Performance Work Statement B-2 Inlet/Exhaust Covers

1.0 Scope/General Description
The contract entails the manufacturing, testing, and delivery of custom-engineered inlet and exhaust covers, specifically tailored to the B-2 inlet and exhaust ports. These inlet and exhaust covers are essential for preserving the integrity and functionality of the aircraft during storage and maintenance periods, thereby ensuring mission readiness and promoting safety for maintenance personnel. The contractor, capitalizing on their extensive expertise in materials science, advanced design principles, and manufacturing techniques, is tasked with providing inlet and exhaust covers that meet the stringent performance specifications demanded by the B-2 unique operational requirements.
2.0 Requirements
To meet the objectives of this contract, the contractor is tasked with delivering inlet and exhaust covers that adhere to the stringent specifications and performance requirements of the B-2. The following technical requirements outline the scope of work and expected deliverables:
The contractor will fabricate an inlet and exhaust cover designed for seamless integration with the B-2. The chosen material for the inlet and exhaust covers must exhibit demonstrated resilience under the extreme conditions encountered during B-2 operations. The material selection process will prioritize high-temperature resistance, chemical compatibility, and exceptional durability to ensure a service life that meets or exceeds the B-2 operational requirements and provide documentation of material compliance.
The contractor will produce 26 sets of inlet and exhaust covers. Each set will consist of one left inlet plug, one right inlet plug, one left exhaust cover, and one right exhaust cover. One set of covers will be delivered to Whiteman for approval of form and fit prior to manufacturing the remaining 25 sets.
To maintain the highest quality standards, the contractor will implement rigorous quality assurance measures throughout the design, manufacturing, and testing phases. Adherence to industry best practices and relevant engineering standards is crucial to ensure the final product's reliability, performance, and safety.
Additional technical specifications will be submitted through approved channels (i.e. DoD SAFE) upon receipt of a certified DD2345, Joint Certification Program. Before award, the apparent awardee will have an additional security check performed by the Advanced Program Office at Whiteman AFB.
4.0 Security and Safety
The contractor will adhere to a stringent security plan based on the Controlled Unclassified Information (CUI) Protection Plan provided by Aircraft Covers, Inc. (ACI). All data shared will be handled and portion marked as CUI//NOFORN. Key aspects include:
· Access Control: Limit system access to authorized users by role and functions, implement password protection, two-factor authentication, and screen individuals prior to access authorization.
· System Monitoring and Control: Monitor and control remote access sessions, authorize wireless access, and control connection of mobile devices. Make users aware of security risks and applicable policies.
· Physical Security: Limit physical access to authorized individuals, protect and monitor the physical facility, escort visitors, and control access to organizational systems.
· Data Usage, Retention, and Disposal: Use CUI data solely for designing engine plugs, review data by authorized personnel, and delete/scrub CUI data upon contract completion or customer request.
· Security Training and Awareness: Train personnel in information security duties, provide security awareness training, and scan for vulnerabilities periodically.
5.0 Period of Performance
The contractor will deliver the inlet and exhaust covers by December 2024. The contractor will complete all tasks on time, allocating necessary resources and submitting regular progress reports. In case of delays or unforeseen circumstances, the contractor will notify the contracting officer promptly, allowing for adjustments to the contract as needed. Upon completion, the contractor will deliver all necessary documentation and ensure all contractual obligations have been met. Performance will be evaluated based on adherence to the schedule, quality of deliverables, and overall compliance with contract terms.
6.0 Operational Security
· Purpose: The purpose of Operational Security (OPSEC) in this contract is to safeguard critical information related to the design, manufacturing process, materials, and delivery schedule of the inlet and exhaust and exhaust covers supplied by Aircraft Covers Inc. This is to prevent potential adversaries from exploiting this information, which could compromise the performance, safety, or security of the aircraft utilizing these components. By implementing appropriate OPSEC measures, the contractor ensures that critical information remains confidential, maintaining the integrity and availability of resources required for the successful execution of the contract. This contributes to the safety and mission readiness of the aircraft utilizing the inlet and exhaust and exhaust covers.
· Definition: Operational Security (OPSEC) is a process that identifies critical information to determine if friendly actions can be observed by adversaries, and if these observations could be interpreted or pieced together to compromise the mission or operations. In the context of this contract, OPSEC ensures that sensitive data related to the inlet and exhaust and exhaust covers remains confidential and secure, protecting the interests of both the contractor and the end-user.
OPSEC Applicability:
Given the sensitive nature of the inlet and exhaust and exhaust covers supplied under this contract, Operational Security (OPSEC) measures are essential to protect critical information and prevent potential adversaries from exploiting this data. The following factors demonstrate the applicability of OPSEC in this contract:
· Safety and Security: The inlet and exhaust covers play a crucial role in the performance, safety, and security of the aircraft utilizing these components. Unauthorized access to sensitive information could compromise these aspects, posing risks to the aircraft, its crew, and the mission.
· Competitive Advantage: Maintaining the confidentiality of sensitive information provides a competitive advantage for the contractor, as it prevents potential competitors from replicating or improving upon the design without authorization.
· Regulatory Compliance: Implementing OPSEC measures may be required by industry regulations, standards, or contractual obligations to protect sensitive information and ensure the secure execution of the project.
In summary, the applicability of OPSEC in this contract arises from the need to protect classified information, maintain safety and security, ensure competitive advantage, and comply with relevant regulations and standards.
Data Rights:
Unlimited rights. The Government will have unlimited rights in technical data, including computer software documentation, or computer software generated under this contract that are-
(i) Form, fit, and function data;
(ii) Necessary for installation, operation, maintenance, or training purposes (other than detailed manufacturing or process data);
(iii) Corrections or changes to Government-furnished technical data or computer software;
(iv) Otherwise publicly available or have been released or disclosed by the Contractor or a subcontractor without restrictions on further use, release or disclosure other than a release or disclosure resulting from the sale, transfer, or other assignment of interest in the technical data or computer software to another party or the sale or transfer of some or all of a business entity or its assets to another party;
(v) Data or software in which the Government has acquired previously unlimited rights under another Government contract or through a specific license;
