Performance Work Statement

ATOTS 1 Trailer Repair Cape Canaveral, Florida

29 January 2024

Scope of work/General Information: This is a non-personal services requirement to provide ATOTS-1 Trailer Structural Repairs. The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The contractor shall provide all necessary equipment, consumables, and materials. The work shall include repairing rusted and rotted steel material on ATOTS-1 Trailer Structure. This shall be accomplished by replacing, grinding, or welding the required areas below:

Trailer King Pin and Grease Complete Replacement

Front Landing Gear Mounting Support Steel and Gussets

Remove and Replace all Rotted Areas

Front Strut Angle Remove and Replace Gusset Plates Remove and Replace

Front Box Trim Steel Remove and replace rusted out & rotted 1/8” x 76” front box trim steel, paint with 304 SS epoxy painted black, install with new SS lag screws and repair rotted steel behind

Under Body Channels Fish Plates Repair Rotted Welds Area beneath Diamond Plate Lacks Support Add support angle iron as needed

Tread Plate Add miscellaneous metals

Objective: Remove all rusted and rotted steel to include mechanical repairs and hardware replacement where needed.

Period of Performance: 60 Days After Award

Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this Performance Work Statement (PWS). The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which it assures their work complies with the requirement of the contract. One copy of the contractor's quality control plan will be provided to the Contracting Officer as part of the proposal submission.

General Information:

Hours of Operation. Normal duty hours are Monday through Friday, 7:30 A.M. EST to 4:30 P.M. EST, excluding military down days and federal holidays.

The following federal holidays are observed.

New Year’s Day January 1 Birthday of Martin Luther King Third Monday in January Washington’s Birthday Third Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veteran’s Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25

Place of Performance: Cape Canaveral Space Force Station (CCSFS)

Type of Contract: The government will award a Firm Fixed Priced contract.

Security Requirements: Contractor personnel will be required to obtain a base access pass for each individual and all equipment pickup and deliveries. The contractor shall coordinate these base accesses with dates and times with the Government Point of Contacts (POCs), determined upon contract award.

Physical Security: The contractor shall be responsible for safeguarding all government property in its possession.

HAZMAT: Contractor shall submit list of items to the government for analysis by 45 Environmental personnel.

Points of Contact: The follow personnel are the government’s Point of Contact:

- Contracting Officer: Heather Hanks

- Contract Specialist: Venita Jones

- Contract Officer Representative: To be determined upon contract award

The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and any alternates will act for the contractor when the Manager is absent and shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract. The Contract Manager or alternate shall be available between 7:30 a.m. to 4:30p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

Regulations and Standards: Contractor shall comply with all CCSFS safety standards and all Occupational Safety, Health Act Safety and Health Standards (OSHA) standards. Resolution of citations for violations of OSHA is the contractor’s responsibility. Contractor shall be responsible for supervision of all contract personnel and performance of all contractor related functions.

Base Access: Contractor personnel are required to be a citizen of the United States and be free of any felony records. Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of base access permits. Contractor shall obtain base access for all personnel, subcontractors, vehicles, and equipment.

Trash and Litter Control: The contractor shall clean up and remove all packaging materials and associated litter from installation site. Contractor is responsible for disposal of all packaging materials and litter.

No Smoking Policy: There is an Air Force Policy of NO SMOKING in any government building or vehicle in accordance with AFI 40.102 (03 Jan 1994).
