PERFORMANCE WORK STATEMENT (PWS)
311th Signal Command Theater HHC Cage and Light Fixture Installation at Building 1292, Fort Shafter, Hawaii
1. GENERAL: The 311th Signal Command Theater (SC(T)), Headquarter & Headquarters Command (HHC) requires a non-personnel services contract to provide the installation of equipment cages, modifying the existing lighting fixtures, and installing an emergency exit push bar in Building 1292, Fort Shafter, Hawaii. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete the dismantling, movement, modification and installation of 311th SC(T) HHC equipment storage cages into the tunnel in Building 1292. The storage cages were originally located in Building 1507. These storage cages were dismantled and currently located at Building 1292, with extra cage material remaining in Building 1507 that is available to for the contractor to use as needed to complete the cages. Both buildings are situated on Fort Shafter. The contractor will also need to remove and reinstall (6) existing lighting fixtures and supports in Building 1292. The reinstallation of the lighting fixtures will include the cutting of lighting fixture support stems and wiring to required height requirements (i.e. raise the lights 2’ above current location), and possible stem threading if required. Re-installation of (6) Lighting fixtures to same location. The contractor shall perform to the standards in this contract. The contractor will need to install an emergency exit push bar on the rear door of building 1292 to ensure emergency egress from the cage storage location.
1.1.1 Specific Tasks:
• Modify six (6) existing light fixtures in the Bldg. 1292 tunnel so that they are raised 24” above their current height. (Going from 8’ to 10’ above the floor).
• Existing storage cage does not required transportation to Bldg. 1292 nor any dismantling.
(Additional cage material is available in Building 1507 if any additional materials are needed.)
• Make necessary modifications to the existing storage cage components in order to fit them into the designated space inside of Bldg. 1292.
• Assemble and install the storage cage components into the designated area in Bldg. 1292.
• The result should be four (4) each of 8’ x 12’ x 9’ storage cages, placed side by side with locking sliding doors. The storage panels should be anchored into the floor and wall.
• Install a new Exit Push Bar on designated door, and make modifications as needed to existing door.
1.2 Background: Building 1507 was severely damaged during weather events earlier in 2021, which subsequently required that the roof to be removed for safety reasons. Furthermore, the Department of Public Works (DPW) has requested that the 311th SC(T) HHC remove their equipment from the building due to safety concerns. Thus, the cages can no longer be used to store mission essential equipment in their current location, and must be moved to another secure location. 311th SC(T) HHC has been provided additional equipment storage space in Bldg. 1292. However, currently Bldg. 1292 does not contain any equipment storage cages, and is a much smaller than the space compared to Bldg. 1507. In order for the equipment to be adequately and securely stored, the existing cages will need to be modified to best utilize the space. Furthermore, the rear door of the storage space in Bldg. 1292 does not currently have an emergency push bar exit which should be added to ensure emergency egress from the space in an emergency.
1.3 Period of Performance: The anticipated period of performance shall be six (6) months subsequent to contract award.
1.6 General Information
1.6.1 Recognized Holidays:

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0900 to 1500, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at Fort Shafter, Hawaii.
1.6.6 Type of Contract: The government will award a Firm-Fixed Price contract.
1.6.7 Security Requirements: No special security clearance is required. The Contractor shall follow installation access pass procedures as required by the Provost Marshall Office for securing Contractor personnel identification cards and vehicle passes for performing work on the installations. The Contractor shall ensure personnel and contractor vehicles are identifiable with nametags and signage. The contractor will be responsible for obtaining the proper authorizations to access Fort Shafter Army Base, HI
1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. Access to Buildings 1507 & 1292 for work efforts will be provided by the Government.
1.6.7.1 Other Security Requirements: The Contractor should anticipate some delays with entry into these buildings. All personnel shall report to the Building Facility Manager for clearance and signed into the security log. The Contractor and their personnel may be subject to search upon entering and exiting the work areas. Cameras are prohibited inside the secure areas and security personnel are authorized to apprehend and confiscate any unauthorized film, sketches, diagrams, etc., being removed or taken into the area. Cameras and wireless communication devices, such as cellular telephones, pagers and laptop computers are prohibited inside the secured areas.
1.6.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
These meetings shall be at no additional cost to the government.
1.6.9 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:
maintain written and oral communications with the Contractor concerning technical aspects of the contract:
issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.10 Key Personnel: The follow personnel are considered key personnel by the government: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. 1.6.11 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Each employee with identification (ID) badge made of nonmetallic material, easily readable and including employees name, contractors name, functional area of assignment, and recent color photograph of the employee.
1.6.12 Display of ID Badges. All Contractor personnel shall wear the ID badge at all times when performing work under this contract at a Government site, including while attending Government meetings and conferences that may take place outside the Government facility.
1.6.13 Appearance of Personnel. The Contractor shall ensure that contract personnel present a neat and professional appearance at all times. Contractor personnel performing work under this contract shall wear as outerwear a shirt or vest with the company name.
1.6.14 Government Furnished Utilities: The Government will furnish electricity to supply power to all powered hand to tools and vacuums that the Contractor will use during work. No other labor, equipment, supplies, materials, or transportation will be furnished by the Government, unless stated otherwise in the contract document.
1.6.15 Deliverables: The Contractor shall provide or inform the Government at least ten (10) working days on the upcoming scheduled work efforts and deliveries. Contractor shall demolish and dispose the existing furniture and delivery, assemble and install at the specified locations.
1.616 Related Documents: Contractor will provide catalogs and submit shop drawings for Government review and acceptance.
