Performance Work Statement (PWS) For
C-130 Wash Rack Maintenance and Repair Contract
Objective. Acquire regular maintenance and service by qualified professionals for the C-130 wash rack and related equipment.
1.0. Description of Services.
The contractor shall provide all tools, parts, equipment, materials, transportation, personnel, labor, supervision, and management necessary to perform aircraft wash rack maintenance and repair services for the 355th Equipment Maintenance Squadron on Davis-Monthan AFB (DMAFB), AZ. The C-130 wash rack consists of the below equipment:
-3ea heated pressure washer systems -6ea pressure washer guns/wands -2ea AC units located in the equipment/mechanical rooms -2ea water cannon systems including related heating systems, lines, and guns/heads -2ea foamer systems including lines and guns/heads -1ea water storage/supply tank and all related equipment -1ea soap storage/supply tank and all related equipment -1ea air compressor used by the wash systems -3ea exterior hose reel systems including enclosures, reels, motors, and switches
1.1. Scheduled Preventive Maintenance. The contractor shall inspect and perform preventive maintenance as recommended by the manufacturer, on all items listed above. The contractor shall ensure the wash rack operates properly and safely while minimizing disruptions and inconveniences to users, until the next scheduled maintenance.
1.1.1. Scope of Preventative Maintenance Repairs. Repairs made during scheduled preventative maintenance are considered any repairs consistent with normal wear and tear of wash rack operation.
1.2. Maintenance Schedule. The contractor shall develop and submit a preventive maintenance schedule to the Contracting Officer for acceptance, within 30 days of contract start date. The contractor shall submit an updated schedule when changes are necessary, prior to implementing the changes.
1.3. Repair Service Calls. The contractor shall respond to repair service calls, placed by designated Government representatives, and perform necessary repairs to return the wash rack to operational condition. The Government representative will designate the repair category (routine or emergency) when placing service calls. The contractor shall determine the cause of the wash rack malfunction and provide the cost and estimated time for repairs to the Government Aircraft Wash Rack Manager. The contractor shall not begin repairs until authorization is given by a Government representative.

1.3.1. Routine Calls. The contractor shall respond on-site to routine repair calls within 2 business days.
1.3.2. Emergency Calls. An emergency call is defined as any damage or problem that would cause an unsafe condition or bring all wash operations to a stop. The contractor shall respond on-site to emergency repair calls within 6 hours if notified before 9:00 a.m., or respond on-site the following business day if notified after 9:00 a.m.
1.4. Contract Manager. The contractor shall designate a primary contract manager (CM), who will be responsible for contractor-performed services. Upon contract award, the contractor shall submit the name and telephone number of the CM, in writing, to the CO. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract. The CM shall be present and available within 2 days of notification to meet on the installation with Government personnel designated by the Contracting Officer to discuss any contract issues or problem areas.
1.5. Wash Rack Availability. The wash rack will be available to the contractor during the hours of 7:00 a.m. – 4:00 p.m., Monday through Friday, except Federal Holidays and DMAFB down days, to perform maintenance and repair services. The contractor shall include the days and times they will perform maintenance services on their maintenance schedule. Additionally, the contractor shall contact the Aircraft Wash Rack Manager prior to arriving and departing Davis-Monthan AFB.
1.6. Location of Maintenance and Repairs. The contractor shall perform all wash rack maintenance and repair services at the permanent site of the wash rack, 4930 S Ramsgate road, Building 4886, Davis-Monthan AFB 85707.
1.7. Contractor Arrival and Departure. The contractor shall contact the Aircraft Wash Rack Manager, at 520-228-5966 or 520-228-3591, upon arrival and prior to departing DMAFB after maintenance and/or repair services are complete. A wash rack representative will escort all contractors that do not have proper authorization for flightline access.
1.8. Contractor Report. Upon completion of maintenance and/or repairs, and prior to departing DMAFB, the contractor shall provide a report to the Aircraft Wash Rack Manager with the following information:
a. Date and time preventive maintenance and/or repairs were performed
b. Maintenance and/or repairs completed
c. Test results
d. Condition of the equipment inspected,
e. Parts replaced,
f. Warranty terms and conditions
g. Printed name and signature of technician
h. Notes or recommendations from the service technician.

1.9. Non-Routine Maintenance. If during scheduled maintenance, repairs require work considered over and above routine maintenance, the contractor shall notify Aircraft Wash Rack Manager for appropriate decision and action.
1.10. Contractor Warranty. The contractor shall provide a minimum 1 year warranty for all parts and labor.
1.11. Consumables and Non-Warranty Replacement Parts. The Government will provide or reimburse the contractor for consumables and non-warranty replacement parts, at cost.
1.12. Deliverables/Reporting Requirements.

