PERFORMANCE WORK STATEMENT (PWS)

4SFAB – Logistics Functional Area Services (LOGFAS)

01- 05 August 2022, 05-06 September 2022 Part 1

General Information

1. General: The 4SFAB requires the contractor to provide Logistics Functional Area Services (LOGFAS) instruction and classes twice annually in or around the months of March and September that will enable future advisor logistics efforts for deployments. LOGFAS is a corresponding network to the information environment and a sufficient tool for improving logistical efficiency in today’s operating environment, characterized by frequent changes and the need for comprehensive multi-national security support in hostile environments that provide minimal local resources.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, materials, supervision, and other items and non-personal services necessary to perform as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background: The 4SFAB has a need for training LOGFAS platform in sufficient detail to allow students to leverage the system while deployed overseas. The contractor is responsible for instructing students on the capabilities and application of the LOGFAS system.

1.3 Objectives:

The basic service objectives for the instruction are:

To provide training to up to 20 EA students in enough detail to allow them to understand, advise, and leverage LOGFAS system functions and requirements.

1.4 Scope: In calendar year 2022, the first iteration of training will take place on 01-05 August 2022. The second iteration of training will take place on 05-09 September 2022, for a total of 10 days and as of right now. The government will provide a classroom and coordinate with identified contractors for location prior to the start of the course, located at Fort Carson, CO for the conduct of this training.

1.5 General Information

1.5.1 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.5.2 Hours of Operation: The contractor shall provide a point of contact, telephone number, and e-mail address to interact with the Government as needed for questions and coordination. The Government shall be able to contact the vendor during regular business hours leading up to and throughout the period of performance. Training will be provided from 0900-1600 Mountain Time during training days. In calendar year 2022, training will take place on 01-05 August 2022.

The second iteration of training will take place on 05-09 September 2022, for a total of 10 days.

1.5.3 Place of Performance: Students will be trained in a classroom environment on Fort Carson, Colorado. An Instructor will be on site for the entire period of the training and be able to train up to 20 students.

1.5.4 Special Qualifications: Instructors: The contractor will ensure that all instructors provided are fully qualified in the specialist areas required for each type of course. Onsite facilitators must comply with the Colorado and Ft. Carson COVID 19 restrictions and have personal hand sanitizer and face coverings. Instructors must hold a NATO Technical Instructor Qualification and National Secret Security Clearance. Instructions will comply with NATO practices and 4SFAB’s Sustainment Training Objectives as required to support the partner forces.

The contractor must be able to produce clear verifiable documentation of certifications/licensure and background clearance at any time when requested by the government.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1 Definitions:

2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6 QUALITY ASSURANCE. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.7 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.8 SUBCONTRACTOR. One that enters into a contract with a prime Contractor.

The Government does not have privacy of contract with the sub-contractor.

2.1.9 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.10 WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Services: The Government will clean the classroom after each day’s use.

3.2. LOGFAS Application. LOGFAS is developed and distributed by NATO to member Nations, and is not authorized for distribution by Contractors. The Government will install LOGFAS v6.5 on all Government computers used during the training.

3.3. Classroom. The Government will provide a classroom for which the training services are to be provided. The classroom will have one (1) computer with LOGFAS v6.5, Microsoft Excel and Word applications installed for each student (Advisor). Additionally, only if COVID restrictions prevent in-person instruction, the Government will provide a computer with Microsoft Teams installed, connected to a projector, a speakerphone capability, and an active internet connection, plus a screen to be used to project the instructor and his screen sharing during the periods of instruction. Specific room details will be provided to the contractor after award.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Section 3 of this PWS. The Contractor shall help with access to the LOGFAS application software and related materials through Government distribution channels.

4.2 Facility: The government will provide the classroom facility for students as outlined in para 3.3.

4.3 Individual: The Contractor is responsible for providing their own face coverings and hand sanitizer, and will comply with all individual requirements for COVID-19 for on-post activities at the time of each course. The Contractor is responsible for providing their own transportation, lodging, and food, and should include costs for any such items in their overall price for training.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1 Period of Performance: Twice annual instruction will take place over one duty week. The first iteration will be held 14 March – 18 March 2022. The second iteration will be held on or around the month of September. For both events, the Contractor will arrive a minimum of one day prior to instruction, in order to set up the classroom for the first day of instruction. Trainees will arrive daily starting at 0900 and depart daily once training objectives have been met, not later than 1600.

5.2 LOGFAS training. The Contractor shall provide a five-day training course on LOGFAS fundamentals, tailored to the specific needs of the 4th SFAB mission and training audience. The Contractor will provide an instructor on site to deliver the course material as well as guide practical exercises and discussions. If COVID-19 restriction make international travel to CONUS for the instructor impractical, the Contractor will provide remote instruction, and an in-person facilitator at Fort Carson, CO. Upon completion of the five-day training course, students are expected to have an understanding of the core LOGFAS functions and capabilities, and an understanding of how to leverage the LOGFAS system in an advise and/or liaise role with NATO partners at the Battalion or Brigade level. To accomplish this, the Contractor shall provide live instruction to students (Advisors) at Fort Carson. The instructor will provide course material on the relevant LOGFAS modules as prepared by NATO, as well as tailored instruction on tools used by the US Army in conjunction with LOGFAS to facilitate automation, with 20 EA participants being anticipated. Instructors provided will be fully qualified in the specialist areas required for each type of course. All instructors must hold a NATO Technical Instructor Qualification.

5.3 Facilitation. The Contractor shall provide an on-site facilitator (which may be the Instructor) to provide support in preparing the classroom and in helping with any individual issues that arise to limit the impact to the schedule. The facilitator should be trained in LOGFAS and able to help resolve issues. The Instructor will also provide data for use during LOGFAS exercises. The facilitator will be on-site throughout the period of instruction and classroom setup. The facilitator is responsible for checking government provided laptops for student use to ensure that appropriate software has been installed and works and approving the classroom set-up and lay out, he/she will also help install any necessary software updates. The facilitator will also coordinate the time for classroom set-up with the Government point of contact to be provided after award.

5.4 LOGFAS Training Reinforcement and Reference Information Access Due to the advisory nature of the 4SFAB and their role with NATO Nations and NATO framework partners (Partnership for Peace, etc.) and the level of details involved in planning and using LOGFAS, the Contractor shall provide 4SFAB with access to an online training platform. This platform shall provide instruction material in LOGFAS Fundamentals through a video format, accessible through the unclassified internet. The Contractor shall provide 4SFAB with unlimited access for the period of 12 months, beginning with the first on-site training event.

The Contractor may provide a single login for this access, as long as this can be used by all 4SFAB personnel for access throughout this 12-month period.
