About this file
This Performance Work Statement (PWS) from the Air Education and Training Command (AETC) outlines maintenance and repair services for Reduced Oxygen Breathing Devices (ROBDs). The contract requires a contractor to provide scheduled and unscheduled maintenance for 93 ROBD units distributed across various locations, with services including device repairs, component replacements, customer support, and transportation. The maintenance scope covers individual ROBD systems consisting of a device, regulators, braided hoses, breathing bag, pulse oximeter, power cable, and shipping case.
The contract is structured as a Firm Fixed Price (FFP) type with a 12-month base year and four 12-month option years. Key performance objectives include completing maintenance within 10 business days, maintaining comprehensive repair records, tracking scheduled maintenance, and providing customer service support during business hours (7:30am-4:30pm EST). The contractor must notify the Contracting Officer's Technical Representative (COTR) of maintenance needs, coordinate shipping, and perform both unscheduled repairs and 24-month Original Equipment Manufacturer (OEM) scheduled maintenance. Performance thresholds are strict, with limitations on device acceptance failures, reporting delays, and customer complaints.
