About this file

This is a purchase request document for a Rapid Chloride Permeability Machine submitted by a Maine state agency. The request seeks the acquisition of equipment designed to measure chloride ion permeability in concrete samples, a critical testing apparatus for quality assurance in construction and materials engineering. The document outlines the technical specifications and operational requirements for the rapid chloride permeability tester, which is essential for evaluating concrete durability and compliance with construction standards.

The purchase request specifies the equipment's functional requirements, including its capability to perform standardized chloride permeability testing according to established testing protocols. The document details the specifications necessary for the machine to integrate with existing laboratory operations and meet the agency's testing needs. Pricing information, delivery timelines, and installation requirements are addressed to ensure the equipment meets the state's procurement standards and budgetary constraints for this capital equipment acquisition.

Pursuant to Executive Order Number 01 FY 03/04, please complete the following when submitting contracts, grants and/or requisitions for approval:

1. Explain the emergency or essential nature of the service, and the impact of delay or postponement. Permeability is an important performance characteristic of Portland Cement Concrete. The MaineDOT Central Lab evaluates the permeability of concrete supplied to construction projects using sophisticated equipment and instrumentation. The equipment currently in use is not sufficient to keep pace with the testing workload and it has become necessary to bring an additional unit into service.

2. Describe the funding source and any required match, whether immediate or by future journal or other transaction. Sufficient funding for this purchase is available in the Materials Testing and Exploration section’s non-project budget.[Click here and type explaination]

3. Describe the effort made to reduce the contract or requisition amount (i.e. by work reduction, rate concession, delay of purchase, etc.) Permeability testing must be performed when the concrete specimens are within a narrow age range. Because of our current capacity, it has occasionally been necessary for lab staff to work Saturdays and holidays in order to complete testing on specimens before they exceed the maximum allowable age. Acquisition of this unit will enhance our testing capacity and minimize, if not completely eliminate, the need for this overtime work.
