Performance Work Statement (PWS) Exhibit Fabrication and Installation

PART 1

GENERAL INFORMATION

C.1 Description of Services AME requires services necessary for the fabrication and installation of a new exhibit at the 1st Infantry Division Museum in Fort Riley, Kansas. The contractor shall create shop drawings and fabricate all exhibit components. In addition, the contractor shall pack, ship and install exhibit components in the exhibit area, install historic objects into those components, and perform the final focusing of lighting.

C.1.2 Background

The effort is in support of the Army Museum Enterprise’s (AME) mission to collect, preserve, interpret, and display historical military material, culture, or artifacts.

C.1.3 Objectives

C.1.3.1 Fabricate the exhibit components to the standards set forth in Attachments 1-7, AME Design Package.

C.1.3.2 Purchase, install and connect into the building electrical system, lighting, audio visual, multimedia and any other exhibit components needing electrical power as noted in Attachments 1-7, AME Design Package.

C.1.3.3 Transport and install the exhibit components into the exhibit space prepared by the AME to house the exhibit as noted in Attachments 1-7, AME Design Package.

C.1.3.4 Install historic objects into the exhibition components fabricated by the contractor as noted in Attachments 1-7, AME Design Package.

C.1.3.5 Do final focusing of lighting. This covers all lighting; case lighting, graphics lighting, track lighting and any other exhibit components with lighting as noted in Attachments 1-7, AME Design Package.

C.1.4 Scope. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform fabrication and installation as defined in this Performance Work Statement except the Government Furnished Property identified in Section C.3 at the 1st Infantry Division Museum at Fort Riley, Kansas. The contractor shall perform to the standards in this contract.

C.1.5 Period of Performance: Work shall be completed no later than 12 months from the start of the contract.

C.1.6 General Information

C.1.6.1 Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control plan is the means by which the contractor complies with the requirement of the contract. At a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit 1, “Performance Requirements Summary”. IAW CDRL A001, after the acceptance of the quality control plan, the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to his QC system.

C.1.6.2 Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

C.1.6.3 Recognized Holidays

C.1.6.4 Hours of Operation: The contractor is responsible for conducting delivery, installation of exhibit components, installation of historic objects and final focusing of lights between the hours of 8am to 5pm (Mountain Standard Time), Monday-Friday except Recognized Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

C.1.6.5 Place of performance is the U.S. Army Cavalry Museum at Fort Riley, Kansas

C.1.6.6 Security Requirements: iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the Contracting Officer Representative (COR). This training shall be completed within 14 calendar days of contract award and within 14 calendar days of new employees commencing performance with the results reported to the COR not later than (NLT) 21 calendar days after contract award.

C.1.6.6.1 Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by COR). The contractor shall also provide the full name, birth date, place of birth and social security number necessary to meet installation access requirements enforced by the Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. Contractor will acquire and need to return all issued U.S. Government Common Access Cards, installation badges, and/or access passes.

C.1.6.6.2 AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 60 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 60 calendar days after completion of training by all employees and subcontractor personnel. C.1.6.7 Special Qualifications: Each of the contractor personnel performing the delivery and installation of the exhibit components are required to possess a valid Government issued photo Identification for entry onto Fort Riley, Kansas. The contractor shall be prepared to provide information on personnel performing delivery and installation at the 1st Infantry Division Museum at Fort Riley, Kansas.

C.1.6.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any on site post award/ kick off meeting conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. In addition, the contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet twice per month with the contractor to review the contractor's performance. These meetings shall be via video or tele conference. At these meetings the contracting officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

C.1.6.9 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the Contract Manager is absent shall be designated in writing to the Contracting Officer and COR. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

C.1.6.10 Identification of Contractor Employees: All contract personnel attending meetings, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Personnel will be required to obtain required documentation for entry onto the base each day.

PART 2

DEFINITIONS & ACRONYMS

PWS – Performance Work Statement

Contracting Officer’s Representative (COR): A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor

Defective Service. A service output that does not meet the standard of performance associated with it in the Performance Work Statement.

Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control. Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS.

Quality Assurance. Those actions taken by the Government to assure services meet the requirements of the Performance Work Statement.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

C.3.1 The Government shall provide exhibit design and production ready graphic files at the contract kick off meeting.

C.3.2 Services:

C.3.2.1 Utilities. All utilities in the facility will be available for the contractor’s use in performance of duties outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.

C.3.3 The Government will furnish the necessary workspace for the contractor staff to provide the support outlined in this PWS. At the close of each work period, workspace shall be secured by the contractor.

CONTRACTOR FURNISHED ITEMS AND SERVICES

SPECIFIC TASKS

C.5.1 Basic Services. The contractor shall provide services for:

C.5.1.1 Project Schedule. Contractor shall prepare and present to COR a proposed project schedule complete with meeting and milestone dates for COR approval (IAW CDRL A002). Contractor shall, during the course of the project, track the project to see that the project remains on schedule.

C.5.1.2. The contractor shall provide shop drawings, necessary for the fabrication of the exhibit. (IAW CDRL A003)

C.5.1.3 Status Report: contractor shall submit to the COR for review and approval information relevant to the current level of project progress (IAW CDRL A004). Information is defined as drawings, files, and any other material relevant to the project at that given moment.

C.5.1.4 Provide samples of all materials, colors and finishes to be used in the project prior to the start of fabrication. Acceptance or rejection of the samples shall be submitted to the contractor by the COR. (IAW CDRL A005). If deemed necessary by the government the fabricator shall fabricate prototypes and mockups prior to the start of fabrication. Acceptance or rejection shall be submitted to the contractor by the COR.

C. 5.1.5 Provide PDF copies of the final graphic production files (IAW CDRL A006) for final review and approval by AME prior to the fabrication of graphics.

C.5.1.6 Fabricate all components of the exhibit as specified in Attachments 1-7, AME Design Package.

C.5.1.7 The contractor shall provide the opportunity for two field visits of Army personnel to the contractor’s shop. Travel costs to the fabricators facility to be covered by the government.

C.5.1.8 Contractor shall be responsible for packing, transporting, unloading and unpacking all of the components either produced by the fabricator or purchased by the contractor. The contractor is responsible for all items during transportation. Fabricator shall coordinate delivery of components, unloading, unpacking of components with the COR.

C.5.1.9 Contractor shall be responsible for installation of all exhibit components into the exhibit space.

C.5.1.10 Contractor shall be responsible for maintaining the exhibit space for cleanliness for the duration of the installation.

C.5.1.11 Contractor shall install all objects contained within the exhibit space under the supervision of COR.

C.5.1.12 Contractor shall be responsible for final focusing of lighting.

Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
