This is a Performance Work Statement (PWS) dated September 18, 2026, for the installation of eight fiber SIPR drops at an Air Force location. The contractor must engineer, furnish, test, and install a complete end-to-end system comprising 8 RED OM3 multimode plenum fiber optic cables terminated with LC-type connectors in cabinet/rack-mounted patch panels and work area outlets. Installation requirements include a new wall-mounted network cabinet, Fiber Optic Distribution Panel (FODP), and fire-rated backboard in telecommunications room T-115. All 8 drops must include a minimum of two duplex connectors per work area outlet using downward-sloped 4-port faceplates with label windows, with specific routing shown on drawing T-002. The contractor must provide final ISP/OSP copper-to-fiber test reports and as-built/as-installed drawings prior to final quality assurance inspection.

The installation must comply with DoD and industry standards including ANSI/TIA 568, 569, 606, 607, NECA/FOA 301-2016, and applicable UFC criteria. Grounding and bonding requirements are specified for telecommunications room T-115, including copper Primary Busbar installation, Telecommunications Bonding Conductor sizing (#6 AWG to #750 MCM), and compression or irreversible crimp connectors per UL specifications. The contractor must perform 100% verification acceptance testing of all fiber strands using Tier One Testing (Optical Power Meter and Light Source) with test equipment calibrated within one year, documenting results per OFSTP-14, OFSTP-7, TIA 568-C.3, and TIA-526-7 standards. Additional deliverables include accurate as-built documentation with rack elevations and cable route drawings, site surveys, pre- and post-cutover training, and restoration of the site to original condition. The contractor must provide all materials, tools, and test equipment and bears responsibility for repairing any damages incurred during installation.
