About this file
This is a Performance Work Statement (PWS) for recurring Local Session Initiation Protocol (SIP) Voice Trunk telecommunications services at Ellsworth Air Force Base, South Dakota. The requirement is for a 12-month base year plus four optional 12-month extension years, with potential for an additional 6-month extension, totaling 66 months maximum. The Contractor shall provide all labor, management, network facilities, and transport circuits to deliver commercial SIP voice trunk telecommunications to Building 4307, 2742 Spaatz Drive, interfacing with the Government's Avaya Aura Communication Manager Software Version CM 10.2. The contract will be administered by the 28th Contracting Squadron (28 CONS/PKA) with the requiring activity being the 28th Communications Squadron (28 CS). Monthly recurring charges shall commence only upon formal Government written acceptance of a successful 30-day cutover and testing executed under a separate Contract 1 (Modernization, ESIP Upgrade & Transition).
The service specifications require delivery of 115 Concurrent Call Paths (CCP), 9,000 Direct Inward Dialing (DID) numbers, a dedicated 1000 Mbps commercial transport port with 100 Mbps Committed Information Rate (CIR), and continuous 24/7/365 operations with minimum 99.9% network availability. Quality of Service standards mandate maximum 50 millisecond one-way latency, maximum 20 millisecond packet jitter, packet loss less than 0.1%, and minimum 4.0 Mean Opinion Score (MOS) voice quality rating. The Contractor must maintain Enhanced 911 (E911) geolocation data transmission, Government Emergency Telecommunications Service (GETS) 710 NPA priority access, and adhere to DoDIN Approved Products List (DoDIN APL) certification standards. Outage response times are tiered by priority: high-priority outages require one-hour on-site response, medium-priority outages require 24-hour response, and low-priority outages require five-working-day response. The Government provides allocated floor space in Building 4307 for one 19-inch equipment cabinet with conditioned power and environmental controls maintained between 65°F and 72°F. No Contracting Officer's Representative (COR) is required as this is a firm-fixed-price commercial utility service with objective, measurable performance standards. Contractor personnel must comply with base physical access requirements, REAL ID-compliant identification, and Controlled Unclassified Information (CUI) handling procedures per DoDI 5200.48.
