Olympic Coast National Marine Sanctuary Statement of Work for a New Manufactured/Mobile Home to Serve as Field Housing for

NOAA staff in Forks, WA

1.0 BACKGROUND

Olympic Coast National Marine Sanctuary (OCNMS) was designated as a sanctuary in 1994. It consists of an area of approximately 3188 square miles of marine waters along the outer coast of Washington State. It is a place of regional, national and global significance as one of North America’s most productive ocean and coastal environments. NOAA’s Office of National Marine Sanctuaries (ONMS) is the trustee and manager of OCNMS. The Headquarters for OCNMS is located in Port Angeles, Washington. However, access to the outer coast of WA and shoreline of the sanctuary and the marina in La Push takes 1.5 to 3 hours by car to and from Port Angeles. Adding several hours of driving to each field work is not feasible, given the 12-hour limitation on a work day and the time required to complete necessary field work, particularly with the added challenges of unpredictable sea state and marine weather. OCNMS stations its only research vessel in the harbor in La Push, WA during the field season from May to September.

However, operations by personnel may occur year-round on the outer coast for meetings, workshops, and other field activities conducted along the shore.

There are very limited accommodations on the outer coast for vessel crew, research and resource protection staff that meet the Government’s need close to La Push harbor and near the outer coast. The long days on the water during field season preclude commuting from and to Port Angeles daily.

Therefore, OCNMS has a need for year-round on-demand field housing for 4 people, to be located on the Outer Coast at the Forks, WA airport. NOAA is negotiating a lease for a space large enough for a typical ‘mobile/manufactured’ home, including access to utilities such as water, electricity, and sewage.
