About this file
This document contains a Draft Performance Work Statement (PWS) for a federal contract opportunity to provide Construction Blueprint Review Services for the Operational Test and Evaluation Force (OPTEVFOR) located in Norfolk, VA. The objective is to conduct up to three independent reviews of draft construction blueprints to ensure compliance with Intelligence Community Directive (ICD) 705 and other relevant DoD and Navy policies for Sensitive Compartmented Information Facilities (SCIFs).
The PWS requires a Site Security Manager (SSM) with at least 5 years of construction experience and familiarity with ICD 705 and related regulations. The work can be performed at the contractor's site over a 6-month period of performance. There is no requirement for a security clearance during this phase. The contractor must provide all necessary personnel, management, and materials to perform the blueprint review. Two deliverables are required - reports on the initial pre-solicitation blueprint review and the post-solicitation question phase review. This requirement is anticipated to be an unclassified contract and will not require a DD254.
