About this file

This is a Purchases Through Federal Programs Justification document submitted by the Oregon Military Department's Operations and Maintenance Branch to justify a procurement under federal authority. The document authorizes the upgrade of legacy Intrusion Detection System (IDS) equipment within the secure area of Building 300 at Portland Air National Guard Base (PANG), located at 6801 NE Cornfoot Road, Portland, Oregon. The upgrade work includes converting legacy Panel Account 3071 to an Infraguard II LAN FIPS Panel, installing an Infratouch Keypad, and upgrading the existing Infraguard Expansion Module. The equipment upgrade is necessary to support the Oregon Air National Guard's 142nd Fighter Wing, which provides 24/7 Aerospace Control Alert for the Pacific Northwest region and must integrate with the existing Advantor access control system in Building 300. The procurement was dated February 20, 2025, with approval signed on February 24, 2025.

The estimated total contract value is $15,000, which falls below the $25,000 small procurement threshold. The Oregon Military Department is procuring the installation through General Services Administration (GSA) Contract Number GS-07F-039DA under the GSA Cooperative Purchasing Program, authorized by the Electronic Government Act of 2002 (Public Law 107-347) and Oregon Revised Statute 279A.180. The justification document confirms that GSA pricing is lower than open market pricing, making it advantageous to the State, and that no mandatory Department Price Agreements exist for this acquisition. Notice Number S-24800-00012880 was posted on OregonBuys to allow public comment regarding local business impact considerations. The contractor is Advantor Systems Corporation, a participating partner in the GSA Cooperative Purchasing Program for IT, security, and law enforcement products and services. No state and local preference programs are adversely affected by this federal program procurement.
