PERFORMANCE WORK STATEMENT

FOR

AIRCRAFT HANGAR WASH RACK MAINTENANCE

164th Airlift Wing, Memphis, Tennessee

Performance Work Statement (PWS): AIRCRAFT HANGAR WASH RACK 1

1.0 GENERAL REQUIREMENTS FOR ALL WORK

The contractor is to furnish all labor, materials, tools, and equipment, services, and transportation necessary to complete maintenance services on Corrosion Hangar Wash Rack System and Portable Wash System. This agreement includes but is not limited to properly inspect, troubleshoot, or perform periodic maintenance and repairs to the Corrosion Hangar Wash Rack System and Portable Wash System at the 164th Airlift Wing, Tennessee Air National Guard, Memphis International Airport, Memphis, TN. The motors, pumps, hoses, and control systems of the wash rack systems are also included in this agreement.

1.1 Area and Location of Work: Work will be conducted in the 164 AW Tennessee Air National Guard complex, on the Southeast corner of Memphis International Airport. The mailing address is 4593 Swinnea Road, Memphis, TN 38118-7101. The location of the work site is the Corrosion Hangar Building (Bldg. 4425). This includes sections of the base in where escorts may be required and/or locally issued badges will be needed to gain access to these areas. The 164 AW complex is also referred to as the 164 AW Air Guard Base.

1.2 Scope of Work: Wash Rack: There are 18 high pressure wash pumps of various types, size, and complexity and manufacturers and shall meet the standards set forth in the most current manufacturers maintenance and service manuals. There are 9 soap dispensing hoses and spray wands. There are 13 large diameter firehose style water supply hoses of various types and size to include drive motors and reels. The portable Wash System consist of all hoses, reels, burners, motors, electrical / mechanical control systems and transportation trailer. Site surveys are recommended and encouraged to provide accurate quotes. Contractors shall be able to conduct inspections, preventative maintenance, filter changes, adjustments, troubleshooting or repair of each system ensuring that each independent system is complete and useable. Under this agreement, the wash rack system is defined as all pumps, hoses, storage tanks, heat exchangers, hot water heaters, high pressure boost pumps, spray wands, nozzle assemblies, airlines, hose retract reels, control motors and motor control systems associated with the system. Sensors, alarms, and remote alarms/enunciators are unique to each system and included in this scope of work.

Preventative Maintenance and Repair Actions: Inspections shall be in accordance with the manufacturer’s maintenance and service manuals. Each system may be a separate preventative maintenance line item on the estimate. Any testing and evaluation will be clearly documented and performed in accordance with the manufacture’s standards and the highest applicable standards.

1.2.1 Maintenance and Repair: Motor, pump, airline maintenance, and all control systems are included in maintenance and repair. Replacement systems/components are to be replaced with equivalent or greater than current system/components. The intent is to ensure efficiency to the specifications and compatibility required for the 164 AW equipment and mission.

Testing and inspection is required before the government will accept any service work

1.2.2 Configuration and adjustments: Motor, pump, airline maintenance, and all control systems are included in configuration and adjustments. Any testing and evaluation will be clearly documented and performed in accordance with the manufacture’s standards and the highest applicable standards.

1.2.3 Modifications, installation of new components, and value engineering: New standards and mission requirements may require modifications. Modifications will be at the direction of the individual Program Managers and require a separate parts line item on an estimate. Value engineering shall be provided in writing with an itemized estimate.

Installation of equipment or devices shall not occur until the respective government Program Manager has approved the value engineering in writing.

1.2.4 A designated government point of contact or Contracting Officer Representative (COR) will be present on the complex when contractors are conducting work on site at the 164 AW complex.

1.2.5 The contractor shall render the quote free of any charge before receiving an Indefinite Delivery Indefinite Quantity (IDIQ) task order number from the Government.

1.2.6.1 The requested quote shall be a signed written quote which will contain the detailed description of the work to be performed, an itemized breakdown of the number of labor hours, replacement components, and availability of replacement parts to restore the system to proper working condition.

1.2.6.2 Material and parts shall be clearly itemized by cost with the agreement allowed markup rate broken out separately. The estimated delivery date shall be submitted in writing to the Government within two (2) business days after the contractor is issued an IDIQ task order number from the Government.

1.2.6.3 Site surveys and initial inspection are recommended for each quote expected to exceed $500. Troubleshooting can be a separate line item or service call based off the complexity and risk of the repair.

1.2.6.4 Trip charges shall be a separate line item when included in applicable quotes.

Trip charges cannot exceed the allowable agreement rate. The Government Point of Contact must receive written notification and be approved through the Contracting Office before any increase in trip charges occur.

1.2.6.5 The Government reserves the right to request a Not to Exceed statement for any quote for service or repair. Invoices should match the respective quotes.

