PERFORMANCE WORK STATEMENT
Standard on Breathing Air Quality for Emergency
Services Respiratory Program Testing and Maintenance
Fire & Emergency Services Travis AFB, CA
1 March 2022
1. DESCRIPTION OF SERVICES: Except for those items or services specifically stated to be Government-furnished in Section 3, the contractor shall provide everything required to perform the Performance Work Statement (PWS). The contractor shall provide all personnel, materials, tools, equipment, transportation, and all other items necessary to perform all operations in connection with the inspection and maintenance of air compressors. The contractor shall also provide all personnel, materials, tools, equipment, transportation, and all other items necessary to provide quarterly Air Sampling as defined in this PWS. Workload information (listing of equipment and parts to be maintained, locations, and summary of quantifiable data) is located in Appendices A of this PWS. This PWS intends to ensure that all air compressors are maintained in operational condition at all times in accordance with NFPA 1500.
BASIC SERVICES:
1.1 The contractor shall perform all inspection and maintenance of equipment in accordance with NFPA 1989-2019ed. : Standard on Breathing Air Quality for Emergency Services Respiratory Protection Ch. 4 & 5. The contractor shall perform quarterly air sample testing and provide certification paperwork to 60 CES/CEF within ±5 days of the last Air Sample through an accredited laboratory as defined in ISO/IEC17025-2017ed.(or current version), ensuring to keep it on a 90 day sample testing basis: General requirements for the competence of testing and calibration laboratories; validating air quality. The contractor shall also certify all services provided in accordance with applicable standards.
1.1.1 The contractor shall perform and certify all inspections and maintenance of air compressors.
1.1.2 The contractor shall perform quarterly air sample tests.
1.1.3 The contractor shall coordinate with 60 CES/CEF anytime service requirements for air compressors exceed the scope of this PWS.
1.1.4 The contractor shall comply with AFI 33-322, Records Management Program, paragraph 10 (which encompasses Records Management, Freedom of Information Act (FOIA), and Privacy Act (PA) requirements. Disposition of records shall be in accordance with Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS) found at https://afrims.amc.af.mil. The Quality Assurance Evaluator (QAE) will review all records, paper and electronic, to ensure the requirements of all programs are met.
1.2 CONTRACTOR POINT OF CONTACT. The contractor shall provide a point of contact that shall be responsible for the performance of work. The name of this person and alternate(s), who shall act for the contractor when the point of contact is absent, shall be designated in writing to the Government POC. The point of contact or alternate shall have full authority to act for the contractor on all contract matters relating to the daily execution of this contract. The point of contact or alternate shall be available during normal duty hours within four (4) work hours to meet on the installation with Government personnel to discuss problem areas. The contractor shall perform the services required under this contract during the following hours: 7:30 a.m. - 4:30 pm. Monday through Friday. The contract point of contact and alternate(s) must be able to read, write, speak, and understand English. Contracted personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which display the company name and employee name.
1.3 EMPLOYEES. All work shall be in accordance with the manufacturer's recommendations and National Fire Protection Association (NFPA) Standards.
1.3.1 The contractor must provide proof of current licensing to the Contracting Officer prior to award of the contract.
1.3.2 The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to a permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contact.
1.3.3 DODI 3020.37, CONTINUATION OF ESSENTIAL DOD CONTRACTOR
SERVICES DURING CRISIS.
1.3.4 This equipment while integral to Fire Department operations is not considered mission essential, and therefore service can be suspended in the event of an emergency.
2. GOVERNMENT-FURNISHED PROPERTY AND SERVICES.
2.1 SERVICES. The Government will furnish the contractor with all reasonable amounts of electric power and other utilities to perform the services required in the PWS.
3. GENERAL INFORMATION.
3.1 QUALITY CONTROL. The contractor shall employ his commercial quality control program/procedures to identify, prevent and ensure non-recurrence of defective services.
