1. Introduction
This contract is for one base year and four option years to install and remove roof panels on the Chinese Pavilion at the U.S. National Arboretum, 3501 New York Ave., N.E., Washington, D.C. 20002. In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job abiding by applicable Federal, State and local regulatory guidelines.
NOTE: THE CONTRACTOR SHALL NOTIFY THE CO or COR 24 HOURS
BEFORE ANY WORK IS SCHEDULED TO START. The contractor shall be required to notify the CO and/or COR in the event of any change in a scheduled work day. All contractor's work shall be monitored and inspected by USNA personnel and shall be performed in accordance with this statement of work.
The Chinese Pavilion is part of the National Bonsai and Penjing Museum at the U.S.
National Arboretum. The steel and concrete block structure has a lightweight removable roof system made of aluminum and polycarbonate panels that are stored in the basement of the pavilion during the growing season. Access to the basement is from the garage door located on the east side of the building. The interchangeable roof panels are removed and stored and stacked on end in the southern part of the basement each spring and re-installed each fall. In the fall, the roof panels are set in place to maintain a protective structure for the winter. There are four (4) ridges that run east to west. On each side of the ridge are 8 rectangular panels (16 per ridge) and 4 triangle panels at each end (8 per ridge). There are 16 interchangeable panels and 8 end panels for each ridge.
Total of 96 panels for the roof system. NOTE: Due to light nature of the panels, it is important that they are secured at the end of each work day. Also care should be exercised when carrying the panels so that they are not lifted due to wind.

2. Scope of Work
A. The contractor must work with the Bonsai Staff at the USNA to ensure that the bonsai plants housed in the Chinese Pavilion are protected during the installation and removal of the panels. Only authorized USNA staff members will move the trees as needed to ensure that they are not damaged. The bonsai trees are priceless and cannot be replaced.
B. The contractor shall coordinate the work for the roof panel removal and installation schedule with the designated COR and Supervisory Horticulturist. The timing will be based on the temperature forecast and weather and the contractor must perform work within 2 weeks of notification.
C. The contractor shall access the roof by using a contractor supplied ladder or scaffolding from the floor of the Chinese Pavilion below and from the floor of the “Grow Out Area” to the east of the Chinese Pavilion. A crane or “cherry picker” is not required but is permitted.
D. The roof panels are light and can be carried by one person normally; however, some may require two people. Panels are to be hand carried from the basement in the fall and set in place. Matching aluminum strips are used to anchor the roof panels so they stay in place.
In the spring the reverse procedures are used to remove the roof panels.
E. Removal is generally between mid-March and mid-April. The contractor shall remove the anchor screws and aluminum hold down strips and store them in the southern end of the basement. Care must be used when handling panels to ensure that they are not dropped or dragged to avoid damage to aluminum edges. Damaged panels shall be clearly marked
“Damaged” and segregated from the other panels in a designated area in the southern end of the basement. Contractor is responsible for negligent damage that results in an unserviceable panel.
F. Installation is generally between mid-October and mid-November. The contractor shall clean the roof support with water and a broom to remove any foreign materials from roof supports and the gutter channel. Material shall not be dropped on the interior of the
Chinese Pavilion below, but shall be placed in appropriate trash bags and removed from the Arboretum grounds and disposed in an appropriate manner. Following cleaning, the contractor shall install roof panels and anchor them with the provided aluminum hold down strips and anchor screws. The contractor shall provide proper additional anchor screws required due to loss or damage, to include removing and replacing any screws that are broken off in the support frame.
G. The contractor shall provide a report via email to the Contracting Officer Representative
(COR) and copy furnish the Contracting Officer (CO) on any damaged roof panels or aluminum hold down strips that require repair or replacing or any other damage to the benches, fixtures and fencing that may occur during installation. (Report must be provided within 5 business days of finding the damage.)
