Department staƯ and City of Fort Worth Planning “Lab” staƯ (FWLab) Coordinate with wholesale customer entities through customer surveys and follow-up discussions as appropriate Document significant assumptions, methodologies, data limitations, and decisions made during the development of the projections
2. Data Collection and Evaluation
Compile, review and evaluate available information relevant to historical and future water use. Data may include:
o Historical monthly and annual water production and overall consumption o Customer classifications and their historical demands o Wholesale customer historical demands and projections o Population and household estimates for both retail and wholesale areas o Employment population for both retail and wholesale areas o Large water volume customers o Development activity, including approved studies and agreements o Current and future land-use and zoning information o Historical precipitation and rainfall o Water conservation programs and historical conservation impacts o Water wholesale agreements and CCN boundaries o Existing regional and state water demand projections o Relevant master plans including water master plans, impact fee studies, and regional planning documents Evaluate the quality, consistency, and suitability of available data and identify limitations that may aƯect the projections
3. Historical Water Use Analysis
Conduct a twenty-year review to establish baseline condition and identify trends and relationships influencing demand
Review average day demands, peak demands, and seasonal variations.
Establish weather sensitive variations versus regular domestic usage Identify trends in usage by various customer classes Highlight weather-sensitive variations versus non-weather-sensitive changes. Normalize demands, where possible, to weather patterns Review trends in water use and customer behavior, including established eƯects of conservations programs, plumbing code changes, irrigation practices, rate structure changes towards conservation pricing, and other eƯiciency improvements
4. Retail Service Area and Population Projections Work with the City of Fort Worth FWLab Department to identify the zoning and population projections for the current CCN Forecast household and population growth Forecast non-residential / employment growth

Given the length of the planning horizon, develop and evaluate multiple demand scenarios that reflect reasonable variations in population and employment growth, water use rates, conservation practices, and other relevant factors. Focus the analysis on variables with the greatest potential impact on projected water demands
Compare and contrast forecasts with other relevant forecasts prepared by other entities, including Tarrant Regional Water District and Texas Water Development Board
7. Deliverables Technical memorandum documenting historical water analysis All wholesale customer questionnaires GIS-compatible data delivery as relevant Forecast models in Excel or similar format with documentation or user-guide for utilizing the models Final Report implementing all findings and analysis o Include Key Performance Indicators the City should track Final Presentation to summarize all findings
