About this file

This is a Performance Work Statement (PWS) for on-site shredding and recycling services supporting three Ohio-based military installations: Ohio National Guard Headquarters (Beightler Armory), Defense Supply Center Columbus (DSCC) Building 5, and Rickenbacker Air National Guard Base (RANGB). The contractor must provide collection, on-site shredding, and cardboard recycling services on a bi-weekly schedule during operating hours of 0900-1500 on Tuesdays through Thursdays, excluding recognized U.S. federal holidays and government facility closures. The contractor will furnish all personnel, equipment, tools, materials, supervision, and quality control necessary to perform these services. Sensitive but unclassified materials must be shredded on-site before removal from facilities; no classified information will be handled. The contractor must supply lockable 95-gallon receptacles and consoles (totaling 16 receptacles and 51 consoles across all three locations) and remove recyclable cardboard in broken-down condition only. An additional annual visit to DSCC for federal records destruction is required. The contract period consists of one 12-month base year plus four 12-month option years, plus a six-month extension.

The contractor is responsible for developing and maintaining a Quality Control Plan within 10 days of contract award, complying with all installation security requirements, and completing mandatory training including AT Level 1 Awareness, iWATCH, and OPSEC training within 30 days. Background checks, personal identity verification, and Common Access Card (CAC) requirements apply per DoD standards. The contractor must maintain a stable workforce, designate a Contract Manager with full authority over daily operations, ensure all employees identify themselves as contractors, and report all labor hours (including subcontractors) annually via SAM.gov Service Contract Reporting. Contractors cannot telework and are not compensated for unexpected installation security closures or delays. The Government will conduct quality assurance surveillance through random monitoring by the Contracting Officer Representative to verify compliance with performance standards outlined in the Technical Exhibit Performance Requirements Summary.

Contractor will also be responsible for the removal of recyclable cardboard materials.

1.3 Period of Performance (PoP): The Period of Performance shall be one (1) Base Year of 12 months and four (4) 12-month option years.

1.4 General Information:

1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 0900-1500 on Tuesday through Thursday, except on recognized US holidays listed in 1.4.2 or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Telework shall be at no additional cost to the Government.

1.4.1.2 Security Requirements: Unscheduled gate closures by installation security personnel may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays.