1.2.7 Response times to typical repair Task Orders shall not exceed 2 standard business

Performance Work Statement (PWS): AIRCRAFT HANGAR WASH RACK 3 days. Task Orders that are Preventative Maintenance in nature may be scheduled in advance.

1.2.8 Troubleshooting labor charges are subject to limitations and based off the complexity of the repair. Troubleshooting quotes are intended to minimize the number of Task Orders.

Troubleshooting Task Orders shall result in the root cause of the system failure and/or diagnose the complete functionality of equipment system. Only one (1) trip charge may be billed for a single service call. The findings from the troubleshooting will be documented in a service ticket on company letterhead.

1.2.9 Temporary/interim repairs are authorized on a case by case basis to restore partial to full system functionality supporting the 164 AW mission. All temporary repairs are subject to government acceptance before contractors leave the site. Temporary repairs must comply with OSHA and local safety policies where applicable.

1.2.10 Unresolved repair work after 60 days shall result in termination of the Service Call at no expense to the Government.

1.2.11 Deviations, Improvements, or modifications from the original installation requirements or configuration must be approved by the respective Program Manager.

1.2.12 The end result of each completed repair or maintenance work order is a complete and fully functional system consistent with the original installation requirements, manufacturer’s specifications and industry best practices. The contractor shall show full functionality prior to the Government’s acceptance of the work. Detailed description of the work performed will be documented in the service ticket upon completion of the service call.

1.3 Existing Equipment: The manufacture and model number of the current major components are listed in this section. This is not an all-inclusive equipment list. All major components are operational and not forecasted to change over the duration of this agreement.

o 1 Ea. Wash Rack ¾ HP recirculation pump, (Marathon Electric Cat. No. H150) o 1 Ea. ITT Heat exchanger P/N BN503006060005 Model CHX

Performance Work Statement (PWS): AIRCRAFT HANGAR WASH RACK 4 o Hi-Pressure Boost Pump System for Rinse Water. Consist of 3 pump and 3 motor assemblies.

Pumps and motor assemblies are manufactured by Grundfos and are 5 HP o Portable wash system items listed below. All items are part a complete trailer unit.

o 25HP Kubota Diesel engine o 2 ea. Hose reel assemblies o 1065 Gallon Water Tank o 33 Gallon Fuel Tank o Driver (Lower) and Passenger (Upper) Side Burners o 4.8KW Generator for burners o 2 ea. CAT 7CP6170 Clutch assemblies and pumps

1.4 Working Hours: Typical working hours will be between 6:00 a.m. and 3:30 p.m., with no work scheduled on weekends or Federal holidays.

1.4.1 Permission to work at times other than those stated above must be obtained from the Contracting Officer or designated official at least 5 working days in advance except for urgent or emergency Task Orders.

1.4.2 At all times a designated government point of contact will be present on the complex when contractors are conducting work.

1.5 Emergency Service Requests and Responses: Urgent or Emergency Task Orders may occur based off the needs of the 164 Airlift Wing (164 AW). Urgent or Emergency repairs are defined as repairs that create a delay, change and/or loss of ability for the 164 AW to complete mission requirements. The contractor shall provide a response by a qualified technician within four (4) hours. Any follow up work and parts required after the initial urgent or emergency service call will require a quote on company lettered emailed, faxed, mailed, or delivered.

1.5.1 The contractor will provide the government designated point of contact for this agreement with a signed service report after the completion of the initial response and the completion of the Urgent or Emergency service call. Detailed description of the work performed shall be documented in the service ticket upon completion of the service call.

1.5.2 Contractors are authorized to perform temporary/interim repairs on a case by case basis necessary to restore partial to full system functionality to support the 164 AW mission.

All temporary repairs are subject to government acceptance before contractors leave the site.

Temporary repairs must comply with all OSHA and local safety policies.

1.5.3 The contractor shall provide a quote and estimated time of completion for urgent or emergency repairs within two (2) business days.

1.5.4 Long lead times for materials or parts shall be identified in the comments section of the written, itemized quote from the contractor.

1.6 Regulations and Special Requirements: The Contractor shall comply with all applicable

Performance Work Statement (PWS): AIRCRAFT HANGAR WASH RACK 5 local, State, Federal, and Air National Guard regulations pertaining to job safety, traffic control, fire prevention, environmental protection, security badging requirements, and escorting officials.

1.6.1 Proof of licensing and insurance are required.

1.6.2 No work shall commence without issuance of an IDIQ task order number from the 164th AW Contracting Office.

1.6.4 Special requirements may apply when working inside the aircraft hangars, adjacent to the aircraft parking apron, or designated areas of leveled security. The service technician shall be briefed on any special requirements by their designated point of contact as the technician arrives on the 164 AW complex.

1.6.5 All contracted personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.

1.6.6 The Contractors are subject to background checks for badging requirements to access base property and facilities. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. The Government reserves the right to refuse entry to any individual at any work location.

