PERFORMANCE WORK STATEMENT
FOR
JOINT BASE ANDREWS FIRING
RANGE
DUST COLLECTION UNIT (DCU)
JOINT BASE ANDREWS, MARYLAND
1 JULY 2020
STATEMENT OF WORK
FOR RANGE MAINTENANCE CONTRACT
1. DESCRIPTION OF WORK. The following work description shall serve as general information only, and shall not limit the contractor’s obligation to conform to all state and local regulations in accordance with standard industry practice.
1.1. The scope of work is to provide installation and disposal services for industrial wastes generated on the Dust Collection Unit (DCU) for Joint Base Andrews Firing Range, including hazardous wastes, universal wastes and non-hazardous wastes. The Dust Collection units are typically used on contained ranges and may incorporate vacuum or other dust management systems to capture projectile particles. This system is required for safety and health issues pertaining to hazardous material being extracted from the firing range through the Dust Collection Unit and disposed of properly.
1.2. Services shall include: Removal of existing dust collection unit and installation of new dust Collection Unit; proper preparation of wastes for shipment (including marking and labeling of wastes, provision of lab pack containers, if needed; handling and loading wastes onto shipment vehicle and transport to their designated facility; preparation of waste stream profiles, manifests, Land Disposal Restriction documents, Bills of Lading, and all other documentation required for proper DOT shipment of wastes; provision of all documentation that will allow transparent tracking of the waste to its final disposition; proper recycling or disposal of every regulated and non-hazardous industrial waste generated on Joint Base Andrews; timely provision of appropriate signed copies of manifests; and timely provision of annual summaries of waste transactions with all date needed by the government to complete regulatory biennial reports.
2. GENERAL REQUIREMENTS. The contractor shall supply the necessary personnel, labor, materials, supplies, equipment, transportation, packaging, labels, placards, manifests and all other necessities for, or incident to, the performance of work.
2.1. The contractor shall provide the necessary tools and equipment for the maintenance of the firing range at the Combat Arms (CA) compound, Building 2495, on Joint Base Andrews, MD. Personnel performing the maintenance will be fully trained to perform preventative maintenance checks of all equipment associated with the firing range and fully trained to clean hazardous debris and residue. They will wear the appropriate personal protective equipment (PPE). The contractor will test air compressor and air lines for leaks and change oil as needed.
The contractor will test for leaks and functionality of the Dust Collection Unit and clean and replace filters as needed, the used filters must be sampled and characterized prior to disposal.
In cases after quarterly cleaning if the accumulation reaches over 55 gallons of hazardous waste the Government will reach out to the Contractor to have the waste properly disposed of.
2.3. The contractor shall be capable of properly handling and transporting all waste streams generated by Joint Base Andrews in accordance with both applicable federal and state laws and provide signed manifest from disposal facility must be received from contractor prior to 45 day deadline.
3. SITE VISIT. A site visit will be conducted to allow interested parties to view the area.
3.1. Period of Performance. The period of performance will be depending on the site visit.
The duty hours to accomplish this work will take place between the hours of 7:00 a.m. and 5:00 p.m. Eastern Standard Time (EST), Monday through Friday. The Government will provide the exact dates for performance of the contract within 30 days of the award.
3.2. Pick-up and Removal Schedule. The contractor will retrieve all equipment that they provided upon completion of the job.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES: Government will meet all customer required support needed for the contractor to fulfill this contract. The Government will provide water, electric and lighting. Restroom facilities will be made available to the contractor in the performance of their work.
4.1. GOVERNMENT REMEDIES: The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
4.2. RECOGNIZED HOLIDAYS: Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day, and New Year’s Day.
NOTE: No work shall be performed on Saturdays, Sundays, or any day the Base is closed.
5. GENERAL INFORMATION.
5.1. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the Contractor entering the government installation shall abide by the security regulations of the installation. Contractor vehicles driven onto the base will be subject to inspection at entry gate, including but not limited to, military working dog searches. All vehicle drivers must possess a valid driver’s license, current vehicle registration and insurance for base entry. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States.
Those found to be undocumented or illegal aliens will be remanded to the proper authorities.
5.2. Responsibility. The Contractor is responsible for non-foreseeable damage caused by negligence.
6. SAFETY. The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all local, state and federal requirements. All personnel shall be instructed to be mindful of maintaining a safe environment for the base and the CA compound occupants. The contractor shall ensure that all personnel involved in handling and packaging any materials or wastes be trained for the level of expertise required for the proper performance of the task and, in particular, in the areas of chemical incompatibility, general first aid procedures and spill response. Waste handling equipment and personal protective equipment shall be provided by the contractor and shall be appropriated to ensure safe handling of all materials and wastes. Contractor personnel and equipment shall be subject to OSHA while on Joint Base Andrews property.
6.1. SPILL RESPONSIBILITY. The contractor shall be solely responsible for any and all spills or leaks, and subsequent cleanup, which occur as a result of, or are contributed to by, the actions of the contractor, the contractor’s agents, employees, or sub-contractors. The contractor shall clean up such spills or leaks following industry standard practice and in a manner that complies with OSHA standards and applicable federal, state, and local regulations, at no additional cost to the government. The contractor shall contact the base Fire Department and notify them of any spill or leak which occurs during the performance of work under this contract, regardless of the spill quantity, immediately upon discovery, if a government representative is not already present at the time of the spill.
