PERFORMANCE WORK
STATEMENT (PWS)
FOR
CATHOLIC CHOIR DIRECTOR SERVICES
AT
JOINT BASE McGUIRE-DIX-LAKEHURST, NEW JERSEY
87th ABW/HC 11 July 2024
1. Place of Performance
The services stipulated in this Performance Work Statement (PWS) shall be performed at the Dix Chapel, Bldg 5240 and the McGuire Chapel, Joint Base McGuire-Dix-Lakehurst, (JB MDL), NJ 08640 or as directed by the Catholic Chaplain in support of the Catholic Worship Service.
2. Contractor Supervision
The U.S. Government will not supervise the contractor in any manner. A point of contact within the 87th ABW/HC will be provided to the contractor for any questions that may arise and has been advised to contact the 87th Contracting Squadron immediately if any performance issues are observed. The Contractor shall report to the Senior Catholic Chaplain or the Catholic Community Coordinator as deemed necessary by the Senior Catholic Chaplain.
3. Continuity of Service
The contractor shall locate and arrange for a suitable replacement/substitute if the contractor is not available for any required services/rehearsals no more than 25% per contract year.
Contractor/contractor employee will have a minimum retention rate of 75% of the 12 month year. Contractor shall be responsible to provide base access for any and all replacements/contractor employee. The contractor shall ensure the replacement can perform subject services as called for in the Performance Work Statement (PWS) including necessary background checks as specified in section 1.a. of PWS. The contractor shall ensure all replacements/substitutes meet or exceed the qualifications as stated in the PWS, and written documentation is provided to the Senior Catholic Chaplain a minimum of two weeks prior to the departure of the contractor’s absence.
The Senior Catholic Chaplain will determine the acceptability of contractor replacement/substitutes. If the replacement/substitute is unsuitable as determined by the Senior Catholic Chaplain, the Contractor will need to nominate additional suitable replacements for approval prior to contractor’s absence. In the event contractor employee quits unexpectedly/fails to perform duties, contractor will find a replacement within 15 calendar days of contractor employee’s departure. "The contractor risks a termination for cause should the contractor's actual or anticipated failure to perform on any or all of the tasks required of the performance work statement. However, should the contractor be aware of any foreseeable performance deficiencies it is incumbent upon the contractor to notify the Senior Faith Group Chaplain immediately and attempt to maintain performance in accordance with the PWS."
4. Performance during a Crisis
Performance during a crisis declared by the President, Secretary of Defense, or overseas combatant commander: This service is not mission essential and does not mee the criteria for continuation of performance during a crisis in accordance with Department of Defense Instruction (DODI) 1100.
5. Background Check
1. All personnel under this contract must complete a positive background investigation as specified herein and by DoDI 1402.5.

6. Period of Performance and work hours
The period of performance for the required services shall be one (1) base year from 01 Oct 2024 to 30 Sep 2025 with subsequent four (4) option years as follows:
Base Year: 01 October 2024 to 30 September 2025
Option Year 1: 01 October 2025 to 30 September 2026
Option Year 2: 01 October 2026 to 30 September 2027
Option Year 3: 01 October 2027 to 30 September 2028
Option Year 4: 01 October 2028 to 30 September 2029
In the event of inclement weather, contractor will refer to 609-754-BASE and Chapel personnel for base closure information and/or procedures.
Work Hours
a. Contractor is expected to work 4 times per week minimum. Two weekdays for rehearsals, and Saturday, Sunday for the actual service.
b. Rehearsals are up to 3 hours per week
c. Services are up to 3 hours per week
In addition to Saturday and Sunday performances and rehearsals, contractor shall include memorial services, all Christmas and Easter seasonal services and performances; all Catholic Holy Days of Obligation, Penance Services, and additional rehearsals coinciding with the above mentioned as required, in writing, by the Senior Catholic Chaplain or his designate.
7. Description/Duties & Responsibilities
1. The contractor shall provide the necessary support to facilitate worship music at the Catholic Services, which shall include acting as Cantor/Leader of Song and Choir Director.
2. The music program shall emphasize music within the Catholic tradition, as directed by the Senior Catholic Chaplain.
3. Contractor risks termination for cause if the contractor fails or is anticipated to fail any/all of the tasks required of this PWS. However, should the contractor be aware of any foreseeable performance deficiencies it is incumbent upon the contractor to notify the Senior Faith Group Chaplain immediately and attempt to maintain performance in accordance with this PWS.
