PERFORMANCE WORK STATEMENT
FOR
MCAAP Natural Gas Transportation
1 BACKGROUND:
1.1 This order is for natural gas (NG) transportation from the upstream transportation connection to MCAAP's gas system. Annual delivery requirements are approximately 375,000 DTH per year.
1.2 MCAAP purchases NG through a separate Defense Logistics Agency (DLA) Energy Delivery Order that provides the NG to the installation, but it does not include provisions for the transportation.
1.3 Centerpoint Energy Resources Corp. (CERC) owns the natural gas pipelines that supply NG to MCAAP. CERC controls the distribution of the NG along the interstate pipeline to MCAAP’s city gate acceptance point. Enable Gas Transportation LLC (EGT), controls the NG transportation along the interstate pipeline for this area.
1.4 MCAAP currently contracts with Enable to transport NG. This contract, W52P1J-16- P-3046, expires 30 April 2021.
2 DESCRIPTION OF WORK:
2.1 McAlester Army Ammunition Plant (MCAAP) seeks a 4-year, firm fixed price order for natural gas transportation services.
2.2 PERIOD OF PERFORMANCE: 4 year performance period will begin Oct 1, 2021 and continue until Sept 30, 2025.
2.3 REGULATIONS: These services shall be in accordance with state, local, installation and federal laws/codes related to transportation of natural gas. The Offeror shall conform to any changes in state or federal laws at no additional cost to the Government.
2.4 TRANSPORTATION SERVICES: The Offeror shall transport NG from the DLA Energy gas supplier, along the interstate pipeline, to MCAAP distribution point.

MCAAP’s monthly NG needs vary, peaking in the winter months. Daily delivery obligation shall be broken into two periods.
Period 1: 1,000 DTH/Day – April through October Period 2: 2,100 DTH/Day – November through March
2.6 TRANSPORTATION NOMINATIONS: All gas ordered is on a Firm basis. The DLA Energy gas supplier is responsible for daily Demand Side Management of the gas to keep MCAAP's nominated gas amount for pipeline transport in line with actual usage.
2.7 Gas nominations have been specified in the contract with the DLA Energy supplier and any orders or changes must be communicated from DLA Energy supplier to the transportation service contractor. Any changes to the monthly nominations must be made in writing or orally (with verbal orders being confirmed in writing within one day) two working days prior to the 25th of the month prior to the delivery to the DLA Energy supplier.
2.8 RATES AND CHARGES: For all transportation services furnished under this agreement, the Government shall pay the Offeror based on the Offeror's accepted rate.
The Offeror shall provide a complete listing of all rates that it proposes to charge during the term of this agreement along with a detailed explanation of the rate so that the Government can evaluate the overall cost of natural gas transportation. Whatever rate structure the Offeror suggests, the offer will be evaluated to determine that the Offeror is both responsible and that the offer can be determined by the contracting officer as both fair and reasonable.
2.9 For the purposes of charges, any demands due to faulty operations of, or to excessive or fluctuating pressure on, the Offeror's pipeline system(s) used to transport natural gas to MCAAP shall not be included as part of the Government's demand.
2.10 BALANCING: In the case of imbalances, the Offeror and MCAAP shall cooperatively use their best efforts under practical operating conditions to avoid an imbalance, i.e. an instance where gas supplied by MCAAP's gas supplier does not equal deliveries by the Offeror. The Offeror acknowledges that MCAAP may have a third party, the DLA Energy natural gas supplier, and nominating daily gas usage for MCAAP. If this supplier fails to provide appropriate gas nominations, the Offeror shall advise MCAAP of the situation and MCAAP shall immediately notify the gas supplier to rectify the matter. MCAAP understands that in the event of an imbalance that cannot be corrected, the Offeror is not obligated to deliver more gas during any given day or month than it shall have received during said period. Also, MCAAP understands that the Offeror does not have to receive or deliver a total quantity of gas in excess of the Maximum Daily Quantity or if a gas curtailment is in effect, the maximum contract demand purchased by MCAAP.
2.11 If the Offeror assesses monthly imbalance penalties and, if during the term of the agreement, plans to switch over to the daily imbalance penalties, the Offeror shall state this intention and such fees in the proposal. The Offeror may also suggest methods whereby MCAAP can reduce its risk to monthly or daily imbalance penalties.
2.12 INVOICES: Invoices for services rendered herein shall contain statements of the meter readings at the beginning and end of the billing period along with a sheet showing daily consumption at MCAAP. Meter constants, reservation volume, daily consumption during the billing period, all unit or fee cost elements used to calculate the invoiced dollar amount, and such other pertinent data as shall be required by the Government to verify invoiced gas usage and cost. Invoices shall contain the meter readings from the meters at the delivery point(s) that the billed gas usage is based upon.
