Performance Work Statement (PWS)
Machining Modification Services of Depleted Uranium Bar Stock
26 May 2022 C.1 Background
The machining of depleted uranium (DU), a low-level radioactive material, is not possible at Army Research Laboratory (ARL) or other Army facilities and requires a specialized manufacturer/machine shop to perform the services. The work is unclassified and no HSPD-12 issues apply to this requirement. The modified DU rods will be used in a series of Research & Development (R&D) tests within the Weapons and Materials Research Directorate (WMRD) Lethal Mechanisms Branch (LMB).
C.2 Objective
This requirement is for machining modification services to existing DU rod stock that is currently in ARL’s possession. The DU bar stock will be sent to the Contractor’s facility to perform the machining services, and upon completion of this work, the finished DU rod will be shipped back to ARL at Aberdeen Proving Ground (APG).
C.3 Requirement
C.3.1 The Contractor will receive ten (10) pieces of U-3/4Ti rod stock from ARL. The Contractor shall cut lengths of three (3) inches from the unthreaded end of each rod, for a total of ten (10), three (3) inch rod lengths.
C.3.2 The ten (10) three (3) inch rod lengths listed in C.3.1 shall be divided into two (2) groups of five (5) rods each: GROUP A and GROUP B. The Contractor shall machine each group as follows:
C.3.2.1 GROUP A: The Contractor shall drill a centered through hole in each three (3) inch rod with an approximate diameter of 2.5 millimeters (mm) in the center. One (1) end of each rod shall be tapped to accept a threaded standard set screw with a 5-40 thread.
C.3.2.2 GROUP B: The Contractor shall drill a centered through hole in each three (3) inch rod with an approximate diameter of 3.5mm in the center. One (1) end of each of rod shall be tapped to accept a threaded standard set screw with an 8-32 thread.
C.3.3 The completed machined DU rods and the remaining rod lengths from the originally provided rod stock shall be packaged and shipped back to ARL no later than (NLT) 90 days after contract award (ACA). This Contractor shall have an Nuclear Regulatory Commission (NRC) License and these items shall be packaged and shipped in accordance with Title 49 CFR, 10 CFR Part 71, and International Air Transport Association (IATA) regulations.
