4.0 GENERAL INFORMATION

4.1 The major objectives of the program are: the demilitarization (DEMIL) and disposal of U-NNPI propulsion component heavy steel unprepared scrap. PSNS&IMF requires the disposal of up to approximately 1,000,000 pounds (lbs) of scrap steel. Example material type consists of the following: ASTM A-217, Alloy Steel, High Temperature, Martensitic Stainless Steel; ASTM A-296 CN7M, Corrosion-Resistant Iron-Chromium, Iron-Chromium-Nickel, and Nickel-Base-Alloy; ASTM A-351 CF8, Austenitic Stainless Steel; ASTM A-487 CA6NM, Alloy Steel, Martensitic Stainless Steel; and ASTM A-537, CL 1 Carbon Steel. Material may not be limited to these examples. Material that requires reduction and destruction may have steel wall thickness of one quarter (¼) inch or greater; having a higher than normal content of chromium and/or nickel; may include less than five percent (5%) residual, non-hazardous material composed of, but not limited to paper and rubber gasket material and “O” rings; and may be coated with heat resistant aluminum-based paint. Types of material components include, but may not be limited to, turbine cases, rotors, shafts, stationary blading, gears, pinions, pump impellers and diffusers.

4.2 The contractor is responsible for controlling the material from point of origin (shipyard) until final DEMIL and destruction via smelting. This includes, but is not limited to, shipping, down-sizing or reduction, and smelting. Contractor is required to maintain 100% oversight of material from pick up at point of origin until DEMIL is accomplished. Material must remain segregated from all other material at all times at any facilities the contractor utilizes for this contract such as for downsizing/reduction and/or smelting. Contractor is responsible for ensuring that only authorized personnel have access to this material until material has been destroyed/smelted. Each piece of material downsized/reduced must be recovered and accounted for to ensure complete destruction of material by smelting.

4.3 The contractor is responsible for smelting the material provided. The contractor shall co-ordinate smelting with the Government Technical Point of Contact (TPOC) to ensure that a Government representative is present and observes the smelting of each shipment. Contractor shall provide the DEMIL certificate, attachment 1, for each shipment once smelting has occurred. The Government representative who observes the smelting shall verify the provided certification. Certification for material smelted shall include a listing of all materials delivered and smelted and include: serial numbers provided, the location, date/time, and quantity of material smelted for each shipment. Upon DEMIL certification, smelted material becomes scrap.

4.4 The contractor shall ensure that all contractor and subcontractor employees involved with the transportation, reduction/downsizing, and destruction/smelting or in a position to interact, observe, or otherwise encounter material are U.S. citizens per the requirements of attachment(s) x1-xx. Contractor shall submit one legible copy in approved transferable media of a report listing the name, address, city, state, zip code, and telephone number of the company and/or facility utilized for the transportation, reduction/downsizing, or smelting. The report shall include the first/last names, employee badge or identification number, place of birth and citizenship status of all contractor or subcontractor employees involved with the transport, loading/unloading, and destruction/smelting of each shipment. Contractor shall provide this support within 24 hours of completion of shipment, reduction/downsizing, or smelting.

4.5 The contractor shall provide containers that can be loaded via top or side panel loading and that can be locked and secured to prevent unauthorized visual or physical access to the contents of the container. Containers shall be delivered to the Government facility for loading of materials dimensioned per Attachment X. Containers must be semi-trailer compatible and must have signage or labelling on the front end of the container with the company name, the container tare weight, and a unique identification number. Containers that are deemed to be unsafe or in poor condition by the Government must be replaced within 48 hours of Government notification. The contractor shall replace loaded containers with empty containers. Loaded containers will be weighed prior to departing the Government facility. Contractor is responsible for ensuring contents of container are secure for transport prior to leaving the Government site until final destruction of material.
