SECTION I

1.0 DESCRIPTION OF SERVICES

1.1 General.

The Headquarters United States Air Force, Deputy Chief of Staff for Operations, Director of Current Operations, Air Force Operations Group, Mission Assurance Integration Division (AF/A33B), is responsible for policy development, oversight, and execution support for the United States Air Force (USAF) implementation of the Department of Defense (DoD) Mission Assurance (MA) Construct.

As the USAF executive agent for Mission Assurance, AF/A33B is mandated to identify, assess, manage, and monitor risks to Task Critical Assets (TCAs), Defense Critical Infrastructure (DCI), and mission-essential capabilities in accordance with Department of Defense Instruction (DoDI) 3020.45, Air Force Policy Directive 10-24, and Air Force Instruction 10-2400 (formerly AFI 10- 2402).

The Contractor shall provide Mission Assurance Construct Support services to augment AF/A33B’s execution of mission analysis, risk management, assessment support, and data-driven decision-making activities. Contractor support shall be non-personal in nature and shall augment, but not replace, inherently governmental functions. Contractor personnel shall integrate with AF/A33B staff to form a seamless Government-Contractor team.

1.1.1 Scope.

The United States Air Force requires Advisory and Assistance Services (A&AS) to provide subject matter expertise in support of Mission Assurance execution across the MA Construct lifecycle. This includes mission analysis, risk management, data collection and analysis, and assessment support activities related to Task Critical Assets, Defense Critical Infrastructure, and mission-essential capabilities.

Contractor support shall focus on enabling AF/A33B to understand how missions depend on assets, infrastructure, systems, and external dependencies; to analyze and manage risks to mission execution; and to maintain authoritative Mission Assurance data to inform senior leader decision-making.

Assessment and assessment support activities under this contract are provided as a supporting capability within the Mission Assurance Construct and may include assessment planning, coordination, execution support, augmentation of Government-led assessment teams, and post-assessment analysis and reporting. This contract does not establish, delegate, or replace Government-led Mission Assurance assessment authority.

Data collected and analyses produced under this contract may be entered into Government-designated Mission Assurance systems of record, including the USAF Task Critical Asset (TCA) repository, to support an accurate enterprise-level understanding of mission risk and potential courses of action (COAs) to reduce that risk.

The Contractor shall manage its personnel and internal processes and shall provide technical and programmatic liaison support with the Office of the Secretary of Defense (OSD), Joint Staff (JS), Combatant Commands, Military Services, other DoD agencies, MAJCOMs, Air Force Direct Reporting Units, installations, and other Government entities as directed by AF/A33B

1.2 Background.

AF/A33B serves as the United States Air Force focal point for Mission Assurance and is responsible for maintaining authoritative Mission Assurance processes, data, and reporting in support of Department of Defense and Air Force requirements. In accordance with DoDI 3020.45, the Air Force is required to identify, assess, and manage risks to Task Critical Assets (TCAs) and Defense Critical Infrastructure (DCI) across the Mission Assurance Construct.

Historically, AF/A33B has executed Mission Assurance mission analysis, data management, and risk response support through a combination of organic personnel and contracted support. These efforts included Critical Asset Risk Management (CARM)–focused mission analysis and data sustainment activities, as well as enterprise Mission Assurance data integration and workflow support performed under the VAULT contract. Collectively, these efforts enabled identification of TCAs, mission dependency analysis, data consolidation, and support to Mission Assurance decision-making; however, they were executed under separate contracts with distinct scopes, timelines, and performance constructs.

While these contracts provided critical Mission Assurance mission analysis and data capabilities, they did not establish a unified, enduring enterprise support construct capable of sustaining all phases of Mission Assurance execution over time. In particular, assessment-related support was largely provided through coordination with external organizations, including the Defense Threat Reduction Agency (DTRA) and other Service Mission Assurance Assessment Teams (MAATs), resulting in limited continuity, increased coordination burden, and challenges meeting assessment timelines.

In October 2020, the Government Accountability Office (GAO) identified gaps in Air Force compliance with Mission Assurance assessment and risk management requirements in GAO-20- 76SU, Mission Assurance: Additional Actions Needed to Ensure DoD Effectively Manages Risks to Strategic Missions. In response, the Air Force initiated deliberate efforts to strengthen Mission Assurance execution by consolidating mission analysis, data management, and risk management support functions, and by expanding assessment-related capabilities under Government direction.

This contract consolidates and replaces prior Mission Assurance support efforts, including CARM mission analysis and VAULT enterprise data support activities, into a single Mission Assurance Construct Support capability. In addition, this contract includes expanded assessment and assessment support capabilities to improve continuity, responsiveness, and compliance across the Mission Assurance Construct, while preserving Government ownership of assessment authority, prioritization, and decision-making.

SECTION II

2.0 Task Descriptions
