The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform exterior wash services on HC-130J aircraft in accordance with Technical Order 1C-130(A/H/M) J-23CL-1 and DAFI 21-101_ANGSUP. Services will be performed at Hangar 1002 (NE Bay) or Hangar 1000 (NW Bay) during Monday through Friday, 0700 to 1700 hours (MST/MDT), excluding recognized U.S. holidays and directed base closures. The estimated budget is $50,000 to $60,000 annually, with an anticipated six washes per year (1–2 per month) based on an 180-day wash cycle per aircraft. Unscheduled washes (approximately two per year) require authorization from both the Contracting Officer's Representative and Contracting Officer. All washes must be completed within a maximum of 16 hours (two 8-hour days). The contract period of performance spans a maximum of five years, consisting of a 12-month base period and four sequential 12-month option periods.
The Government will furnish access to hangars, wash pads, buckets, wands, basic supplies, non-powered aerospace ground equipment (B-5 and B-1 maintenance stands), cleaning compounds (MIL-PRF-87937 Type III and Type IV), government personnel to operate aircraft systems, and utilities. The contractor must develop and maintain a Quality Control Plan addressing performance requirements outlined in Technical Exhibit 1. Key deliverables include the Quality Control Plan (due within 10 days of award), base access requests, contract manager designation, and a Certificate of Conformance submitted upon wash completion. The contractor must comply with all Federal, State, and KAFB environmental regulations, OSHA, AFOSH requirements, and security protocols including escorted access in restricted maintenance areas and badging procedures. Contractor personnel are subject to background checks, cannot access U.S. Government computer systems, and are prohibited from carrying cell phones or electronic devices in industrial wash areas.

July 20, 2026
1. GENERAL
1.1. SCOPE. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary except for the Government-Furnished items specified in Section 3 to perform exterior wash services on HC-130J aircraft for the 150th Special Operations Wing (150 SOW) at
Kirtland Air Force Base (KAFB), New Mexico, as defined in this PWS.
1.1.1. Estimated Budget: The budget range for this requirement is between $50,000 to $60,000 per year.
1.2. OBJECTIVES. The Contractor shall perform these functions in strict accordance with this PWS, utilizing the best commercial practices and Government-required procedures. The Contractor must comply with all Federal, State, and KAFB environmental regulations, as well as Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) requirements.
1.3. BACKGROUND: The 150 SOW averages six HC-130J aircraft washes annually, based on an 180-day wash cycle per aircraft. Scheduled washes will vary, typically ranging from one to two per month, though the Government is not strictly bound to this range. Approximately two unscheduled washes are estimated per year, usually required prior to Isochronal Inspections or other maintenance. Unscheduled washes require authorization from both the Contracting Officer’s Representative (COR) and the
Contracting Officer (KO). Any additional washes will be treated as out-of-scope work, requiring a
Request for Quotation and a formal contract modification prior to execution.
1.4. PERIOD OF PERFORMANCE (POP): The Period of Performance (PoP) spans a maximum of five years, consisting of a 12-month base period and four sequential 12-month option periods. The precise start date will be established upon contract award.
1.5. PLACE AND PERFORMANCE OF SERVICES. Services shall be performed at Hangar 1002, KAFB, NM. The facility is available Monday through Friday, 0700 to 1700 (MST/MDT), excluding recognized
U.S. holidays or directed base closures. The Contractor shall maintain a stable, continuous, and adequate workforce to ensure uninterrupted performance during these hours. Teleworking is not authorized.
1.6. UNSCHEDULED CLOSURES. Unscheduled gate closures by Security Forces may cause unavoidable delays. The Contractor will not be compensated for these delays. Contractor vehicles are subject to search, and moving violations on the installation may result in revoked driving privileges.
1.7. BASE REGULATIONS. Contractor personnel must obey all installation fire, traffic, safety, and security regulations. Personnel must carry proper identification at all times and may only enter restricted areas with prior approval. The Government reserves the right to remove contractor employees or revoke access for misconduct, security risks, or communicable diseases. Such removals do not relieve the Contractor of their performance responsibilities.
