Performance Work Statement 2/8/2023 Operate Clear Lake and Gerber Dams
PART 1 – BACKGROUND
The Klamath Basin Area Office (KBAO) proposes to contract for operations of certain Reserved Works facilities with an entity which has the required management, labor skill set, and knowledge of operations of Clear Lake and Gerber Dams. Clear Lake and Gerber Dams provide water service to the east side of the Klamath Project which benefits the Warren Act contractors and two Irrigation Districts, namely, Langell Valley Irrigation District (LVID) and Horsefly Irrigation District (HID). When irrigation water is available, and full deliveries are made, the districts receive approximately 60,000 – 68,000 acre-feet of water between April 15 and October 1 of the given water year. Tulelake Irrigation District receives flood control benefits in the same time span. The Contractor will perform the field work at the above listed dams near the City of Klamath Falls, Oregon for the fiscal year 2023 with optional extension years through 2028.
PART 2 – SCOPE
The Contractor shall provide operations of Clear Lake and Gerber Dams as specified in Parts 4 and 5 of this Performance Work Statement, and in conformance with the Standing Operating Procedures (SOP) for each facility. The SOP is a sensitive document with controlled distribution and not attached with this Performance Work Statement, but a summary of the Reservoir Operations are as follows:
Clear Lake Dam
Reservoir operations during the runoff season, October 1 through April 30, are aimed at filling the reservoir to the top of joint use to balance irrigation needs and prevent runoff from entering Tule Lake. The allowable reservoir storage and impound elevation varies during the year depending on the need for floodwater and irrigation storage requirements. The Clear Lake watershed typically receives minimal to moderate rainfall during the summer and fall seasons. Consequently, flood control releases only become necessary when the reservoir is full, and thunderstorms produce significant inflows. Releases in excess of the normal irrigation demand are made to reduce the active carryover storage to the following water year. Following the irrigation season, no additional drawdown (except as necessary to reduce the active carryover storage) is made for flood control unless warranted to assure safe operation of the dam and spillway.
Fill and release procedures are summarized as follows:
1. All inflow to the reservoir during the non-irrigation season is impounded, except during years of extremely high inflow.
2. Flood releases are made only at such times as forecasts reveal prospective seasonal inflow will exceed the available storage capacity. When flood releases are deemed necessary, releases will be limited to that quantity of water which, when vacated from the reservoir, will assure adequate storage space for prospective inflow.
3. Irrigation releases constitute the only release from the reservoir.
4. During the irrigation season, the outlet gates are adjusted as necessary to meet the demand, with minor re-regulation possibly due to some forebay storage available at Malone Diversion Dam.
5. A minimum operating elevation has been set for the protection for the Lost River and Short Nose Suckers. In addition, no water can be released from the reservoir prior to April 1 unless performed for flood control or meets other criteria.
Gerber Dam
Reservoir operations during the runoff season are aimed at accumulating water for later irrigation use and simultaneously to prevent runoff from entering Tule Lake. The flood operation objective is compatible with cyclic storage for irrigation use of reservoir waters. Considering a primary need to conserve water for irrigation, storage releases are made from Gerber Reservoir only as needed for irrigation or as necessary to avoid excessive water surface elevation in times of extremely high runoff. Reservoir operation consists of the relatively simple process of storing all inflow until needed for irrigation use. As the Lost River water shed does not experience heavy rain with great runoff during the summer and fall seasons, consideration of flood control operation is necessary only from late October through April (particularly December through March). During the following months no additional drawdown would be made for flood control until there was some evidence indicating a high magnitude of potential runoff.
Fill and release procedures are summarized as follows:
1. All inflow to the reservoir is impounded, except during years of extremely high inflow.
2. Flood releases are made only at such times that the watershed, weather, and reservoir conditions indicate the possibility of exceeding the maximum water surface elevation.
3. Irrigation releases will constitute the major draft on the reservoir, with a limitation on release if the reservoir elevation falls below a critical elevation.
4. During the irrigation season, the dam tender will adjust the outlet gates to meet the daily water order from the Langell Valley Irrigation District. The dam tender is not to open or close the outlet gates unless the District or Project Office so directs.
PART 3 – APPLICABLE DOCUMENTS
A. Facility Documents: The following documents are referenced and are made a part of the requirement for this work:
1. Standing Operating Procedures, Clear Lake Dam;
2. Standing Operating Procedures, Gerber Dam.
The Standing Operating Procedures are sensitive documents and not attached to this requirement of work. In the event the documents need to be reviewed by potential contractors for the work, coordination with the Facilities Engineering Branch (CGB-430) at the California Great Basin Regional Office is necessary to make the documents available.
