About this file

This is a Purchase Description document for the procurement of two wind tunnels by the U.S. Army TMDE Activity (USATA). The wind tunnels will support USATA Engineers and Technicians in providing overseas maintenance and calibration services for hot-wire anemometers and other wind speed measuring devices, addressing capacity constraints at the Army Precision Standards Lab (APSL) and reducing equipment turnaround times for industrial hygiene and chemical testing facilities.

The wind tunnels must meet specific technical requirements including air speed generation from 1.5 to 50 m/s with measurement uncertainty not exceeding 0.75% of reading, a test chamber with cross-sectional dimensions between 4x4 inches minimum and 12x12 inches maximum, turbulence intensity of 1% or less, and maximum assembled dimensions of 10x3x6 feet that fit through a standard 32-inch door. The units must be powered by 220V 16A single-phase electrical service with motor noise not exceeding 90 dB at maximum speed. For designs over 45 kg, the wind tunnel shall be mounted on a frame with casters. The procurement includes open or closed-circuit design options, all necessary measuring and calibration equipment with accompanying software (non-subscription based without online requirements), and shipping to TMDE Support Centers in Kaiserslautern, Germany and Camp Carroll, South Korea. If software requires a non-transferable license, a dedicated computer must be provided to operate it. The equipment must generate reports of both standard and actual wind speed with correction capabilities for varying pressure and temperature conditions.

Purchase Description Procurement of Wind Tunnels

The U.S. Army TMDE Activity (USATA) has a requirement to purchase of two (2) Wind Tunnels that will be used by USATA Engineers and Technicians to provide OCONUS support to customers owning wind speed measuring devices (hot-wire anemometers). Industrial hygiene and chemical testing facilities are impacted by the increased turn-around time of sending their equipment to the APSL. The Wind Tunnels shall include the following specifications or equivalent (if not brand name):

Requirements:

· The wind tunnel shall generate air speeds ranging from 1.5 to 50 m/s.

· Air speed measuring equipment shall be provided and shall have a total measurement uncertainty less than or equal to 0.75% of reading.

· The wind tunnel test chamber shall have cross sectional dimensions of 4 x 4 inch at minimum, and 12 x 12 inch at maximum.

· The wind tunnel shall produce turbulence intensity that is less than or equal to 1%.

· The wind tunnel shall have maximum dimensions of 10 x 3 x 6 feet LWH when assembled. The wind tunnel shall be able to fit through a standard 32-inch width door.

· The wind tunnel design shall be open circuit if a closed-circuit design is not available within budget.

· For designs greater than 45 kg, the wind tunnel shall be built on a frame with casters.

· The wind tunnel’s motor shall not exceed 90 dB when generating speeds of 50 m/s.

· The wind tunnel’s motor shall be powered on a 220V 16A single phase line.

Support and Accessories

· The wind tunnel shall be shipped to TMDE Support Center (TSC) Kaiserslautern, Germany and TSC Camp Carroll, South Korea.

· Measuring equipment requires organic calibration support. Any calibration procedure/software required shall be provided.

· All software shall not require an annual subscription or online connection. If software does not have a transferable license, a computer shall be provided to operate it.

· Operating software shall be able to report standard and actual wind speed. It shall also be able to correct for different pressure and temperature conditions.

· Operating software shall be able to export data from test runs.
