PERFORMANCE WORK STATEMENT

FOR

SNOW AND ICE CONTROL SERVICES

HANCOCK FIELD ANGB

1. General: This is a non-personal services contract to provide snow and ice control services at Hancock Field Air National Guard Base (ANGB) as defined in this Performance Work Statement (PWS). The New York Air National Guard (NYANG) shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the NYANG.

1.1. Description of Services: The Contractor shall provide all necessary all personnel, labor, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform snow and ice control services as defined in this PWS for areas shown in Attachment A.

1.2. Objectives: The objective of this contract is for the Contractor to perform necessary snow and ice control services in a manner that will maintain safe conditions on parking lots and roads as defined in the PWS for the facilities identified at Attachment A.

1.3. Scope: The Contractor shall, without notification, remove snow and ice, including drifts or piles (except where noted on Attachment A), from all parking lots and roads with the priorities specified in Attachment A. Base primary work shift is from 0600-2230. To the maximum extent possible, roads and parking lots should be cleared before the 0600 shift start. The Contractor shall treat plowed, cleaned, and icy surfaces by applying salt that will be supplied by the NYANG. In the case of localized snow or icy conditions that the contractor may not be aware of, the contractor shall provide a contact that is available at all times (24- 7-365) to receive calls for snow removal and/or de-icing. Contractor will begin on site clearing within 30 minutes of call-in.

1.3.1. Parking Lots and Roads: If the accumulation of snow exceeds two (2) inches, the Contractor shall commence the snow removal and salting operations in accordance with the PWS.

1.3.2.1 If the snowfall continues as a result of an “Ongoing Snow Event” and the new accumulation exceeds two (2) inches, the Contractor shall, without notification, return and commence snow removal and de-icing in accordance with the priorities specified in Attachment A.

1.3.2.2 If there is any accumulation of ice due to precipitation or normal freeze/thaw cycle the contractor will treat the icy surfaces with salt.

1.3.2. Hauling of snow – The contractor will not be responsible for the hauling of snow. The snow will be piled in locations designated on Attachment A.

1.4. Period of Performance: The period of performance shall be 0001 1 Nov 2020 to 2359 30April 2021.

The Contractor shall be accessible on a 7 day, 24 hour basis, including holidays.

1.5. General Information:

1.5.1. Marking stakes indicating obstacles to avoid and road limits during the snow removal operations shall be installed and removed by the NYANG. The contractor may add additional marking stakes at their own expense. NYANG will remove contractor installed stakes at the end of the snow season unless the contractor would like collect and re-use them.

1.5.2. All official times and snowfall measurements shall be supported by those recorded by the

National Weather Service serving the local area.

1.5.3. Only rubber-tire vehicles shall be allowed. The Contractor shall utilize equipment of sufficient size that will enable the contractor to safely move snow to the designated areas.

1.5.4. All offerors are encouraged to visit the site and take necessary steps to ascertain the nature and location of the work and the general conditions which can affect the work or costs thereof. A site visit will be scheduled prior to bid due date.

1.5.5. SITE VISIT: The Contractor shall visit the site identified in Attachment A within 7 days of award and meet with the facility manager to discuss any concerns prior to the snow season.

1.5.6. QUALITY CONTROL: The Contractor shall develop and maintain a quality control program to ensure snow removal services are performed in accordance with the PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the Contracting Officer for review, feedback, and approval. The plan shall be submitted no later than the post-award conference.

1.5.7. AREAS DAMAGED BY THE CONTRACTOR: Areas or property damaged as a result of

Contractor vehicles or carelessness shall be the responsibility of the Contractor and covered at the Contractor’s expense for replacement/repair. Damage to lawn areas due to normal snow removal operations will be repaired by the NYANG and are not the responsibility of the contractor.

1.5.8. MODIFICATIONS: Modifications for a price increase or decrease to the contract shall be made when a change in scope is officially added or removed on the contract and identified in Attachment A, with all information agreed upon. The unit pricing identified in the Price Schedule will be the basis for any modification.

1.5.9. ACCESS, GENERAL PROTECTION, AND SECURITY POLICY AND PROCEDURES:

Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security Forces, Contractor workforce must comply with all personal identity verification requirements as directed by DOD and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.5.10. PERFORMANCE REQUIREMENTS SUMMARY

1.6. Performance Scheduling:

1.6.1. The subject property will be in use by employees and/or customers during the accomplishment of work specified herein. The Contractor shall comply with the rules and regulations governing the operation of the premises and in a manner to keep any interference to a minimum.

1.7. Insurance:

1.7.1. During the term of this contract, the Contractor must maintain, at its own expense, all insurance required by federal and state law.

1.7.2. The Contractor must maintain and furnish evidence of worker’s compensation and employers’ liability insurance.

1.8. Furnished Items:

1.8.1. Road salt will be supplied by the NYANG and stored on Base indicated on Attachment A.

3.2. DEFINITIONS

CONTRACTING OFFICER (CO) – A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

CONTRACTING OFFICER REPRESENTATIVE (COR) – A person identified by the Contracting Officer that provides the Contractor directly with technical assistance and guidance in all aspects of the contract. The COR does not have the authority to enter into, administer, and/or change the price or the terms and conditions of the contract.

CONTRACTOR – The individual, partnership, corporation, or other entity, which, in addition to USPS, is the party subject to the terms and conditions of this contract.

PERFORMANCE WORK STATEMENT (PWS) – The Performance Work Statement is a statement of work for performance-based acquisitions that describes the required results in clear, specific and objective terms with measurable outcomes.
