This is a Performance Work Statement (PWS) for Behavioral Interviewing Expert and Role Player Threat Assessment Training services required by the Naval Criminal Investigative Service (NCIS).
NCIS seeks to procure one-day specialized training for approximately 24 personnel (special agents, investigators, and analysts) from the Threat Assessment Unit to enhance behavioral interviewing techniques and threat assessment capabilities. The contractor must provide seven hours of instructional training plus one hour of unpaid lunch break, covering threat assessment principles, interview tactics, information elicitation, and behavioral interviewing concepts. Training shall include three separate behaviorally interactive simulated case studies addressing mental illness/disorder, domestic violence/stalking, violent extremism/domestic terrorism, and workplace violence scenarios, with video integration and interactive role-playing exercises. The training will be conducted at Federal Law Enforcement Training Center (FLETC) in North Charleston, South Carolina (2000 Bainbridge Ave, SC 29405). The period of performance spans five years consisting of a base period and four option periods, with training delivery scheduled for April 30 annually from 2026 through 2030.
The contractor must provide one qualified interview expert instructor with at least 10 years' experience conducting behavioral interviewing training and 10 years teaching federal law enforcement protective intelligence and threat assessment concepts using interactive behavioral simulations including psychodrama theory, plus 10 years interviewing severely mentally ill individuals in law enforcement environments. One role player is required with at least 10 years' experience in behavioral simulations training law enforcement and 300 hours of board-certified psychodrama training. Deliverables include case simulation outlines and PowerPoint course content due within 7-14 days of award, with a kick-off meeting required within five days. The contractor must be U.S.-based with all U.S. citizen personnel, arrange employee billeting and travel expenses (included in pricing), comply with FLETC security requirements, and execute non-disclosure and Privacy Act agreements. PERFORMANCE WORK STATEMENT (PWS)
BEHAVIORAL INTERVIEWING EXPERT AND ROLE PLAYER
THREAT ASSESSMENT TRAINING
1. BACKGROUND
The Naval Criminal Investigative Service (NCIS) is the federal law enforcement agency charged with conducting investigations of felony-level offenses affecting the Navy and Marine Corps. NCIS is comprised of approximately 2,000 personnel in over 40 countries around the globe. The organization is roughly 90% civilian, and its cadre of federal agents, about half its total personnel, is 98% civilian.
Criminal investigation is at the foundation of virtually all the organization does, but the NCIS mission is broad, “Prevent Terrorism, Protect Secrets, and Reduce Crime.” A portion of the NCIS mission encompasses conducting proactive efforts aimed at threat mitigation, intervention and prevention involving Department of the Navy (DON) personnel, facilities and assets.
The NCIS Threat Assessment Unit (TAU), Code 22B, was created in 2014. The TAU’s mission is to detect, deter and mitigate potential violence threats and national security risks in connection to the DON, to include its assets, facilities, personnel and resources. As part of NCIS’ Threat Management policy, one of TAU’s responsibilities is to provide advanced training to NCIS field personnel working and supporting threat related investigations and situations. NCIS personnel require hands-on, scenario-based training regarding interviewing techniques designed to collect behavioral information that can be utilized to assess the level of concern an individual may pose to the DON, so that steps can be taken to mitigate the threat.
2. SCOPE
The scope of this effort is to obtain instructional support services to conduct specialized practical interview training, focusing on behavioral information collection and techniques, which have been shown to be required for assessing the potential violence and/or national security risk a person of concern, may pose. The audience for this training will be a class comprised of approximately twenty-four (24) NCIS personnel to include special agents, investigators and analysts.
The course objectives will include the following:
1. Students will become familiar with the different behavioral characteristics and psychological aspects inherent in threat related investigations. This knowledge will be at an advanced level.
2. Students will enhance their interview skills and methods, by learning how to develop approach tactics and interview strategies aimed specifically at eliciting the type of behavioral information that is necessary for a viable assessment.
3. Students will be afforded the opportunity to personally gain practical interview experience through the use of case simulations, which are similar to investigations worked in the field setting. Additionally, the practical exercises conducted in the course allow real time audience participation, creating yet another avenue for learning through the observations of others.
3. SPECIFIC REQUIREMENTS
3.1 Instruction. The Contractor shall conduct seven (7) hours of specialized behavioral and protective intelligence/threat assessment interview training to enhance NCIS’ ability to more effectively and efficiently gather the relevant information required for analyzing and managing potential threats. Specifically, training shall focus on interview tactics, information elicitation and behavioral aspects of interviewing through lectures, interactive simulated case studies, social media site and contractor-provided video-taped interviews to be used in practical exercises. Contractor shall provide one (1) hour of lunch break during the training which is not included in the requested seven
(7) hours of instructional training.
Training shall cover concepts related to threat assessment and management principles in the context of extracting information during interviews in order to ascertain the level of concern the interviewee may pose for violence and/or a national security risk. Instruction shall include how to conduct challenging interviews of individuals who may pose a violence and/or national security threat, provide students with hands-on practical experience, offer the opportunity to enhance the ability to establish rapport, navigate a difficult interview of a person of concern, and how to successfully obtain critical information that will allow better assessment of the situation.
3.2 Case Studies. The Contractor shall use case studies as part of the instruction. Case studies are designed to deepen interest of interviewing techniques and the process of conducting threat assessment investigations. Each case study shall incorporate the psychodynamics of a specific mental illness/disorder, situations involving domestic violence/stalking, violent extremism/domestic terrorism, homicidal ideations related to workplace violence and a direction of interest to a DON asset, but shall also be adjusted during the action to meet the appropriate skill level of the interviewing teams. The Contractor shall use an interactive, behavioral simulation method, for use with law enforcement, to emphasize and integrate complex threat assessment and protective intelligence concepts as well as newly acquired skills.
The Contractor shall execute three (3) separate behaviorally interactive simulated case studies provided by the Government, including video at least once during the one-day course.
4. DELIVERABLES
4.1 Course Preparation. The Contractor shall provide pre-course preparations including a Case Simulation outline and course content in PowerPoint format to NCIS within 10 days of contract award (DEL01).
4.2 The Contractor shall submit a Draft Case Simulation Outline (for each Simulation) (DEL02) to NCIS within seven (7) days of contract award and a Final outline (DEL03) for each to NCIS within 14 days of contract award.
4.3 The Contractor shall submit the PowerPoint course content (DEL04) to NCIS within seven (7) days of contract award.
4.4 Kick-off Meeting – The Contractor shall participate in an initial kick-off meeting with NCIS to review the mission and goals of the training requirement. The Government will initiate scheduling of this meeting with five (5) day after award (DEL05).