1.8. RECOGNIZED HOLIDAYS. The Contractor shall not perform services on the following U.S.
holidays:
• New Year’s Day
• Martin Luther King, Jr. Day
• President’s Day
• Memorial Day
• Juneteenth
• Independence Day
• Labor Day
• Columbus Day
• Veteran’s Day
• Thanksgiving Day
• Christmas Day
1.9. QUALITY CONTROL (QC). The Contractor shall develop and maintain a Quality Control Plan (QCP) to prevent defective services and ensure compliance with this PWS. The QCP must address the areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS). A final QCP is due to the COR no later than 10 days after contract award. Any subsequent changes require written KO approval.
1.10. Quality Assurance (QA). The Government will evaluate performance using a Quality Assurance
Surveillance Plan (QASP). This plan defines performance standards, surveillance frequency, and acceptable quality levels.
1.11. ACCESS AND GENERAL PROTECTION/SECURITY POLICY. The Contractor shall comply with all installation access and security procedures provided by the COR. The Contractor shall provide all information required for background checks.
1.11.1. BADGING. Contractor personnel must prominently display base identification or company badges while on the installation.
1.11.2. PASS REQUESTS: The Contractor shall submit a written request on company letterhead to the
KO detailing contract info, dates, and personnel requiring access. The KO will endorse the request to Security Forces (SFS).
1.11.3. BADGE RETURN: The Contractor is responsible for the prompt return of credentials for any employee who no longer requires access.
1.11.4. ESCORTED ACCESS: Work occurs in a restricted area. Contractor personnel require escorted access to the 150 MXG controlled areas and must be accompanied by authorized personnel with a valid line badge at all times.
1.11.5. SECURITY COORDINATION: The COR and 377 SFS will assist with security training and badging. SFS may search for vehicles and verify identities. The installation commander may deny entry if deemed necessary. Lost badges must be reported immediately to the COR or Wash
Supervisor.
1.11.6. IT SYSTEMS: Contractor employees will not be granted access to U.S. Government computer systems.
1.11.7. TRAFFIC CODES: The Contractor is subject to all New Mexico and KAFB traffic codes.
1.11.8. ELECTRONIC DEVICES: Cell phones and electronic devices are strictly prohibited in industrial areas during wash procedures (IAW AFI 21-101 ANG SUP, para 1.15.2).
1.11.9. FINAL PAYMENT: All passes must be returned upon contract termination. Failure to comply may result in withheld final payments.
1.11.10. ADJUDICATION STANDARDS: Contractor personnel must comply with NCIC-III and
TSDB adjudication standards (AFI 10-245, AFI 31-101, AFMAN 31-113).

1.12. PHYSICAL SECURITY: The Contractor shall safeguard all Government property and secure facilities/equipment at the close of each work period.
1.13. The Contractor shall attend post-award conferences and periodic progress meetings with the KO and COR at no additional cost to the Government.
1.14. CONTRACT MANAGER (CM): The Contractor shall designate a CM (and alternate) in writing to the KO. The CM has full authority to act for the Contractor on daily operations and will coordinate with the COR. The CM must ensure employees do not perform out-of-scope work without formal KO modification.
1.15. IDENTIFICATION OF CONTRACTOR EMPLOYEES: Contractor personnel must clearly identify themselves as contractors in all meetings, correspondence, and phone calls. Badges must include the company name, employee name, and "Contractor," and must not pose a Foreign Object
Damage (FOD) risk.
1.16. COMBATING TRAFFICKING IN PERSONS: The Government maintains a zero-tolerance policy regarding human trafficking. The Contractor shall notify employees of this policy and take appropriate action against violators.
1.17. ORGANIZATIONAL CONFLICTS OF INTEREST (OCI): If the Contractor gains access to proprietary or source selection information that could create an OCI (FAR Subpart 9.5), they must notify the KO immediately and submit a mitigation plan.
1.18. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: In accordance with
Federal Acquisition Regulation (FAR) 52.204-7 and 52.204-13, the Contractor must be registered in the
System for Award Management (SAM) database (www.sam.gov) prior to contract award. The
Contractor shall ensure that their SAM registration remains active, current, and accurate throughout the entire period of performance and through final payment of this contract.
