About this file
This document is a Performance Work Statement (PWS) for a federal contract opportunity to provide analytical chemical testing and data analysis services for Naval Medical Research Unit San Antonio (NAMRU-SA). The PWS specifies that NAMRU-SA requires an outside vendor to perform analytical and elemental chemical testing, including nuclear magnetic resonance (NMR) spectroscopy and CHNOS analysis, on samples of dental resin microcapsules developed by NAMRU-SA. The key objectives are to determine the chemical composition and ratios of the microcapsule components. The vendor must have experience analyzing polymers and nanomaterials, and will be required to sign a non-disclosure agreement. The contract period of performance is 12 months. The PWS provides details on sample shipment, analysis requirements, reporting requirements, and points of contact.

PERFORMANCE WORK STATEMENT
FY ‘24 Page 1
Sample Analysis of Dental Resin Microcapsules
1. Scope of Work The Naval Medical Research Unit San Antonio (NAMRU-SA) has conducted research that led to production of self-healing polymeric dental resins containing microcapsules (MCs). To further advance this development, the chemical nature of these MCs must be determined. To determine the chemical nature of the MCs analytical and elemental chemical testing and data analysis must be completed. An example of analytical testing is nuclear magnetic resonance (NMR) spectroscopy.
NAMRU-SA does not have the equipment or in-house expertise to accomplish these critical tasks;
therefore, an outside vendor is needed to fulfill all the government’s requirements. The suggested vendor of choice by NAMRU-SA is Eurofins EAG.
2. Definitions and Terms Analytical chemistry is the science of obtaining, processing, and communicating information regarding absolute composition and structure of matter. The science of determining what matter is and how much of it exists. Elemental chemistry is a category of analytical chemistry. The science of determining fundamental (elements) with in a chemical compound or substance.
An example of analytical chemistry techniques: NMR spectroscopy is one of the principal techniques used to obtain physical, chemical, electronic and structural information about molecules due to the chemical shift of the resonance frequencies of the nuclear spins in the sample. NMR spectroscopy can provide detailed and quantitative information on the functional groups, topology, dynamics, and three-dimensional structure of molecules in solution, and the solid state. Since the area under an NMR peak is usually proportional to the number of spins involved, peak integrals can be used to determine composition quantitatively.
An example of elemental chemistry techniques is CHNOS analysis which is performed by detecting reaction products created by burning a compound of interest.
3. Support Requirements The contracted laboratory/company shall use analytical chemistry techniques to analyze the chemical composition of NAMRU-SA’s MCs and provide evidence supporting the relative ratios of various components as outline below.
3.1. Shipment of Samples Requirements
Three independent samples of MCs and a sample of initial chemical components use in the creation of the MCs will be shipped to the vendor from NAMRU-SA for analysis and comparison.
3.2. Analysis Requirements
NAMRU-SA will reimburse the vendor for time spent performing experiments and doing analysis to answer the following questions:
1. What is the weight ratio of the polyurethane shell to the dimethacrylate cargo?
2. How much of the cargo is still in an unpolymerized dimethacrylate form versus in a polymerized state?
3. What is the weight ratio of the tertiary amine within the MC?
4. What ratio of the tertiary amine is chemically incorporated into the MC shell?
5. What is the ratio of unreacted isocyanate groups to polymerized urethane groups in the
MC?
6. Is any dibutyltin dilaurate present, and if so, at what weight percent?

7. Is any sodium dodecyl sulfate present, and if so, at what weight percent?
The vendor may select any appropriate standard analytical chemistry technique deemed appropriate for such analysis, including but not limited to NMR spectroscopy (e.g., 1H, 13C, NOESY, COSY, solid-state) and elemental analysis techniques (e.g., CHNOS analysis).
Specific analytical parameters required for testing will be determined by the vendor.
3.3. Reporting Requirements
The contracted company shall report on the sample results within 3 weeks of experiment completion. The report must be in a format receptive for presentation of the data: a Word document, PowerPoint (.ppt), or .pdf file is acceptable. This report should include analytical technique and testing parameters used, relevant output data (e.g., spectra, elemental percentages), any anomalies, interpretation of normal results, and/or other relevant information on the techniques performed. An explanation of how this data was used to answer the questions listed in section 3.2 will be provided.
4. Additional Requirements/Qualifications The vendor selected for the performance of this statement of work must have specific experience analyzing polymers and nanomaterials.
This contract shall include a Non-disclosure Agreement (NDA) signed by the personnel performing on the contract and counter-signed by their management.
