BASIC MOUNTAIN FLYING TRAINING COURSE

1 DESCRIPTION OF SERVICES: The contractor shall provide an instructor pilot, Bell helicopter aircraft, fuel, aircraft maintenance and helicopter instructor pilots with mountain flying knowledge, expertise, and opportunity for application of skills in glacial and alpine environments above 8,000 feet mean sea level. Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement (PWS).

1.1 SPECIFIC REQUIREMENTS

1.1.1 Controlled exposure to degraded aircraft performance environment inherent in alpine operations such as reduced lift, oxygen scarcity, complex terrain, and treacherous wind profiles.

Training must be compatible with Air Force aircrew qualifications/experience and build upon existing knowledge and skills in a logical and productive manner. Upon completion of the training, Air Force aircrew should be able to accurately diagnose complex wind profiles, assess aircraft performance in a variety of scenarios, safely analyze potential landing zones, and execute successful approaches to confined mountainous unprepared landing zones while employing advanced risk mitigation techniques tailored to mountain flight regimes.

1.1.2 Aircrew require use of a Bell Helicopter as well as exposure to a high altitude mountainous region.

1.2. Contractor is expected to be available throughout predetermined hours on an agreed upon schedule during the entirety of the course.

1.2 CONTRACTOR REQUIREMENTS:

2 GENERAL INFORMATION:

2.1 HOURS OF OPERATION: The contractor shall perform the services required under this contract during the schedule as determined by the staff and participants in the program, recognizing that weather will require significant flexibility in order to maximize training with limited resources. Any holiday rescheduling shall be at no additional cost to the government and shall not be the basis for non-performance.

2.2 Security Requirements: all training will be conducted with contractors provided aircraft facilities with an expectation for safety and security for all inhabitants throughout all phases of the course.

2.3 ILLEGAL CONTROLLED SUBSTANCE: The U.S. Federal government is the most vocal opponent of the drug industry and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized at the place of performance what so ever. Controlled substances shall not be transported on the installation via vehicle or on an individual person. Marijuana/cannabis, cocaine, crack cocaine, LSD, methamphetamine (meth), heroin, anabolic steroids, psilocybin mushrooms, are some of the forbidden substances (this list is not all-inclusive). Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired and the label must clearly indicate the name of the person the medication is issued

to. Otherwise, prescription medication may be deemed illegal by law enforcement officials.

Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation. Additionally, contractor pilots and aircrew must adhere to FAA standards in accordance with their aeronautical type, ratings, certificates, and licenses.

2.4 CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DOD)

CONTRACTOR SERVICES DURING CRISIS. In the event the contractor is unable to perform his daily operations due to peacetime emergency and/or wartime contingency disturbances, etc., neither the Government nor thecontractor shall take action for non-compliance with contract requirements. Upon notification by the CO, the contractor may be asked to perform contingency, emergency, or special event services. Emergency and special event services will be priced separately from routine services.

2.5 GOVERNMENT REMEDIES. The CO shall follow FAR 52.212-4, Contract Terms and

Conditions- Commercial Items (Nov 2021), for contractor’s failure to perform satisfactory services or failure to correct non- conformingservices.

2.6 SPECIAL QUALIFICATIONS: Instructor pilot must hold a FAA flight instructor certificate, be current and qualified to act as Pilot in Command of the aircraft flown for training, possess instructor-level mountain flying knowledge and be familiar with the environment where training will be conducted.

SERVICES SUMMARY:

Certificate of accomplishment and training report including flight time must be provided to the student upon graduation.

The contractor shall provide 3 days high altitude mountainous flight ground instruction addressing items in PWS paragraph 1.1.1.

Ground instruction can be reduced to 2 days if students fully comprehend mountain flying concepts

SS # 2

Aircrew shall receive 22 flying hours.

Weather may reduce possible flying hours to no less than 22

SS # 3

Flight experience operating a

Bell Helicopter in a high altitude mountainous environment.

In the event of maintenance issues, a satisfactory alternative must be provided.

The contractor will provide 3 days of ground school and digital Mountain Manual on supplied tablets.

3 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Exception: US Air Force aircrew students will bring their flight duty uniform and helicopter flight helmet with them for use during training. Should an emergency arise, only the necessary basic life-saving and life support measures will be provided during the emergency.
