PERFORMANCE WORK STATEMENT (PWS)
USAWC Catering Support Requirements
National Security-Resident Education Program (NSS-REP)
National Security Seminar-Distance Education Program (NSS-DEP)
June 2026
1. GENERAL:
1.1 Introduction: This is a non-personal services contract to provide catering service for the AY26 NSS-REP/NSS-DEP hosted by the USAWC Commandant. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 Description of Services: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform catering service for the meals as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.3 Background: The USAWC Academic Operations/DDE is the office requesting catering services for civilian, military, and international personnel attending the USAWC NSS-REP/NSS-DEP.
1.4 Objectives: To extend specific food service operations to military, civilian, and international communities to maintain good communication and coordination between agencies and/or communities.
1.5 Scope/Objectives: The contractor shall provide at a minimum, personnel waiter/waitress support, food and beverages, food service/display items, decorations, table linens, eating and serving cutlery, plates, cups/glasses, and napkins as required. All equipment must be serviceable and clean. Unless noted, no paper or plastic products are permitted for utensils, plates, and cups/glasses. Real and upscale plastic utensils, plates, and cups/glasses will be used for different meals as identified in section 4.3 of the Performance Work Statement. Specific meals have been marked for plastic cutlery. The contractor shall be able to adjust the head count for the event up to a variation of 15 upward or downward no more than five days from, but no less than three days before the event. The contractor shall be prepared to support at least one site walk-through/pre-execution meeting lasting approximately one hour that will be scheduled by USAWC Academic Operations. USAWC Academic Operations will be responsible for the development of the menu items. USAWC SSL/ DDE will be responsible for the development of the facility layout and timeline to execute the lunches based on start times selected by USAWC senior leadership.
1.7 General Information
1.7.1 Quality Assurance: The Government will have representatives present at meals who shall evaluate the contractor’s performance under this contract in accordance with food service and catering performance standards including the considerations listed below:
-Providing sufficient amounts of food to feed the specified headcounts -Providing the kinds of food in accordance with the agreed-upon menus, to include accommodation of allergies, special diets, religious restrictions, etc. of which the caterer has been notified beforehand -Delivering the food on time at the specified times and locations. Using appropriate equipment and personnel to serve food hygienically, quickly, and in a professional manner -Serving food at appropriate temperatures for not only health and food safety, but also to ensure a high-quality eating experience for attendees
1.7.2 Hours of Operation: Ten days prior to the lunches, a timeline will be provided to coincide with the event schedule. The Contractor shall always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.7.3 Place of Performance:
NSS-REP: Catering services will be provided in Root Hall (Lecture Halls East/West common area) (lunch 1 June 2026 and lunch 2 June 2026), LeTort View Community Center (dinner 1 June 2026), and Army Heritage and Education Center (AHEC) (lunch: 3 June 2026).
NSS-DEP: Root Hall (Lecture Halls East/West common area) (lunch 22 June 2026), LeTort View Community Center (dinner 23 June 2026), Army Heritage and Education Center (AHEC) (lunch 24 June 2026).
1.7.3.1 Access and General Protection/Security Policy and Procedures:
Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
For contractors that do not require a CAC but require access to a DoD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13); applicable installation, facility and area commander installation and facility access and local security policies and procedures (provided by Government representative); or, at OCONUS locations, in accordance with status-of-forces agreements and other theater regulations.
1.7.4 Type of Contract: The Government will award a firm fixed price (FFP) contract.
1.7.5 Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
1.7.6 Special Qualifications: The contractor shall have all the following qualifications that are current and submitted with the quote:

1.7.7 Post-Award Requirements: The Contractor agrees to attend up to three post-award meetings and DoD-mandated health inspections convened by the contracting activity or contract administration office as required in accordance with Federal Acquisition Regulation Subpart 42.5. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Any required inspections will be scheduled within one work week of acceptance of the contract, when possible. Any appropriate action shall be taken to resolve outstanding issues and re-inspection done to validate corrections. These meetings shall be at no additional cost to the government.
