About this file
This is a Performance Work Statement for 70-ton crane rental services at Kirtland Air Force Base, New Mexico, issued by the 58th Maintenance Squadron on February 23, 2026. The Government requires crane services with a certified operator for one day on March 13th, 2026, to lift a CV-22 Ground Instructional Training Aircraft (GITA). The contractor must provide a minimum 70-ton lifting capacity crane truck, certified crane operator, rigger, lifting slings, and shackles. The lift specifications include an approximate weight of 38,000 pounds, a horizontal distance of approximately 45 feet from the center of gravity, a lift height of approximately 4 feet, and a minimum of 4 existing lifting points on the steel structure. The operator will work from 1000 to 1400 local Albuquerque time. Travel time to and from Kirtland AFB is not included in the scope. The contractor may stage equipment on a designated safe area before the lift. All work must comply with Government safety regulations.
The Performance Requirements Summary establishes five key performance objectives with 100 percent Acceptable Quality Level (AQL): coordinating crane service for March 13th or rescheduled dates, testing and quality control with documentation in industry standard specification, completion of the CV-22 lift, provision of all required equipment and rigging materials, and timely invoice submission within 30 days. All performance elements use random monitoring frequency with the consequence that failure to deliver results in invoices not being approved. The Contracting Officer's Representative (COR) will document inspections in the file and use this Quality Assurance Surveillance Plan as the foundation for the inspection checklist.
