PERFORMANCE WORK STATEMENT
CATM HAZARDOUS WASTE DISPOSAL AND RANGE INSPECTION/MAINTENANCE
BARKSDALE AIR FORCE BASE, LOUISIANA
20 MARCH 2020
PERFORMANCE WORK STATEMENT
1. DESCRIPTION OF WORK. The following short work description shall serve as general information only, and shall not limit the contractor’s obligation to conform to all state and local regulations in accordance with standard industry practice.
1.1. GENERAL REQUIREMENTS. The contractor shall supply the necessary personnel, labor, materials, supplies, equipment, transportation, packaging, labels, placards, manifests and all other necessities for, or incident to, the performance of work.
1.2. The contractor shall provide the necessary tools and equipment for the maintenance of the firing range at the Combat Arms Training and Maintenance (CATM) compound, Building 6571, on Barksdale AFB, LA. The maintenance shall be performed on a quarterly basis (i.e., four consecutive (4) quarters within the 12-month period of performance). Personnel performing the maintenance shall be fully trained to perform preventative maintenance checks of all equipment associated with the firing range and fully trained to clean hazardous debris and residue. They shall have a working knowledge of how the bullet trap system works, to include the ability to repair the auger, auger motor, DCU, and associated equipment used to keep the bullet trap operational. Additionally, they shall be required to fix all mechanical issues associated with the bullet trap/auger system/DCU. They shall wear the appropriate personal protective equipment (PPE). The contractor shall inspect bullet trap plates, baffle traps, joint strips, deflectors and chambers for wear. The contractor shall test the air compressor and air lines for leaks and change oil as needed and/or according to manufacturer guidance. Disposal of all removed components shall be the contractor's responsibility and we encourage recycling, if possible. Copies of weight tickets for any large items recycled shall be turned-in to the COR.
1.2.1. If parts are needed beyond small, common parts (i.e. screws, nuts, bolts, etc.) to ensure continuous operation of the bullet trap system, the contractor shall notify the COR with a written estimate of parts and labor costs as soon as practical. No repairs shall be accomplished other than routine preventative maintenance without prior approval of the COR.
1.3. The contractor shall provide replacement drums to collect residual copper and debris from the bullet trap and dust collection unit and shall ensure the drums meet all DOT requirements for the type and weight of the material collected. The contractor shall test for leaks and functionality of the Dust Collection Unit (DCU). The filled drums from the bullet trap and DCU shall be placed on pallets for further handling by either CE or CAP personnel. The contractor shall provide two (2) spare collection barrels at the beginning of each contract year in the event drums attain capacity prior to scheduled service.
1.4. The contractor shall be responsible for cleaning the range floor, bullet trap, and gutter. This cleaning shall include removing all debris, casings, and standing water prior to HEPA vacuuming (with an explosion proof vacuum) the entire range floor, walls, bullet trap plates, and gutter. If standing water is present, it should be squeegeed within the confines of the range allowing it to air dry. The contractor shall also wet wipe touchable surfaces at the firing line (barricades and all countertops and tables on the range and in the tower). The contractor shall also clean and replace DCU filters as needed to ensure
3 August 2020 proper operation of the DCU and supporting equipment. Waste minimization techniques will be used during the cleanup process. Every effort will be made to ensure waste generation is kept to a minimum i.e. reuse gear/protective paper as much as possible, ensure no trash gets placed into hazardous waste containers, use the minimum amounts of materials to get the job done. Prior to the start of any work, the contractor will meet with CEIE to discuss cleaning process and identify waste streams.
1.5. Successful cleaning of the range shall be accomplished after submission of independent third party testing results of cleaning swatch samples taken after vacuuming has been completed at eleven (11) random locations as follows: The testing areas and standards of successful cleaning shall be at: Inside the Control Tower at one (1) random location with Copper (CU) measuring less than 1.0 mg/m3, Firing Line at four (4) random locations shall be below 1.0 mg/m3, and three (3) random locations immediately in front of the bullet trap shall be below 1.0 mg/m3.
1.6. SERVICE CALLS. In the event of a mechanical or electrical system failure occurs during normal duty hours, a service call will be placed to the contractor by the COR. Service calls are unscheduled maintenance requests pertaining to situations hindering normal operational efficiency or serviceability of the bullet trap system. The contractor shall respond to routine service calls within a 24-hour period, Monday through Friday, 7:30 am-4:30 pm. The contractor shall submit a description of the problem with a cost estimate to COR within two (2) duty days before any work is initiated. If the malfunctioning bullet trap system will be inoperable for more than two (2) days, (e.g. parts have to be ordered or a corrective action falling outside the scope of this PWS is identified), the COR shall be notified immediately.
