About this file
This document is a Performance Work Statement (PWS) for a B-2 model building workshop to be hosted by the U.S. Air Force at Whiteman AFB in Missouri on February 22, 2024. The objective is to facilitate a "Strong Family Structure" event to educate participants, particularly dependents, on building and flying model B-2 Spirit bomber aircraft. The contractor will be responsible for producing one 8-foot B-2 model and 100 10-18 inch models to be provided to participating families. The workshop will be held off-base, and the contractor will be expected to clean up any debris. The PWS notes this requirement is unique to the Flite Test company, as they are the only vendor with the necessary expertise and capabilities. A related pre-solicitation notice seeks sources for this requirement, with responses due to the Air Force by email. The Air Force is conducting market research to ensure adequate competition among interested and capable companies, including small businesses.

Performance Work Statement Flite Test Family Workshop 101 Gray Ln, bldg. 3007 Whiteman AFB, MO 65305 22 Feb 2024
1.0 SCOPE/General Description
The objective is to host a Strong Family Structure event to aid in facilitating more resilient families and to educate people, particularly dependents. This will be accomplished by hosting a workshop wherein the facilitators build and launch a model B2 Spirit bomber and teach the children in attendance how to build and fly their own.
2.0 Non Personal Services
The government shall neither supervise contractor employees nor control the method by which they perform the required tasks. Contractor personnel will be escorted into the required areas to complete the work.
3.0 Requirements
Requirements will be provided by the contracted facilitators which will consist of the production of 1, 8 ft B2 model, and 100, 10-18 in. models to be supplied to participating families. This will include the balsa wood, model airplane foam and cardboard required for the construction thereof. The contractor will be expected to clean up any debris left after the event. This requirement is unique to the Flitetest company as they are the only vendors with this capability; with 14 years of expertise resources to draw from. No other vendor has the ability to meet our requirements as our extensive market research has demonstrated.
4.0 Security and Safety
Contractor shall wear appropriate safety equipment as needed. The event will be held off base so there are no base security challenges present at this time.
5.0 Period of Performance
Contractor shall perform the workshop from 0900 to 1600 for one day.
6.0 Operational Security
Purpose: The following information provides Operations Security (OPSEC) guidance to Government Contractors and subcontractors awarded Government contracts at Whiteman AFB. Government Contractors are provided this guidance to ensure compliance and protection of critical information that may be a threat to national security. All OPSEC briefs and updates will be conducted by 72TES security personnel after arrival at 72TES and before performing necessary duties.
Definition: OPSEC is a methodical process to identify Critical Information (CI), identify threats to that CI and the related vulnerabilities and risks of exploitation to that CI, and identify, develop, and implement countermeasures to protect that CI. CI is specific facts about friendly intentions, capabilities, and activities vitally needed by adversaries for them to plan and act effectively so as to guarantee failure or unacceptable consequences for friendly mission accomplishment. CI includes those facts, which individually, or in the aggregate, reveal sensitive details about US Government, i.e. Whiteman AFB or the contractor’s security or operations related to the support or performance of the Statement of Work (SOW)/Performance Work Statement (PWS), and thus require a level of protection from adversarial collection or exploitation not normally afforded to unclassified information. OPSEC supplements, but does not replace traditional security practices such as Physical Security and Information Security. OPSEC is essential to ensure the initial and continued success of our mission, operations, systems, and procedures.
OPSEC Applicability: There is no OPSEC applicability for this workshop. Nothing is classified and the event is taking place off of the installation.