8. Characteristics of the Music Program
1. This position supports the worship component of the Catholic Community and Mission statements as identified by the Catholic Advisory Council and authorized by the Catholic
Chaplain. The Music Program will meet the needs of a Catholic Community as determined by the Senior Catholic Chaplain.
2. The music program will be designed to provide appropriate music ministry within the Catholic worship setting.
3. The Senior Catholic Chaplain is solely responsible for all activities conducted during worship, including music. At no time will the music director deviate from programmed activities without the permission and guidance of the Catholic Chaplain.
4. The nature of the work requires active participation in the JB MDL Catholic community.
The Contractor shall actively recruit volunteer choir members within the JB MDL Catholic Community
5. The contractor shall attend and conduct all musical activities, services, and rehearsals.
9. Specific tasks:
1. Directs all worship music at the Saturday and Sunday JB MDL Catholic services, as instructed by the Senior Catholic Chaplain.
2. Observes all safety and security requirements at the designated facility.
3. Monitor chapel musical instruments. Advises the Senior Catholic Chaplain in charge of the service of any needed repair, preventative maintenance, or replacement.
4. Ensure that chapel equipment used outside the chapel facility for chapel sponsored programs is signed out on the appropriate AF Form 1297, temporary issue receipt, and proper resource protection measures are taken for the period the equipment is outside the chapel.
5. Request logistical support using established AF and chapel policies and procedures.
6. The contractor will ensure that all facilities are properly secured at the conclusion of each rehearsal or service, when a chaplain or Chapel Service Support Personnel are not present.
7. Research and organize selections to become familiar with music on hand, which includes the selection of appropriate Catholic Liturgical Music, approved by the Senior Catholic Chaplain. All music selections shall be submitted to the Senior Catholic Chaplain a minimum of two weeks prior to performances.
8. Provide choir support for military and civilian community events as an outreach as tasked by the Senior Catholic Chaplain.
9. Contractor shall not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.
10. While in the performance of their duties, must wear appropriate professional business attire. Must present a neat/clean image.
11. Other duties, related to the Catholic Music program as deemed necessary by the Senior Catholic Chaplain and/or his designee.
10. Qualifications
Contractor must submit a resume that documents evidence of the following: An undergraduate degree in music with proficiency in Catholic music and able to accompany a Catholic musician OR a minimum of five years’ full time documented experience in leading a Catholic congregation and/or choir in Catholic music. Volunteer experience and/or documented musical abilities are prerequisites.

2. Demonstrate a commitment to and a familiarity with the Christian faith as practiced in the Catholic tradition.
3. Highly effective communicator, skilled in conflict resolution and working with adults and youth, ability to transpose, rhythmic accuracy, music sensitivity, and appreciation of liturgical aesthetics.
4. Contractor must have a willingness to work in the pluralistic environment of the Chaplain Corps. Have an ability to work unsupervised in a fluid and sometimes-stressful environment with staff, and volunteers. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Submit one letter of reference to show these attributes.
11. The Contractor will provide any contractor specific supplies and equipment to include:
1. Personal transportation
2. Contractor preferred supplies. Contractor will be provided a space to work and rehearse.
3. The Contractor will provide the personal skills, training, competency attitude and spiritual strength that will be needed to meet all requirements contained in this PWS.
12. Contractor will not perform the following tasks:
1. Receptionist duties.
2. Tasking(s) received from anyone other than the Senior Catholic Chaplain or his designee.
This includes tasking from other Joint Base Mission Partners not coordinated through the Senior Catholic Chaplain.
3. Fill out forms for other contractors or volunteers. May assist in filling out purchase requests electronically for volunteers without access to government computer system.
13. Program Specific Government Furnished Property and Services
The chapel will provide reasonable programming, and storage space to include scheduled access to the required chapel facilities.
1. Storage space as available and negotiated for through the Senior Faith Group Chaplain, (storage space priorities are set by the Joint Base senior chaplain and Non Commission Officer In Charge (NCOIC), of Chapel Operations.
2. The chapel will provide necessary program specific supplies and equipment as negotiated for through the Senior Faith Group Chaplain. Supplies and equipment can include:
a. Tuned instruments for performances and rehearsals
b. Budget support for purchase of music and musical supplies