Through the implementation of the contractor's quality control program/procedures, the government shall receive quality services meeting the requirements of this contract.
3.2 INSPECTION BY THE GOVERNMENT: The Base Fire Department Logistics section QAP (or designated alternate) performs monthly inspections of all assigned asserts on Travis AFB, CA. During these inspections, the QAP will inspect the work accomplished by the Contractor. This will be in addition to the QAP inspection listed in Base Fire Department Logistics section QAP contact phone number is (707) 424-6574.
4. COMPRESSORS TO BE MAINTAINED. The Contractor shall inspect, test, maintain and draw an air sample from the following air compressors: Scott Eagle II Compressor Serial #9719620 and Eagle Baron Compressor Model #B3GP Serial #14666001.
4.1 REPLACEMENT PARTS: The contractor shall inform the Government when a piece of equipment needs replacement. The Government shall coordinate with the Contractor on a means of acquiring the replacement part. Approval of parts must be obtained prior to the contractor beginning repair work. Upon repair, the contractor shall ensure that the repair is completed satisfactorily. If the contractor and QAP determine equipment is beyond economical repair, the contractor, in coordination with the QAP, shall recommend to the contracting officer in writing, that such equipment be replaced. The contractor shall include substantiating data to support the recommended replacement. The contractor shall return equipment no longer used to the government. Parts purchased for repairs and maintenance shall comply with the manufacturer’s recommendations.
The Government shall have the ability to authorize the Contractor to acquire parts if needed. The Contractor shall then furnish a written cost estimate to the Government POC and the Contracting Officer on any equipment repair to include material. Upon approval of the estimate, the contractor shall ensure that the repair is completed satisfactorily. The Contractor shall then be reimbursed by the Government, at actual invoice cost to the contractor, for all parts used. The contractor shall purchase parts at the lowest price obtainable.
All repairs shall be completed within five (5) workdays unless otherwise approved by the Government POC.
The Contractor shall provide a Material Safety Data Sheet to the Contracting Officer when any chemicals used in maintenance and repair of the systems are brought onto Travis AFB, CA. This includes but is not limited to CO2 and the chemicals used in the wet and dry fire extinguishing systems.
The purpose of MSDSs is to instruct personnel in the handling and disposal of materials.
Contractors must follow all base regulations concerning the transport of hazardous materials onto the installation.
4.2 EMERGENCY REPAIR: In the event of both systems failing the contractor will be contacted to respond. The contact will arrive on the same day the request is made and withing 1 hour or the initait request.
4.3. SCHEDULES/CHECKLIST. The contractor will be provided a schedule of maintenance by the Fire Department Logistics. The contractor is required to notify the Fire Department Logistics Office anytime scheduling conflicts occur and service will be delayed.
4.3.1. All inspections and maintenance must be conducted on or before the date of the current expiration, 90 days from the last test regardless of the date of the previous service. For example, if a system received service on 1 Jan 22 then it would require service no later than 1 Apr 22.
4.4 HOLIDAYS. All scheduling will be coordinated as not to include those dates recognized as Federal or observed holidays. The contractor is responsible to ensure the Fire Department Logistics Office understands any and all holidays observed by employees in an effort to ensure scheduling conflicts do not arise.
4.5 CLEAN-UP OF MATERIALS. The contractor shall be responsible for any discharge/clean-up of dry chemical extinguishers during repair and maintenance whether intended or accidental.
4.6 DISPOSAL OF WASTE. The contractor shall remove all materials, equipment, and refuse generated by this project to an off-base location for proper disposal. The contractor should be aware that within the confines of Fairfield, CA (including Travis AFB) if the contractor sub-contracts for the removal of debris/refuse that the City of Fairfield has an exclusive franchise agreement with Solano Garbage Company, (707) 422-4244, to perform such service.
4.7 HOURS OF OPERATION. Facilities will remain in use by the Government during this contract. The Contractor will keep traffic, dust, noise, and interruption of Government activities to a minimum.
