PERFORMANCE WORK STATEMENT
FURNITURE DESIGN, PURCHASE & INSTALLATION BLDG 241 H BAY
TRAVIS AFB CALIFORNIA
DATE: 10 June 2020
1.0 INTRODUCTION
The Contractor shall be responsible for all equipment, labor, tools, materials, and ancillary items necessary to design, purchase, demo and install modular furniture in Building 241 H Bay.
2.0 SCOPE OF WORK
The performed tasks shall be based on the project description and other data furnished in this PWS. The scope of this project includes designing a functional and collaborative layout using systems/modular furniture based on the provided floorplan (attachment 1), purchasing the necessary furniture based on approved design layout, and installing the newly purchased furniture. This shall include, but is not limited to:
2.1 Background: Currently, the 60th Air Mobility Wing Phoenix Spark Hub (Innovation Cell) is in a temporary space in Building 181 Rm 124. The current construct does not support the overall requirements of a welcome area, collaborative design thinking space, maker space, private office space, and meeting/briefing space. Phoenix Spark frequently welcomes distinguished visitors to include partners from academia, industry, and government. Most importantly, it is a space to inspire Airmen to innovate and therefore must be highly functional and highly collaborative in design. A layout was drafted and must be designed based on this template. New furniture needs to be purchased in order to meet the overall requirements of Travis Air Force Base’s innovation hub.
2.2 Tasks
Task 1 Design Functional Layout: As part of the proposed effort, the Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent practicable throughout the project performance. The government provided documents and existing field conditions shall be reviewed by the contractor to identify any potential discrepancies and develop necessary requests for information (RFI) prior to work beginning. Efforts shall be in strict accordance with the contract documents. Substitutions and/or deviations will not be accepted unless approved by the Contracting Officer (CO) in writing. Clean up all debris, restore disturbed areas, dispose of all waste off site at the conclusion of work. The task descriptions below are summaries of work to be completed in order to result in a completed project.
a. Contractor shall conduct site visit to mitigate unforeseen site conditions.
b. Contractor shall conduct site visit to coordinate the design of the new layout with the user to ensure functionality and use.
c. Contractor shall design a layout based on provided floorplan proposal (attachment 1) and the site visit with the user.
d. Contractor shall provide user with color options/samples included within proposal.
Government will chose color options after award. Failure to provide color samples will be cause to determine technical unacceptability.

Task 2 Purchase New Furniture:
a. Ktr shall purchase Steelcase furniture or equal.
b. Any or equal item will be approved by the user prior to purchase.
Task 3 Install New Furniture:
a. Ktr shall install all purchased furniture based on manufacturer standards.
b. Any and all deviation from purchased furniture or unforeseen site conditions must be approved by the user.
c. Install:
2.3 Deviations will not be accepted or considered by the Government without formal approval in writing from the CO. Criteria drawings detailing the contracted work are included in PWS Attachment 1.
Site Verification: Verify actual existing site conditions and identify potential conflicts prior to starting work.
Protect Non-Work Areas & Equipment: Install protective coverings and barriers to protect non work areas and equipment remaining in the work area from damage, debris and dust during performance of the work.
Clean up: Remove protective coverings and clean up all areas affected by demolition/installation to restore original conditions
Disposal: Dispose of all waste off site at the conclusion of work.
3.0 GENERAL REQUIREMENTS
Applicable provisions of the Contract Clauses in the contract will govern work under each section of the specifications.
3.1 Identification of Employees: The Contractor shall be responsible for obtaining security clearances and badges for each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the CO and Security Forces.
3.2 Job Site Tools and Equipment: All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use.
3.3 Notification Requirements: The Contractor shall notify the Government a minimum of five (5) days in advance of demolition/installation. The Contractor is required to notify the CO and end user of critical issues that may affect the contract performance and/or human health and the environment.
3.4 On-Site Field Oversight: The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure responsible oversight throughout accomplishment of the project. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract.
3.5 Period of Performance: The Period of Performance shall be no longer than 90 calendar days.
3.6 Federal Holidays: Travis AFB observes the following Federal Legal Holidays;

3.7 Working Hours: The normal working hours for the base are from 7:30 AM to 4:30 PM, Monday thru Friday excluding Federal Holidays.
3.8 Availability and Use of Utility Services: The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract.
3.9 Clean Up: At the end of each working day the Contractor shall clean up the work site by the removal of all debris, waste materials, packaging material and the like. If the before mentioned items could become airborne they shall be placed in refuse containers immediately.
4.0 UTILITY OUTAGES
4.1 Definition: Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.
4.2 Outage Coordination: All utility outages shall be coordinated with the Using Agency through the CO or the COR. Notice of the necessity for an outage shall be provided by the Contractor to the CO, in writing, not less than seven (7) working days prior to the time of the required outage and written approval for the outage will be issued by the Contracting Officer. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration.
4.3 Restoration: Once a utility outage is arranged and work begun, work shall continue until all utilities are restored to the affected facility or facilities.
4.4 Cancellation: In the event a scheduled utility outage is cancelled by the Government, notification will be given to the Contractor at least 24 hours in advance of the time for the outage to start.
Rescheduling of a cancelled outage must be coordinated with written notification as described above.
5.0 DELIVERABLES / SUBMITTALS
5.1 Delivery/Warranty: The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the warrant documentation. The warranty shall be issued in accordance with FAR 52.246-21. Delivery shall be completed within 30 days after contract award.
6.0 CONTRACTOR’S QUALITY CONTROL
6.1 Field Measurements: The Contractor shall be required to make his/her own field investigations to verify existing conditions, dimensions and other information shown on Government furnished reference drawings. Deviations, errors, or omissions in the government supplied reference materials shall be identified and addressed by the contractor prior to the start of work.
7.0 INSPECTION AND ACCEPTANCE
7.1 Provisions: Government inspections and final acceptance shall be scheduled by the Contractor as the work is completed with the following additional provisions:
The Contractor shall give the Government a minimum of three (3) working days’ notice for all requested inspections.
The Contractor shall verify that the work to be inspected is in full compliance with the contract documents prior to the requested date of inspection.
8.0 WATER CONSERVATION
8.1 Water Conservation: Conserve water to the greatest extent possible.
9.0 CONTRACTOR STORAGE/STAGING AREA
9.1 Operations and Storage Approval: Notwithstanding Contract Clause, FAR 52.236-10, Operations and Storage Areas, subject to approval by the CO and in turn, availability and need, a storage/staging area shall be provided at the subject project site.
9.2 Storage Area Clean Up: At work completion, clean the storage area. This area must be free of any materials, trash or debris before receipt of final payment. Existing fencing shall remain Government property.
10.0 CONTRACT ADMINISTRATION / POINTS OF CONTACT
10.1 Contracting Officer Authority: CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
