Performance Work Statement (PWS) Bicycle Share Program

******DRAFT******

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility Performance Work Statement (PWS) Bicycle Share Program

1.0 BACKGROUND: Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF), a naval industrial facility located on the island of Oahu, Hawaii, maintains, overhauls, and repairs various vessels for the US Navy. Over 5,000 military and civilian personnel work to keep the US Navy “Fit to Fight.” Maintenance work on navy ships requires a safe work environment.

2.0 OBJECTIVE/SCOPE: PHNSY&IMF seeks services from a Contractor to establish a bicycle share program for PHNSY&IMF employees to facilitate transportation between work sites. The bicycles are intended to support personnel transit only within the PHNSY&IMF Controlled Industrial Area (CIA) contained within a defined fence line. The bicycle share program shall only allow PHNSY&IMF employees to take any available bike from any bike station, ride the bike for the duration of their shift, and return the bike to any designated bike station.

The non-motorized bike share program will start with 300 bicycles but would like to expand the program to up to 500 bikes if participation increases.

3.0 REFERENCE: None

4.0 PERFORMANCE REQUIREMENTS: Services shall be performed in strict compliance with Attachments – Appendics I, II, III, and IV, and meet the following requirements:

(a) The bicycle share program will provide non-motorized bicycles with bicycle-mounted basket or storage container for carrying cargo (i.e. tools, personal items) between work sites. Basket or storage containers must be able to carry approximately 20 pounds of cargo. Bicycles will be non-motorized so gasoline-powered vehicles like mopeds, motorcycles, or golf cart vehicles and electrical motored bicycles are not allowed. Bicycles must accommodate only one rider. No multi-seat bicycles or side cars are allowed. The speed limit in the Controlled Industrial Area (CIA) is 15 miles per hour (MPH) so bicycles cannot have capabilities of exceeding 15 MPH.

(b) 100% of bicycles located inside the CIA must be in operational condition. The contractor will be responsible for conducting periodic inspections or audits of bicycles and provide monthly reports to the government of employee hoarding of bicycles, bicycle usage, loss of bicycles, material condition of the bicycle fleet, conduct inventory, identify problems and address concerns.

(c) Broken bicycle notification – shall replace with an operational bicycle within _____hours?

(d) The contractor shall conduct all bicycle maintenance at the contractor facility. PHNSY&IMF will not provide a space for the contractor to conduct bicycle maintenance on site. The contractor may also replace bicycles that become non-operational vice repairing.

(e) The contractor shall operate an established control system to monitor bicycle usage, and prevent bicycles from leaving the CIA. Bicycles are only authorized to operate within the CIA and other commercially-obtained bicycles (even if from the same company) are not authorized to dock at bicycle stations located inside the CIA. Contractor control system shall ensure bicycles are not removed from the CIA except by the contractor for repair, maintenance or replacement.

(f) The contractor will install bicycle stations in several locations within the Controlled Industrial Area (CIA). The number of bicycles that each bicycle station can accommodate may vary depending on the personnel concentration located at each shop. Attached map of the CIA provides suggested locations for bicycle stations. Bicycle stations will be placed in front of large production and engineering buildings and between Drydocks 1, 2, and 3. Suggested locations are based on known personnel concentration, known job specialties that require a lot of transit between work areas based on historical usage.

(g) If electrical power is required for operation of bicycle stations or control system, the contractor is responsible for providing an independent power system. The government will not run power to bicycle stations or control systems provided by the contractor. The contractor is prohibited from utilizing government-owned power sources. For example, the contractor cannot utilize the electricity from the nearest existing government-owned electrical substation or building to provide electrical power to a bicycle station or control system. Bicycle station must be anchored to ensure they do not present a missile hazard during hurricane conditions.

(h) Contractor personnel who require access to CIA to access bicycles and bicycle stations will require eligibility for a security clearance to be able to enter the CIA without escort. Refer to Attachment – Appendix V. The Shipyard will not provide escorts for contractor personnel to facilitate administration of the bicycle share program.

(i) The entire naval base including the CIA is an exclusion zone for drones. Access to WiFi, Bluetooth, or wireless systems within the CIA is prohibited by military cyber security regulations. The contractor cannot bring cell phones, iPads, any wireless, any devices with photo taking capabilities, laptops, or any non-government computer devices into the CIA.

(j) PHNSY& IMF will not assign bicycles to individual employees. Any Shipyard employee should be able to take any available bicycle from any bicycle station, ride the bicycle for the duration of their shift, and return the bicycle to any designated bicycle station. Bicycle stations should have sufficient slots for return to ensure available return slots at least 90% of the time. The contractor will provide the government indefinite quantities of materials on demand to hand out to prospective users to provide information on the technical aspects of checking out, returning, and using bicycles properly.

(k) The contractor will provide markings and/or signage on bicycles and bicycle stations providing information on who to contact in event of bicycle damage, need for repair, loss, or need for replacement of bicycles.

(l) If the contractor requires training before their bicycles can be used, the contractor will establish and operate such training programs. The Shipyard will not provide personnel to provide such training. Training must be provided to Shipyard employees onsite and not require employees to travel to the contractor facility to receive the training. The contractor will provide an indefinite quantity of handouts, training materials, and instructions as necessary to administer the training program.

(m) The contractor will not take direction from individual bicycle riders on bicycle issues. Any contractor bicycle issues will be communicated through the Contracting Officer.

(n) The Shipyard works up to 3 shifts per day covering 24 hours per day, 7 days a week and bicycles must be available to support all shifts.