2.0 Special Requirements.
2.1. Maintenance/Repair Delays. If the contractor is unable to perform maintenance or repairs due to circumstances beyond their control (e.g. awaiting parts), the contractor shall notify the Aircraft Wash Rack Manager of the delay and provide the estimated downtime estimated maintenance or repair date. Wash rack downtime shall be kept to an absolute minimum. If maintenance or repairs cannot be completed by the estimated date, the contractor shall provide a new estimated maintenance or repair date.
2.2. Contractor Personnel Qualifications. The contractor shall ensure only fully qualified certified technician(s) perform preventive maintenance and repairs to the wash rack. The contractor shall provide proof of technician qualifications upon Government request.
2.3. Replacement Parts. The contractor shall only use new genuine replacement parts and materials that conform to the original equipment manufacturer’s specifications, of equal or better quality, unless otherwise approved by the Contracting Officer, or a designated representative. Rebuilt assemblies/subassemblies may be used if the item meets the manufacturer’s specifications for reconditioning and the item is standard to industry practice, and carries the same warranty as a new assembly or subassembly. The contractor shall dispose of all used parts at a site outside of DMAFB.
2.4. Safety. The contractor shall comply with all applicable laws and safety regulations.
Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the contractor’s obligation, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.

2.5. Safety Equipment and Clothing. The contractor shall provide contractor employees with all safety equipment and clothing necessary/required to perform maintenance and repair services, at no additional cost to the Government. These item(s) shall meet all State, Federal and OSHA safety guidelines.
2.6. Processing Hazardous Materials (HAZMAT) for Use on DMAFB. The contractor shall not bring or use any type of HAZMAT on DMAFB, until the HAZMAT has been approved by the Hazardous Materials Pharmacy (HAZMART). Upon contract award, the contractor shall submit Material Safety and Data Sheets (MSDS) to the Contracting Officer for all HAZMAT the contractor intends to use on DMAFB. The Aircraft Washrack Manager will contact the contractor if more data is required for HAZMAT use approval. The Aircraft Washrack Manager will also notify the contractor if the HAZMAT has been approved for use on DMAFB, including information for tracking HAZMAT by the contractor, if required.
3.0. General Information
3.1. Data. The Government has unlimited rights to all deliverables of this contract to include intellectual property rights.
3.2. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
3.3. List of Employees. Upon contract award, the contractor shall provide a list of employees that will perform services on DMAFB, with each employee’s name, driver’s license number and state of issue to the Contracting Officer. The contractor shall provide an updated list when an employee's status or information changes. The name of any contractor employee that is terminated during the period of the contract must be reported to the Contracting Officer in writing within one workday of the employee’s termination.
3.4. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.
3.5. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc.
3.6. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants. The use of cell phones is prohibited while driving on base, unless the phone is a hands-free cell phone.

3.7. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
3.8. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
3.9. Physical Security. Contractor employees shall safeguard all Government property and controlled forms provided for contractor use. At the end of each work period, the contractor shall secure all Government facilities, equipment, and materials. The contractor shall establish and implement methods of ensuring all Government lock combinations, are not lost, misplaced, or used by unauthorized persons. The contractor shall prohibit the use of lock combinations, issued by the Government, by any persons other than the contractor’s employees. The contractor shall also prohibit and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
3.10. Contractor Personnel Travel on the Installation. All contractor personnel will limit their travel on the installation only to specific areas required for performance of services, specified break and meal areas, or travel directly to and from these locations.
3.11. Federal Holidays. The Federal Government observes the following holidays. (Note: If the holiday falls on a Saturday then the holiday will be observed as recognized by the Federal Government). The contractor shall not normally be required to provide routine services on holidays, or the actual day set aside for observation.

3.12. Continuation of Essential DoD Contractor Services During Crisis. This requirement has been determined not to be essential and does not require continued support during a crisis, as defined in the Department of Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 237.76, Continuation of Essential Contractor Services.
3.13. Contractor Employee Appearance. Contractor employees shall present a professional, conservative, and neat appearance. Contractor personnel shall report for duty in a professional manner, in appropriate attire befitting the work environment, and have complied with socially acceptable standards of personal hygiene. While performing services, contractor employees
27 August 20 Page | 6 shall be neat and clean (free of visible dirt and stains), well-groomed and appropriately dressed.
The contractor employee's clothing shall fit correctly to provide a professional, modest appearance, in keeping with normally accepted commercial standards of dress for the work being performed.
3.14. Communication. Contractor employees shall maintain open, professional, and respectful communication with Government personnel (military and civilian) and other contractor employees. The COR will report valid complaints in writing to the CO for action. Valid complaints will be considered a performance failure. The contractor shall resolve all substantiated complaints immediately upon notification of the complaint. Contractor employees are required to identify themselves as a contractor at all times while on the job.
4.0. Government Provided Items and Services
4.1. Government Furnished Services. The Government will provide the contractor with a source of water and electricity.
4.2. Sludge and Debris Removal. The Government is responsible for the removal of sludge and debris.
4.3. Maintenance and Repair Records. The Government will provide access to all previous available wash rack maintenance and repair records. The contractor shall maintain all maintenance and repair records for contractor-provided services and make them available to the Government upon request.
4.4. Warranties. The Government will provide existing wash rack warranty information to the contractor and the contractor shall take advantage of all existing warranties.
4.5. Emergency Services. The Government will provide security forces services (call (520) 228- 4444 for emergencies only), and fire protection services (call (520) 228-3333). There is no emergency room on DMAFB, therefore contractor personnel shall call (520) 228-3333 for medical emergencies.
4.6. Recycling Program. The Government will provide recycling services and the contractor is required to participate in the base-recycling program.