1.7. UNSCHEDULED MAINTENANCE. Repairs required outside of reoccurring maintenance are defined as Unscheduled Maintenance. Reoccurring maintenance is but not limited to monthly maintenance. Unscheduled Maintenance estimates will be submitted to the COR and will include an itemized parts list, estimate of required man hours, date to be accomplished, total amount and name of Project Manager. No Unscheduled Maintenance will commence until approved by the CO.
1.7.1. All work accomplished under Unscheduled Maintenance shall be in accordance with the standards contained herein as well as trade standards, manufacturer’s specifications/recommendations, and shall be completed within the negotiated performance period. Upon completion of Unscheduled Maintenance, the contractor shall notify the COR for inspection and acceptance of the Unscheduled Maintenance.
1.6. Hours. The period of time required will be one week. The duty hours to accomplish this work shall take place between the hours of 8:00 a.m. and 4:00 p.m. Central Standard Time (CST), Monday through Friday. Maintenance shall be conducted every quarter. The contractor shall coordinate the exact dates for cleaning/service at least 30 days prior to the actual scheduled date of service.
2. SERVICES SUMMARY
2.1. Services Performance. The contract service requirements are summarized in performance objectives relating directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of
3 August 2020 services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

2.1. QUALITY CONTROL. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the American National Standards Institute (ANSI), Occupational Safety Hazards Administration (OSHA). Include the inspection system requirements of FAR 52.246-4 in this document. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.

2.2. Quality Assurance. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 10 calendar days of receipt.
2.3. Performance Assessment
2.3.1. Periodic Validations. This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.
Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one quarterly period shall result in a warning or letter of concern from the CO.
Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive quarterly periods during a contract year shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.4. Periodic Performance Meetings. The CO, Functional Commander, COR, other government personnel as appropriate, and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the Contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not
3 August 2020 concur with the minutes, the contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: Government will meet all customer required support needed for the contractor to fulfill this contract. The Government will provide water, electric, and lighting. Restroom facilities will be made available to the contractor in the performance of their work.
3.1. Government Remedies: The Contracting Officer will follow FAR 52.212-4, Contract Terms and Conditions- Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
3.2. All solid and liquid waste accumulated in the performance of this PWS shall properly collected and secured by the contractor with containers moved to a Government directed location on-site. Disposal activities of non-hazardous and hazardous waste shall be accomplished by CE or CAP personnel.
4. GENERAL INFORMATION.
4.1. Recognized Holidays: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
NOTE: No work shall be performed on Saturdays, Sundays, or any day the Base is closed due to exercise, elevated security posture, inclement weather causing closure of the base to non-essential personnel, and/or declared military personnel pass period.
4.2. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the Contractor entering the government installation shall abide by the security regulations of the installation. Contractor vehicles driven onto the base will be subject to inspection at entry gate, including but not limited to, military working dog searches. All vehicle drivers must possess a valid driver’s license, current vehicle registration and insurance for base entry.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Those found to be undocumented or illegal aliens will be remanded to the proper authorities.
4.2.1. All contractor vehicles shall be identified with company name and phone contact information located on the driver and passenger sides of the vehicle, with the exception of special purpose vehicles (forklifts and trailers).
4.3. Responsibility. The Contractor is responsible for non-foreseeable damage caused by negligence.
4.4. SAFETY. The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all local, state and federal requirements. All personnel shall be instructed to be mindful of maintaining a safe environment for the base and the CATM compound occupants. The contractor shall ensure all personnel involved in handling and packaging any materials or wastes be trained for the level of expertise required for the proper performance of the task and, in particular, in the
3 August 2020 areas of chemical incompatibility, general first aid procedures and spill response. Waste handling equipment and personal protective equipment shall be provided by the contractor and shall be appropriated to ensure safe handling of all materials and wastes. Contractor personnel and equipment shall be subject to OSHA while on Barksdale AFB property.
4.5. Spill Responsibility. The contractor shall be solely responsible for any and all spills or leaks, and subsequent cleanup, which occur as a result of, or are contributed to by, the actions of the contractor, the contractor’s agents, employees, or sub-contractors. The contractor shall clean up such spills or leaks following industry standard practice and manner in compliance with OSHA standards and applicable federal, state, and local regulations, at no additional cost to the government. Immediately upon discovery, the contractor shall contact the base Fire Department and notify them of any spill or leak which occurs during the performance of work under this contract, regardless of the spill quantity.