1.7.8 Identification of Contractor Employees: All contract personnel attending meetings and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Name tags on the serving attendants are highly encouraged.
2. GOVERNMENT FURNISHED ITEMS AND SERVICES:
2.1 Facilities and Equipment: The Contractor is responsible for performing food preparation off site using own kitchen and facilities and/or providing own onsite food preparation and work areas (e.g., with food trucks/catering vans). The Contractor will provide heating and temperature control capabilities for the food items as required. The Government cannot provide inside/outside preparation areas or access to kitchen appliances and facilities.
2.2 Services: If an outside caterer is chosen, the Government will provide Non-Appropriated Funded personnel to serve wine and beer - and assist with set up and clean up - as needed.
2.3 Utilities: Subject to the restrictions described in paragraph 2.1, the Government will provide all utilities in the facility for contractor’s use in performance of tasks outlined in the PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include but are not limited to turning off the water faucets after using the required amount to accomplish tasks outlined in the PWS. The Contractor will be responsible for any extension cords required.
3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
3.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 2 of this PWS.
3.2. Materials: The Contractor shall furnish the following level of support/supplies as required necessary but not limited to in order to meet the requirements under this PWS:
-Food Service/Display Items:
Serving trays/plates/bowls (various shapes and sizes), tiered display stands, pedestals, baskets, food domes with lids, etc. The display of the food shall be creative using elevation and different styles that remain professional.
-Table Linens (cloth) and skirting: all matching in color
-Cutlery (eating and serving): Spoons, forks, knives, any kitchen/serving cutlery needed (not plastic)
-Plates: Non-plastic or paper.
-Cups with handle/Saucers (Hot Beverages): Small cups (non-plastic or paper) size range 6-16 ounce with appropriate matching saucer in color and size.
-Glasses (Cold Beverages): non-paper or plastic up to 12oz.
-Napkins: Cloth or paper.
-Tables: Tables for meals in Root Hall and AHEC will be provided by the US Government, tables for meals in LVCC will be provided by LVCC.
3.3. Equipment: The Contractor shall furnish the following equipment necessary but not limited to meet the requirements under this PWS; food labels, appetizer picks, condiment servers/gravy boat, warming covered dishes with required items to keep warm (i.e. tea light candle or gel fuel, etc.), chafing dishes, etc.
3.4. Reset Responsibilities: The Contractor shall collect used glasses, plates, cutlery, and bottles, collect and dispose of any refuse, and replenish all food/beverage items for the duration of the event, ensuring a clean and professional environment.
3.5 Serving Attendants Attire:
Professional appearance and grooming are required.
4. SPECIFIC TASKS AND ESTIMATED TIMELINES:
4.1. Basic Services. The contractor shall provide catering services for authorized guests as defined by AR 37-47, par 2-2 for official functions hosted by the Commandant. The contractor shall provide a professional, well-groomed, and well-trained staff to support set up of food and drinks and to provide food and drink service.
4.1.1 Weather Call. Not applicable; venues will not change due to inclement weather.
4.2. Menu. Lunch and dinner menus will vary according to the daily itinerary and will be buffet-style hot lunches or sandwich/salad bar with soup. Headcounts will vary between 100 - 115 people (see paragraph 4.3 for further details by day). The contractor must be able to provide a limited number of meals that can accommodate guests’ special dietary needs and requests, to include food allergies, vegan or vegetarian meals, kosher meals, etc. To further address these concerns, all food items shall be labeled with name of item and if it includes nuts, shellfish, or other kinds/types of ingredients as specified by the Government.

5.1. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures.
6. ARMY THREAT AWARENESS TRAINING
6. 1 iWATCH Training: The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 days after the contract is awarded or new employees commence contract performance, with the results reported to the COR within five (5) days after completion.
