PERFORMANCE WORK STATEMENT (PWS)
70th Regional Training Institute Army Writing Course
1. General: This is a non-personal services contract to provide an Army writing course to emphasize AR 25-50 for the 70th Regional Training Institute (RTI) , Maryland Army National Guard at Aberdeen Proving Grounds Edgewood Area.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1.1 Description of Services: The contractor shall provide all personnel, supplies, contractor transportation, tools, materials, supervision, other items and non-personal services necessary to perform the Army Writing course for the 70th RTI as defined in this Performance Work Statement except for those items specified as government-furnished property and services. The contractor shall perform to the standards in this contract.
1.1.2 Background: The 70TH Regional Training Institute has a need to train junior officers 01-03 on the basics of Army writing utilizing Army Regulation 25-50 in order to produce coherent and efficient communications.
1.1.3 Objectives: Train and graduate up to 30 junior Army Officers in effective army writing utilizing AR 25-50.
The purpose of training certification is to teach up to 30 individuals on the clinical and technical skills necessary to write effective memorandums and correspondence.
1.2 General Information
1.2.1.1 Quality Assurance: The government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied and the frequency of surveillance.

1.2.2.1 Hours of Operation: The contractor is responsible for conducting business between the hours of 0800-1800 Friday through Sunday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. The contactor shall facilitate the Army Writing Course which may occur on weekends and at all hours. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.2.2.2 Place of Performance: The work to be performed under this contract will be performed at the 70th RTI, Aberdeen Proving Grounds Edgewood Area, Building 4208, Gunpowder MD 21010
1.2.3 Type of Contract: The government will award a firm fixed price contract.
1.2.4 Special Qualifications: The contractor shall be well versed in teaching military writing to include memorandums and correspondence in accordance with AR 25-50, have military experience, and be able to conduct a class of 30 personnel.
1.2.4.1 Post award conference/ Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.2.4.2 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor's mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.2.4.3 Period of Performance: The period of performance shall be for the duration of a 3 day class to be instructed in September 22nd-24th of 2023.

DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1 DEFINITIONS:
2.1.1 CONTRACTOR: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2 CONTRACTING OFFICER: A person with authority to enter into, administer, and or terminate contracts and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3 CONTRACTING OFFICER’S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5 DELIVERABLE: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6 KEY PERSONNEL: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7 PHYSICAL SECURITY: Actions that prevent the loss or damage of Government property.
2.1.8 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.10 SUBCONTRACTOR. One that enters into a contract with a prime contractor.
The Government does not have privity of contract with the subcontractor.
2.1.11 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12 WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1 Services:
3.1.1 Facilities: The Facilities will be provided by the 70th RTI.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 Contractor Responsibilities:

4.3.1 The contractor shall provide all required references, texts, workbooks, study materials, study guides and access to online resources required for course completion.
4.4 Equipment:
4.5.1 The contractor shall provide all equipment required to conduct training, testing and evaluation of student performance.
PART 5 SPECIFIC TASKS
5. Scope:
The 70th RTI, within the Maryland Army National Guard, has a requirement for support services to deliver one Army Writing Course in the Fiscal year 2023, Fall quarter, in the month of September, 2023.
This course provides training and graduation of up to 30 junior Army Officers in effective army writing utilizing AR 25-50.
The purpose of training certification is to teach up to 30 individuals on the clinical and technical skills necessary to write effective memorandums and correspondence.
Contractor support is required to facilitate the learning objectives to the students enrolled in the course. The contractor shall monitor student’s performance throughout the academic class and establish a graduate level understanding of the subject matter.
The contractor will be provided with any existing and available course materials, lesson plans, sample syllabus, and lecture notes from previous deliveries of the course as Government Furnished Information (GFI). Contractor will be given access to Government provided course management websites and content.
The above referenced course is an in-residence course to be delivered on-site at 70th RTI at Aberdeen Proving Grounds Edgewood Area
6. Tasks: Contractor support shall address and facilitate the learning objectives of the course and instill in the students a graduate level understanding of the subject matter. The contractor will be provided with any existing and available course materials, lesson plan, syllabus and test. All modifications or additions to the course content will be subject to the approval of the TPOC or TPOC designee
The contractor shall perform the following task(s) as follows:
6.1 The contractor shall coordinate with the Technical Point of Contact (TPOC) or TPOC designee to discuss the conduct of the course to include: student demographics and culture, course materials and objectives, course alignment with overall curriculum, grading matrix, and other nuances of the educational delivery.
6.2 The contractor shall update the course syllabus, which articulates the learning objectives, the enabling objectives, the grading criteria, and deliver it to the TPOC at a mutually agreed upon time by the Government and contractor.
6.3 The contractor shall review and update lecture materials and submit to the TPOC for content approval. The contractor shall utilize existing materials and update, customize, tailor, or develop the subject matter to maximize relevance to the students in each individual class. Upon TPOC approval, contractor shall send course collaboration materials to TPOC.
6.4 The contractor shall deliver the course content during class sessions, as defined in the lesson plan and/or syllabus. Delivery of the course shall also include the contractor’s mid-quarter assessment of students’ progress to be provided to the TPOC.
6.5 The contractor shall incorporate homework problems and solutions and/or projects to support the learning environment for the delivered course. The contractor shall utilize existing materials and update, customize, tailor, or develop the subject matter to maximize relevance to the students in each individual class.
6.6 The contractor shall regularly monitor student progress by evaluating students through a series of quizzes and/or exams, assignments, papers, or projects. The contractor shall utilize existing materials and update, customize, tailor, or develop the subject matter to maximize relevance to the students in each individual class.
6.7 The contractor shall facilitate a final comprehensive examination, project, and/or paper, to be issued to the students during later weeks of the quarter. The contractor shall utilize existing materials and update, customize, tailor, or develop the subject matter to maximize relevance to the students in each individual class.
6.8 The contractor shall assess and grade all quizzes, exams, and assignments in a timely manner and provide actionable feedback to promote learning. TPOC shall be given immediate notification of any unsatisfactory student performance.
6.9 The contractor shall assess and compute student final grade recommendations and submit them to the TPOC at the end of the academic quarter. Any unsatisfactory grade assessments and computations shall be immediately provided to the TPOC for Government evaluation, assessment, and computation.
7. Deliverables:
The contractor shall be responsible for preparing deliverables in support of the tasks identified in this SOW. Submittal format and methodology will be mutually agreed upon between Government and contractor. For any contractor supplied printed materials the contractor shall provide electronic and editable formats.
The contractor shall be responsible for providing the following deliverables:
7.1 Face to face meeting with TPOC or TPOC designee resulting in an established understanding of the course to be delivered (Task 6.1)
7.2 Updated course syllabus (Task 6.2)
7.3 Course delivery to include administered lectures and assessed assignments, papers, quizzes, projects, and/or exams. Contractor shall provide TPOC with mid-quarter assessment of students’ progress within the course at mutually agreed upon date by Government and contractor. Contractor shall immediately notify TPOC of any student(s) who obtained an unsatisfactory assessment. (Task 3.4-3.8)