B. NEPA: KBAO staff have determined that environmental compliance, including NEPA analysis, is not required because there are no ground disturbing activities to be performed.
PART 4 – SUMMARY OF REQUIREMENTS
A. Work to be performed: Operating Clear Lake and Gerber Dams
The Contractor shall operate the subject facilities according to directions from the KBAO, Standing Operating Procedures and the needs of the Districts receiving water during the irrigation season:
1. Visit Clear Lake Dam up to 66 times during the irrigation season to make operational changes as directed by the KBAO, as required by the Standing Operating Procedures, or as needed by Langell Valley or Horsefly Irrigation District. If there are no Klamath Project water deliveries being made through the facility, the contractor shall not perform the tasks listed below and will not receive payment for the tasks service.
2. Visit Gerber Dam up to 76 times during the irrigation season to make operational changes as directed by the KBAO, as required by the Standing Operating Procedures, or as needed by Langell Valley or Horsefly Irrigation District. If there are no Klamath Project water deliveries being made through the facility, the contractor shall not perform the tasks listed below and not receive payment for the tasks service.
PART 5 - DELIVERABLES
TASK No 1: Visit Clear Lake Dam; and read, record, and report the elevation of the reservoir water surface.
Task Description: During the Irrigation Season, from March 1 through October 31, the Contractor will visit Clear Lake Dam up to 66 times, with at least one monthly trip on the first of the month to visually read, record, and report the elevation of the reservoir water surface and the elevation behind the fish screens.
Deliverables: At least monthly and at the end of the Irrigation Season, the Contractor shall provide a written accounting of the number of trips and the observations conducted during the season. The Contractor shall also provide an account of the visual readings, record, and report the elevation of the reservoir water surface and the elevation behind the fish screens during each individual dam visit as a verbal report to appropriate KBAO staff immediately following the individual dam visit.
TASK No. 2: Check for any vandalism or other deficiencies at Clear Lake Dam
Task Description: During the Irrigation Season, from March 1 through October 31, the Contractor shall check for any vandalism or other deficiencies at the facility and develop written report including photo documentation.
Deliverables: The Contractor shall provide an account of any vandalism observed with the date and nature of the offence; any operations or maintenance deficiencies observed, with the date observed and nature of the deficiency during each individual dam visit; and verbally report to appropriate KBAO staff immediately following the individual dam visit.
TASK No. 3: Make changes in flows as required by the KBAO or the Districts receiving irrigation water from Clear Lake Dam; and report any changes in operations or deficiencies to the KBAO.
Task Description: During the Irrigation Season, from March 1 through October 31.
Deliverables: At the end of the Irrigation Season, the Contractor shall provide a written accounting report of the number of trips, the date of those trips, and the operations conducted during the season. Basis of Cost Estimate: For the purpose of estimating the cost associated with this contract item, it will be assumed that the contractor will make all 66 visits to Clear Lake Dam and 76 visits to Gerber Dam.
Items Incidental to Deliverables
Government-furnished materials/services: The Government will work with the Contractor to accomplish the work. To accommodate this effort, the Government will provide operations personnel to participate in the work as necessary. The Government will provide a crane or other pieces of equipment, as may be necessary, with an operator to remove and install the fish screens at Clear Lake Dam as necessary to facilitate the work.
Format of Deliverables: Where hardcopy deliverables are required by the tasks described below, the Contractor shall also be required to provide an electronic version of the deliverable. The electronic versions may be provided either by means of a portable electronic recording media or over the internet.
Project completion / delivery schedule: The Contractor will furnish qualified staff to complete all work required by Statement of Work. Workers assigned to this contract must be Reclamation-certified Dam Tenders. All work for any year of this contract will be completed by April 14 of the year following the initiation of work for that year of this contract.
Review and acceptance of deliverables: The Government will review each deliverable provided by the Contractor and return questions and comments by facsimile or electronic mail (e-mail).
Project Management by the Government: The Government will appoint a Project Manager at the time of contract award. The Project Manager will serve as the coordinator for all technical and administrative matters under this delivery order.
Project Management by the Contractor: The Contractor shall designate a Project Manager for all activities under this delivery order and serve as the primary contact between the Government and the Contractor’s project team. The contractor shall acquire and provide to the workers assigned to this work cell phones appropriate to communicate with the KBAO and Langell Valley and Horsefly Irrigation Districts to ascertain needs while on site, and to provide information on operational changes and current conditions on a real time basis.

PART 6 – QUALITY ASSURANCE PLAN
A. The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.
