEPA-filtered air filtration units during remediation work, perform post-remediation clearance sampling and inspection by an independent party, and ensure remediation personnel are IICRC-certified mold remediators with microbial analysis performed by AIHA-accredited laboratories. Work shall comply with OSHA standards (29 CFR 1910 and 1926), AFMAN 91-203, applicable UFC standards, and local Qatari codes with the more stringent code applied. All waste disposal must occur off-site in accordance with Qatari environmental regulations and RCRA-based hazardous waste characterization principles. Normal working hours are 0700-1630 Saturday through Thursday, with work outside these hours permitted at no additional cost. The government will provide reasonable utilities and work space; the contractor must provide all equipment and storage media and comply with all base security requirements, including personnel vetting and badging procedures.

1. DESCRIPTION OF SERVICES

The Contractor shall provide all equipment, tools, materials, transportation, personnel, labor, management, supervision, and quality control necessary to provide complete remediation of all mold. The remediation shall include all surfaces through the rooms and corridors as well as the entire HVAC system. A comprehensive report shall be submitted after work is complete to confirm all mold has been removed, as well as to identify the causing of the excess moisture where mold was present. This project is to include the design, consultant coordination, procurement, logistical planning and labor required to allow the GOVERNMENT to maintain complete and usable Dorm. Services shall be performed at various locations across the installation and associated areas as specified in individual orders under this Blanket Purchase Agreement (BPA).

2.1.1 General Requirements: The GOVERNMENT's objective for this project is a phased approach consisting of: (1) a comprehensive mold and moisture assessment to determine the full extent of contamination and the root cause(s) of moisture intrusion; (2) a CONTRACTOR-developed, GOVERNMENT-approved remediation work plan; (3) remediation execution consistent with UFGS-02 85 00, Mold Remediation, and ANSI/IICRC S520; and (4) independent post-remediation clearance verification confirming that remediated spaces meet the “zero visible mold” habitability standard established in UFC 4-721-01, Unaccompanied Housing.

2.1.2 The "zero visible mold" condition standard established in UFC 4-721-01 (implementing Section 2831 of the FY2024 National Defense Authorization Act) is mandatory for each task order and may not be altered or reduced by the CONTRACTOR.

2.1.3 The CONTRACTOR shall submit method statement for all inspection, testing and remediation work.

2.1.4 The CONTRACTOR shall perform all necessary work to remove present mold and to ensure it does not return. Air and surface sampling to be performed to confirm removal. The CONTRACTOR to follow both local Qatari codes and US codes and implement the more stringent code. The CONTRACTOR shall perform all required training and ensure the maintenance group has all required tools and software to maintain the system.

2.1.5 The CONTRACTOR shall identify and correct, or provide a recommended corrective path for, the moisture intrusion source(s) (e.g., roof/envelope failure, plumbing leaks, HVAC condensation, inadequate ventilation) as a prerequisite to, or concurrent with, remediation, so that mold growth does not recur.

2.1.6 The CONTRACTOR shall establish containment – during remediation work (source, limited, full, or unoccupied-building containment, as applicable to the affected area) and HEPA-filtered air filtration units (AFUs) sized to achieve the air-change rates specified in UFGS-02 85 00 and ANSI/IICRC S520, with a decontamination unit (airlock) at containment entry/exit points.

2.1.7 Post-remediation clearance sampling and inspection shall be performed by a party independent of the remediation crew, consistent with ANSI/IICRC S520 clearance criteria, prior to GOVERNMENT reoccupancy of any remediated area.

2.1.8 CONTRACTOR to recommend any envelope, roofing, plumbing, or HVAC repairs to correct the root cause of moisture intrusion shall comply with the moisture barrier and retarder design provisions of UFC 3-101-01, Architecture, and the humidity/condensation control provisions of UFC 3-410-01, Heating, Ventilating, and

2.1.9 The CONTRACTOR's remediation approach, containment design, PPE selection, and clearance criteria shall be fully consistent with UFGS-02 85 00 and ANSI/IICRC S520, including the Categories of Water and containment classifications defined therein, applied at a scale appropriate to the extent of contamination confirmed during assessment for each task order.

2.1.10 The CONTRACTOR shall not initiate remediation activities under any task order until the containment approach and Site-Specific Health and Safety Plan have been reviewed and accepted by the GOVERNMENT.
