INTRODUCTION
This PWS describes requirements to provide the products, enhancement/upgrade, repair services, and field service, and technical support of the High Speed Data Acquisition System (HSDAS) equipment on all operational test programs at Nellis AFB and other multi-service agencies.
1.0 BACKGROUND
The HSDAS units and components are critical elements of Flight Test Instrumentation systems that are installed in test aircraft and are used to support test missions performed at Nellis AFB and other DOD installations. These units are modular and will be configured and are integrated to form unique HSDAS implementations that meet specific projects’ requirements.
The configured systems provide signal conditioning, data acquisition, multiplexing, recording, and RF telemetry functionality primarily used for flight and ground test. These devices primarily validate the test aircraft systems under test to ensure that they meet design criteria, support planned weapon systems operations, and more importantly flight and test safety. Each project’s measurement requirements must be analyzed to determine the appropriate sensor type, required accuracy, and environment under which it must operate. The analysis extends from the sensor and sensor installation, the wiring and connection to the HSDAS and carried through to the transmission, recording, recovery, and processing of the original data.
2.0 SCOPE OF WORK
Unless otherwise specified, the contractor shall provide HSDAS Commercial-Off-The-Shelf (COTS) products and HSDAS services as described in the current product price list, and as specified in a Delivery Order or Task Order authorized by the Contracting Officer.
2.1 Products
HSDAS components – CLIN 0001
2.2 Primary Services
System Enhancement/Upgrade – CLIN 0002 Repair/Retrofit – CLIN 0003 Technical Support and Field Service – CLIN 0004
3.0 PRODUCTS
In consultation with the customer, the contractor shall provide a price quotation for products that satisfy the Government requirements.
Pricing will be as described in the product price list. Standard delivery time(s) and delivery method will be as described in the product price list unless specified otherwise in the Delivery Order.

The contractor shall provide HSDAS services as specified in the current product price list.
In consultation with the customer, the contractor shall provide a price quotation for services that satisfy the Government requirements. The contractor shall provide a proposal (price breakdown, including a basis of estimate (labor categories and hours, etc.)) with the price quotation as necessary. (CDRL A001)
4.1 Repair and Retrofit
The repair or retrofit schedule of individual line items will be based on the priority given by the Government Program Manager (PM), considering the complexity of the work required and other factors to be negotiated at the time of teardown analysis. The contractor shall perform teardown analysis of each unit and provide a price proposal to the PM for the repair or retrofit work within 15 working days after receipt of the unit. (CDRL A001, CDRL A002)
The pricing of each repair or retrofit shall be based on the proposed pricing data tabulated under the Teardown Analysis proposal.
4.1.1 Non-Warranty Repair
The contractor shall repair unwarranted components/subsystems as required, upon receipt of a delivery/task order.
4.1.2 Warranty Repair
The contractor shall repair units that are under warranty as required in accordance with FAR Clause 52.212-4, Terms and Conditions – Commercial Items, in the contract.
4.1.3 Repair Turn-Around Time
Upon PM approval, the contractor shall have 30 calendar days to repair the unit, unless otherwise agreed between the contractor and the PM.

Working replacements for repairable parts shall be coordinated by the PM and approved by the Contracting Officer, subject to product availability, and mutually agreed upon between the Contractor and the Government.
4.2 Enhancement/Upgrade
The contractor shall provide system enhancements and software/hardware modification services using the labor categories delineated in the contract. The particular type of system enhancements and software/hardware modification will be specified in delivery/task orders.
The contractor shall provide a price proposal to the PM to support Government technical evaluation of the proposed new item(s) along with the quote (CDRL A001).
The services provided shall include technical interchange meetings, technical reviews, meeting minutes, technical activities, and documentation as necessary, consistent with systems engineering best practices. (CDRL A003, CDRL A004)
The pricing of each enhancement/upgrade shall be based on the proposed pricing data tabulated under the delivery/task order.
If the enhanced/upgraded unit is given a new part number/model number, the contractor shall propose the item for addition to the contract product price list.
4.3 Technical Support and Field Service
4.3.1 Telecommunications or Field Response
The contractor shall define the type and quantity of technical support, via telecommunications, or via field support, they will provide as normal COTS product support (e.g. applications engineering, troubleshooting, or other). The contractor shall provide additional technical support (that exceeds normal COTS product support), only if it is required in a delivery order. The contractor shall propose the basis for technical support charges (e.g. per incident, by labor hour, or other). (CDRL A001)
Response time for support shall be 48 hours or less from time of notification. In special cases where the technical issues cannot be resolved by telephone, the contractor shall provide on-site support within 48 hours of notification.
The contractor shall provide a Price Proposal upon receipt of Request for Proposal (RFP) for any travel services required to support any government requirement that is not defined as normal COTS product or technical support. (CDRL A001)
The pricing of telecommunications support shall be based upon the negotiated pricing in the product price list. The pricing of field support shall be based upon the negotiated pricing data tabulated under the Retrofit/Repair Teardown/Analysis Price proposal.
The contractor shall provide personnel with DoD granted Secret security clearance.
Field work may be on collateral classified HSDASs up to the Secret level or non-collateral classified systems/projects. The Secret clearances shall be maintained as required to be granted access to a special project (i.e. five year reinvestigation cycle). All classified work will be performed at Government facilities or other contractors’ facilities.
4.3.2 Training
The contractor shall define the type and quantity of training support, at the factory, via telecommunications, or via field support, that they will provide as normal COTS product support. The contractor may provide additional training support (that exceeds normal COTS product support), coordinated by the PM and approved by the Contracting Officer, and mutually agreed upon between the Contractor and the Government, only if it is required in a delivery order. The contractor shall provide in-plant or on-site technical training, as required, upon receipt of delivery/task order. (CDRL A005)
The contractor shall provide a Price Proposal upon receipt of Request for Proposal (RFP) for training services derived from Product Price List, or to support any subsequent Product Price List additions. (CDRL A001)