1.6.7 Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf. For those without a CAC, select "Non- CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.

1.6.8 For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (DODIO 2000.16V1_DAFI 31-145, DAFI 31-101 and DODM 5200.08v3_DAFMAN 31- 101v3), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.6.9 Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government

The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.6.10 For contracts that require or access to classified information or locations, the contractor shall comply with FAR Clause 52.204-2, Security Requirements, including the National Industrial Security Program Operating Manual (DoD 5220.22-M) and applicable updates/changes. This clause involves access to information classified “Confidential/Secret/Top Secret” and requires contractors to comply with a Visitor Group Security Agreement (VGSA) with all contractor operations located on Air Force/Air National Guard installations. Contract personnel must be entered in the Joint Personnel Adjudication System (JPAS). A DD 254, DoD Contract Security Classification Specification, is required for all classified contracts. Completion of localized security training (information protection related material) will be accomplished at the Wing/Unit level.

2.0 PERIOD OF PERFORMANCE AND DOLLAR LIMITATIONS

2.1 The term of the Indefinite Delivery Indefinite Quantity (IDIQ) shall be valid for a period of five years or when the total dollar amount of all task orders issued under the IDIQ reaches the IDIQ maximum dollar amount set at time agreement is established.

2.3 Service call limit is based off reasonability of the scope of work and shall be subject to government acceptance and Air National Guard thresholds.

3.0 WARRANTY

3.1 The Contractor shall warrant products and services and remain free of defects under normal operating conditions for 60 days. For new components, parts and installation shall be warranted for 12 months. The manufacturer’s warranty documents on parts shall be provided to the Government within 45 days of installation.

3.2 The Contractor warrants that services provided under this agreement meet the best practices and industry standards. Warranty Task Orders require the same response times previously described in this agreement.

3.3 Multiple Task Orders within 30 days for the same system, to include repeated problems with same components, are subject to review by the Government. If the Government determines that the system failure to meet the intended specification/application is not related to misuse or design, the contractor may be required to service again at no expense to the Government.

3.4 If the Contractor is required to correct or service again, it shall be at no cost to the Government, and any services corrected or service again by the Contractor shall be subject to this clause to the same extent as work initially performed. If the Contractor fails or refuses to correct or service again, the Contracting Officer may, by contract or otherwise, correct or replace with similar services and charge to the Contractor the cost occurred to the Government, or make an equitable adjustment in the contract or agreement price.

4.0 GENERAL WORK SITE REQUIREMENTS

4.1 Site Clean-Up: The Contractor is responsible to maintain the work site in a clean and orderly condition from the start of contracted work to completion. Daily clean-up is mandatory. The Contractor shall arrange for transport of debris to and from the base. Failure of the Contractor to maintain the work areas free of debris and excess materials, will result with the immediate cessation of activities until such time as the COR or government point of contact has determined that adequate clean-up has occurred.

4.2 Utilities: Use of base utilities must be identified and coordinated in advance.

4.2.1 The Contractor may use reasonably required amounts of electricity and water from existing outlets and lines without charge. Contractor may also access site sanitary sewer, with approval through the COR or government point of contact, and if Contractor so desires.

Telephone services will be the responsibility of the contractor with services arranged and paid for, in their entirety, by the Contractor.

4.2.2 When applicable, the Contractor shall be responsible for installing and maintaining temporary cords, lines or other equipment in a safe and clean condition.

4.2.3 Prior to final acceptance, all temporary cords, lines or other equipment will be removed and the existing outlets and lines restored to the condition existing prior to that service call’s work.

4.2.4 Any anticipated utility outages necessitated by the work shall be requested at least five (5) working days prior to the proposed outage. All outages require syncing with base schedules to minimize negative impacts to 164 AW personnel.

4.3 Salvageable Items: Availability of salvage item(s) must be prearranged and approved by the Base Civil Engineer. All other equipment, systems and materials noted to be salvaged and to be delivered to an on base location designated by the Contracting Officer and organized through the

COR.

4.4 Parking: Parking of the Contractor's vehicles shall be arranged by the COR, escort or government point of contact. The company name will be prominently displayed on all service vehicles parked in the designated locations unless prior approval through COR is received.

Typical drop arm style gates and interior security fencing indicate Controlled Movement areas.

4.5 Traffic Control Devices: Contractor will comply with CFR Title 49 Transportation. When the contract shall affect road closures or lane closures. The Contractor shall contact the COR for traffic coordination with security and base safety offices. The contractor shall provide written submittal at least 5 days prior to needing the traffic pattern to change, to the Contracting Officer.

4.6 Professionalism: Contractors are expected to be courteous and professional within their respective trades. The 164 AW maintains a mutual respect work environment that is free from discrimination and harassment. Contractors are expected to adhere to local laws and their respective company’s policies regarding work place as a minimum standard.
